Comments on public hearing items may be made when the hearing is opened. Comments from the public on non-agenda items will be heard under Agenda Items 13 and 17. This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 13) will begin no earlier than 5:00 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 17. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. STUDY SESSION Study Session items are items for in-depth discussion and possible direction to staff. No action will be taken. 2.1 SONOMA COUNTY’S BUILDING HOMES: A POLICY MAKER’S TOOLBOX FOR ENDING HOMELESSNESS The County of Sonoma has developed Building Homes: A Policy Maker’s Toolbox for Ending Homelessness, (the “Toolbox”) which offers a countywide, collaborative strategy for ending homelessness in Sonoma County in 10 years by providing services coupled with building 2,000 new housing units and repurposing 200 units in existing structures for homeless individuals and families. The tools in the Toolbox overlap considerably with the strategies that the City of Santa Rosa’s has used or is considering to increase the supply of a full spectrum of housing that ranges from affordable housing for extremely low-income households - that could house homeless people and others earning less than 30% of the area median income - to incentivizing higher density market rate housing. The Toolbox may be a springboard for collaboration among the County and nine cities to think regionally about the common housing issues throughout the county. Attachments Ordinance 12.2 ORDINANCE ADOPTION - AMENDING TAXICAB DRIVER ALCOHOL AND CONTROLLED SUBSTANCE TESTING RECOMMENDATION: This ordinance, introduced at the December 1, 2015, Regular Meeting by a 6-0-1 vote (Council Member Combs absent), amends Section 6-87.350 of the Santa Rosa City Code to reduce the number of years that a taxicab driver is prevented from reapplying for a driver’s permit following a positive drug and alcohol test from five years to three years. REPORT ITEMS 14.1 REPORT - ORDINANCE INTRODUCTION - ADOPTION OF COUNCIL POLICY ON REAL PROPERTY LEASES BACKGROUND: The purpose of this policy is to delegate to the City Manager the authority to approve and execute real property rental, lease, sublease agreements, and amendments to such agreements and to provide uniform guidance for leasing of properties. It also sets forth the criteria and procedures for the leasing of City owned property. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council introduce an ordinance adding Chapter 1-34, “Real Property Leases” to the Santa Rosa City Code and, by resolution, adopt Council Policy No. 000-67 - Real Property Leases.
