No action will be taken. 3.1 RESTROOM OPTIONS FOR THE UNSHELTERED Staff worked with Catholic Charities, Social Advocates for Youth, and Buckelew Programs to review the primary restroom options available to homeless persons: City-owned facilities, providing portable toilets with hand washing stations, and a shower/restroom combination trailer. RECOMMENDATION: It is recommended by the Santa Rosa Water Department and the Board of Public Utilities that the Council, by resolution, authorize the Chief Financial Officer to appropriate funding from the Sonoma County Water Agency in the amount of $110,000 to IFAS Key 55724, “Regional (TAP!) REPORT ITEMS 13.1 REPORT - PROFESSIONAL SERVICES AGREEMENT WITH CREATIVE THINKING, INC., DBA THE IDEA COOPERATIVE, FOR DESTINATION MARKETING SERVICES BACKGROUND: The funding source for the “Out There” campaign, comes from the City’s portion of the Santa Rosa Tourism Business Improvement Area (SRTBIA) assessment, the ordinance for which provides funding for destination marketing that benefits lodging operators within the Santa Rosa City limits. In June 2013, the Economic Development and Housing Department (EDH) first entered into an agreement with Creative Thinking, Inc., DBA The Idea Cooperative, using SRTBIA funds, to develop an advertising campaign that positions Santa Rosa as a destination that provides access yet a culturally progressive alternative to wine country. The campaign’s creative concept is built around the theme line “Out there. In the middle of everything.” The call to action directs people to www.OutThereSR.com. In April 2014, the campaign shifted to focus more specifically on consumer engagement with a goal to create City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 9 City Council AUGUST 11, 2015 marketing content that doesn’t seem like marketing. Several touch points were created to gather and curate material: a) OutThereSR.com Website, b) The Welcome Wagon, c) The Out There Dispatch: an opt-in e-newsletter program, d) Share SR: an individual engagement platform page, e) Out There Merchandise, f) Original Artist Series. The proposed third phase of the campaign will re-focus on outbound relationship building and tourist attraction. While maintaining the above tactics, the campaign will layer on advertising and marketing efforts using micro-targeted online channels with a strong call to action to the OutThereSR.com site to increase efficiency, effectiveness and measurability. The micro-targeted categories will be linked to the areas of interest highlighted on the OutThereSR.com site. Local engagement will be continued through a strong presence at events, and through participating in, sponsoring, and curating on line interest in local culture and attractions. RECOMMENDATION: It is recommended by the Economic Development and Housing Department that the Council, by resolution, approve a professional services agreement with Creative Thinking, Inc., DBA The Idea Cooperative, for destination marketing services through August 31, 2016, using Santa Rosa Tourism Business Improvement Area Ordinance assessment funds in the amount of $190,000. Attachments Staff Report Attachment Resolution Exhibit Presentation 13.2 REPORT - GRANT AGREEMENT FOR HOMELESS OUTREACH SERVICES TEAM (HOST) PROGRAM BACKGROUND: On May 19, 2015, and June 9, 2015, Council held a two-part study session to review currently provided homeless services and responses. Council received information regarding a pilot Homeless Outreach Services Team (HOST) Program, sponsored by the County of Sonoma (County) and administered by Catholic Charities. HOST is a multi-disciplinary outreach team that works to engage unsheltered City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 City Council AUGUST 11, 2015 homeless into services and ultimately housing as part of the “Housing First” model. On June 9, 2015, Council determined it would be beneficial to the residents of Santa Rosa to augment the County’s HOST Program and directed staff to return at a later date with a funding agreement for a City sponsored HOST Program. The proposed HOST Agreement, if approved, will provide $415,000 to Catholic Charities to fund the pilot program for the period August 15, 2015 to June 30, 2016. RECOMMENDATION: It is recommended by the Department of Economic Development and Housing that the Council, by resolution, approve a Grant Agreement for Homeless Outreach Services Team Program with Catholic Charities of the Diocese of Santa Rosa in the amount of $415,000 to fund the pilot program for the period August 15, 2015 to June 30, 2016. Attachments Staff Report Attachment 1 Attachment 2 Resolution Exhibit A Presentation 13.3 REPORT - ROSELAND AREA PROJECTS UPDATE BACKGROUND: In 2014 the City began work on two projects in the Roseland area, the Roseland Area Annexation and the Roseland Area/Sebastopol Road Specific Plan, which are collectively known as the Roseland Area Projects. There are also a number of other City and County projects underway in the Roseland area, including the Roseland Village Neighborhood Center, Bayer Neighborhood Park and Gardens, Roseland Creek Community Park, Stony Point Road Widening and Hearn Avenue Overcrossing. This report item will provide an update of each of these projects. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 14.1 PUBLIC HEARING - PUBLIC HEARING ON PLACEMENT OF ANNUAL STORM WATER ENTERPRISE CHARGES ON THE SONOMA COUNTY PROPERTY TAX ROLL BACKGROUND: The City of Santa Rosa was required under the federal Clean Water Act to obtain and comply with a National Pollutant Discharge Elimination System (NPDES) and Waste Discharge Requirements for Discharges from the Municipal Separate Storm Sewer Systems (Storm Water Permit). To comply with permit requirements and to control and reduce flooding, property damage, erosion, and storm water quality degradation in the City, the Council, in 1996, added Title 16 to the City Code, which created a Storm Water Enterprise and Utility (“Storm Water Enterprise”) as an agency of the City. Under Title 16, the City Council was authorized to prescribe and collect charges (special assessments) for the services and facilities of the enterprise. The Council’s intention to collect the Storm Water Enterprise charges on the Sonoma County Property Tax Roll was stated in Resolution No. 22880, which levied the annual charges. Placement of the annual storm water City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 9 City Council AUGUST 11, 2015 enterprise charges on the Sonoma County Property Tax Roll requires a 2/3 vote of the Council. RECOMMENDATION: It is recommended by the Water and Finance departments that the Council, by resolution, adopt the Storm Water Enterprise Charge Report and approve placement of the Storm Water Enterprise charges on the Sonoma County Property Tax Roll to be collected by the Sonoma County Assessor-Controller-Treasurer-Tax Collector at the same time and in the same manner as Sonoma County property taxes are collected. Attachments Staff Report Resolution Public Hearing Notice Presentation 14.2 PUBLIC HEARING - ADOPTION OF REVISED ANIMAL SERVICES FEES BACKGROUND: Sonoma County Animal Services (SCAS) provides sheltering, administrative, and field services for the City of Santa Rosa, unincorporated areas of the County, the Town of Windsor, and is responsible for rabies control for the entire County. On June 25, 2013, Council amended the City Code and approved an increase in dog license fees and expired license penalty. SCAS is proposing several additional fee increases to help recover some of the costs of services delivered to residents in the jurisdictions served. Fees and penalties collected for some services delivered to residents of the City of Santa Rosa are applied to offset the City’s net cost for services. RECOMMENDATION: Sonoma County Animal Services is requesting the Council adopt revised animal services fees and approve a time-limited amnesty for dog license fees and penalties.
