PUBLIC COMMENTS:
Except for public hearing items, comments from the public will be allowed on
all agenda items at the time each item is called. Comments on public hearing
items may be made when the hearing is opened.
Comments from the public on non-agenda items will be heard under Agenda
Items 13 and 17. This is the time when any person may address the Council
on matters not listed on this agenda, but which are within the subject matter
jurisdiction of the Council. The first public comment period on non-agenda
items (Agenda Item 13) will begin no earlier than 5:00 p.m. and will be limited
to ten speakers selected randomly by the Mayor. Each speaker will be
allowed three minutes. Speakers who do not have an opportunity to speak
during this time will be allowed to make public comment under Agenda Item
17.
To address the Council you are requested to complete a yellow Speaker
Card and give it to the City Clerk. If you are unable to or do not wish to wait
for the public comment portion of the agenda, you are encouraged to contact

3.1 H2O - HELP TO OTHERS WATER RATE ASSISTANCE PROGRAM
On September 15, 2015, the City Council approved, by resolution, a
water bill donation program, “Santa Rosa Cares”: Change for Kids, Youth
Scholarship Fund and H2O (Help to Others) Fund, all providing financial
assistance to needy individuals and families with limited income. Staff will
provide information on the H2O - Help to Others proposed water rate
assistance program.

12.1 RESOLUTION - APPROPRIATION OF FUNDING FOR H2O - HELP TO
OTHERS WATER RATE ASSISTANCE PROGRAM
RECOMMENDATION: It is recommended by the Water Department that
the Council, by resolution, authorize the Chief Financial Officer to
appropriate funding in the amount of $220,000 from the Water
Department’s cell tower lease revenue to support the new H2O - Help to
Others program.

12.2 RESOLUTION - GRANT APPLICATION TO THE FEDERAL
EMERGENCY MANAGEMENT AGENCY (FEMA) FOR FUNDING OF
SELF CONTAINED BREATHING APPARATUS (SCBA) EQUIPMENT
RECOMMENDATION: It is recommended by the Santa Rosa Fire
Department (SRFD) that the Council, by resolution, 1) authorize SRFD to
submit a grant application to FEMA in the amount of $719,382 for the
purchase of SCBAs and associated equipment; 2) appoint the Fire Chief
or his designee as an agent to execute and submit all documents related
to the grant; and 3) authorize the appropriation of funds by the approved
grant amount.

14. REPORT ITEMS
14.1 REPORT - NEW CLASSIFICATION FOR THE SONOMA COUNTY
PUBLIC SAFETY CONSORTIUM ADMINISTRATOR
BACKGROUND: On October 15, 2015, the JPA Board approved the
funding of a full time Administrator position to be employed by the City
Manager’s Office. Prior to the formation of the Consortium work required
to support the JPA Board was performed by the Technical Services
Division Manager in the Police Department. The cost for the hours
worked was reimbursed by the Consortium. In 2008 a “limited term”
position was established and the job description of Administrator was
created. Since 2008 we have experienced turnover and difficulty
recruiting. Additionally the work to support the Consortium has become
more complex requiring more administrative attention. It is therefore
recommended that the City Council, adopt by resolution, the creation of a
full time administrator.
RECOMMENDATION: It is recommended by the City Manager’s Office
that the Council, by resolution, amend the City Classification and Salary
Plan to create the classification of Sonoma County Public Safety
Consortium Administrator with a salary range of $79,479 - $104,948 for
the administrative management of the Sonoma County Public Safety
Consortium (SCPSC) Joint Powers Authority. The position will receive
direction from the SCPSC Board of Directors. The SCPSC will fully
compensate the City for salary and benefits of the position.
