No action will be taken. 3.1 AFFORDABLE HOUSING STUDY SESSION #2 The Council has initiated a program to understand the local housing market, and to appreciate existing affordable housing policy and production efforts. This program will also consider strategies to increase market rate and affordable housing production. To begin this program, two study sessions have been prepared. The first session included a market overview, a definition of affordable housing, documentation of the existing inventory, a review of existing housing programs and funding sources, and an estimate cost of housing program 2015-2023. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 9 City Council NOVEMBER 10, 2015 The second session is to identify constraints and incentives for production of housing, to consider options for increasing affordable housing funding, and to provide direction for affordable housing programs and funding. REPORT ITEMS 14.1 REPORT - WATER CONSERVATION OUTREACH UPDATE AND REQUEST TO INCREASE APPROPRIATIONS FOR ADDITIONAL CONSERVATION EFFORTS BACKGROUND: California is continuing to experience drought conditions throughout the State. On August 5, 2014, the Council, by City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 9 City Council NOVEMBER 10, 2015 Resolution No. 28536, adopted Stage 1 - Mandatory of the City’s Shortage Plan imposing mandatory restrictions on outdoor irrigation with potable water and requiring customers to reduce community-wide water use by 20%. On April 1, 2015, the Governor issued an Executive Order directing the State Water Board to impose restrictions to achieve an aggregate statewide 25% reduction in urban water use through February 28, 2016. On May 5, 2015 the State Water Board adopted an emergency conservation regulation in accordance with the Governor’s April 1, 2015 Executive Order. To reach the statewide 25% reduction, the emergency conservation regulation assigns each urban water supplier a conservation standard that ranges between 4% and 36%. Due to our community’s water conservation efforts, the City was assigned a conservation standard of 16%. In partnership with the Sonoma-Marin Saving Water Partnership, Santa Rosa Water has been actively promoting the “There’s Never Enough to Waste. Turn the Water Off.” outreach campaign and implementing many additional outreach activities. Staff will provide an update on the current conservation savings and the outreach activities planned through February 2016. RECOMMENDATION: It is recommended by the Board of Public Utilities and the Water Department that the Council, by resolution, authorize the Chief Financial Officer to increase appropriations for drought response by $75,000, the source of funds being unappropriated balance in the Water Utility Operations Fund, to continue current drought related outreach. Attachments Staff Report Attachment 1 Attachment 2 Attachment 3 Resolution Presentation 14.2 REPORT - FISCAL YEAR 2014-15 MEASURE O ANNUAL REPORT AND AMENDMENT TO THE MEASURE O IMPLEMENTATION PLAN FOR ALL PROGRAMS BACKGROUND: Ordinance No. 3680 added Chapter 3-26 to the Santa Rosa City Code establishing a special transactions and use tax. The City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 City Council NOVEMBER 10, 2015 special tax measure, known as Measure O, increased sales tax by a quarter percent to fund specific Police, Fire, and Gang Prevention/Intervention programs, as set forth in the Ordinance. The Ordinance also established a seven member Citizen Oversight Committee, with members appointed by the City Council, to annually review expenditures and appropriations of the tax revenues to ensure that all such revenues are spent or appropriated for the purposes and uses set forth in the Ordinance. Each year, an Annual Report is prepared by City staff, reviewed by the Citizen Oversight Committee and presented to the City Council reporting on expenditures and activities during the past fiscal year. The tax revenues generated by Measure O are split between Fire (40%), Police (40%) and Gang Prevention/Intervention Programs (20%), with these revenues spent in accordance with an Implementation Plan which was adopted by the City Council. In accordance with Chapter 3-26, the Council adopted a Transaction and Use Tax Implementation Plan on September 21, 2004, by Resolution No. 26069, which outlines the uses and purposes for which the special tax revenues may be used over time. The Implementation Plan has been revised several times since the original plan was adopted in 2004. In order to amend the Implementation Plan, the Ordinance requires six affirmative votes of the Council. The current Implementation Plan is being amended to set forth a ten-year plan encompassing the remaining life of Measure O. RECOMMENDATION: It is recommended by the Finance, Police, Fire, Recreation and Parks Departments, the City Manager’s Office and the Measure O Citizens’ Oversight Committee that the Council, by motion, accept the Measure O Annual Report for Fiscal Year 2014-15 and by resolution, amend the Transaction and Use Tax Implementation Plan for all programs. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 9 City Council NOVEMBER 10, 2015 Attachments Staff Report Attachment 1 Attachment 2 Resolution Exhibit A Presentation 14.3 REPORT - RECOMMENDATIONS OF THE LONG TERM FINANCIAL POLICY SUBCOMMITTEE BACKGROUND: The Subcommittee has met several times between April and October to discuss Measure O and various options for redefining the baseline formula. The preferred option which specifies funding as a percentage of the General Fund budget is being recommended to the Council for consideration along with proposals for next steps as outlined in the recommendation. The Subcommittee's recommendation is intended to cap the growth of public safety budgets within the General Fund at a reasonable and sustainable level while also maintaining all of the public safety benefits provided by Measure O. RECOMMENDATION: It is recommended by the Long Term Financial Policy Subcommittee (“The Subcommittee”) that the Council, by motion, (1) accept the recommendations of the Subcommittee to pursue the recommended option for adjusting the Measure O baseline formula as a percentage of the General Fund; (2) direct staff to do research and analysis, commonly referred to as polling, of the public sentiment regarding this recommendation along with other possible ballot initiatives; and (3) direct staff to manage communication and outreach based on the research and analysis results. In addition, staff recommends the Council, by resolution, (1) hire outside election counsel to provide a legal opinion regarding Measure O timing and voter approval required for such a measure; and (2) appropriate an amount not to exceed $130,000 from the unassigned fund balance of the General Fund to hire outside counsel and consultants to conduct polling and a public information plan. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 9 City Council NOVEMBER 10, 2015 Attachments Staff Report Attachment 1 Resolution Presentation 15.
