No action will be taken. 4.1 REVIEW OF SONOMA COUNTY COMMUNITY AND LOCAL LAW ENFORCEMENT TASK FORCE RECOMMENDATIONS In December 2013, the Sonoma County Board of Supervisors adopted the Community and Local Law Enforcement Task Force Charter following the death of Andy Lopez. The Task Force was comprised of 21 members appointed by the Board of Supervisors, the Sheriff, the District Attorney and the Mayor or Santa Rosa with the intention of facilitating community healing. The Task Force developed recommendations aimed at Community Engagement and Healing; Community Policing; and Law Enforcement Accountability. The recommendations take the entire county into consideration; given that, not all are applicable to the City of Santa Rosa and the Santa Rosa Police Department. Attachments Staff Report Resolution Presentation 13.4 RESOLUTION - JOINT PURCHASE OF BUSES RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by resolution, 1) approve the 2015-2020 Transit Bus Joint Procurement (Joint Procurement) purchase with the Greater Lafayette Public Transportation Corporation of four 40-foot low-floor buses from New Flyer of America, Inc., in the first year and an option for eight to twelve 40-foot low-floor buses in the remaining years, and 2) authorize the Purchasing Agent to issue a purchase order to New Flyer of America, Inc., for the purchase of the four buses in an amount not to exceed $1,966,128 and authorize the Director of Transportation and Public Works to execute all documents necessary to effect the purchase. REPORT ITEMS 15.1 REPORT - APPROVAL OF THE 2016 AMGEN TOUR OF CALIFORNIA HOST CITY AGREEMENT BACKGROUND: AEG, owner and producer of the Amgen Tour of California (Tour), has asked Santa Rosa to host the Saturday, May 21, 2016, Stage Seven Start and Finish of the 2016 Men’s Tour, and Stage Three Start and Finish of the 2016 Women’s Tour. Host city obligations for a men’s and women’s stage start and finish in one day are substantially concurrent and similar to obligations committed to for the previous seven of the past ten Tours in which the City of Santa Rosa has participated. In addition to infrastructure and general production costs, part of the Tour hosting obligations require the City to enter into other agreements such as facility rental agreements in individual amounts that do not exceed $100,000. The cost to produce the 2016 seventh stage of the men’s Tour and third stage of the women’s Tour is estimated not to exceed $350,000. All funds to produce the event are raised through City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 11 City Council DECEMBER 15, 2015 private donations and City and County Tourism Business Improvement Area assessment funds. No General Fund monies are used for expenses related to the production of the Tour. RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Council, by resolution, approve the 2016 Amgen Tour of California Host City Agreement and authorize the City Manager, or designee, to approve and execute necessary contracts and agreements, including rental agreements, in individual amounts that do not exceed $100,000 related to the Stage Seven Start and Finish of the men’s race and Stage Three Start and Finish of the women’s race of the 2016 Amgen Tour of California. While Santa Rosa’s General Plan 2035 contains policies envisioning complete streets, an adopted policy will meet eligibility requirements for One Bay Area Grant funding available from the Metropolitan Transportation Commission. RECOMMENDATION: It is recommended by the Planning and Economic Development and Transportation and Public Works Departments that the Council, by resolution, adopt a Complete Streets Policy.
