No action will be taken. 3.1 COUNCIL GUIDE TO EMERGENCY MANAGEMENT BASICS PART I As elected officials the City Council and Mayor play an important role in the City’s emergency response organization. This presentation is intended to provide a high level overview of the principles of emergency management and the City’s emergency response organization, roles and responsibilities during a disaster. This is a basic orientation to help Council and the Mayor understand the City’s disaster response framework and their roles in that structure. REPORT ITEMS 13.1 REPORT - INTRODUCTION TO DRAFT COUNTY-WIDE CLIMATE ACTION 2020 PLAN BACKGROUND: In 2013, the Regional Climate Protection Authority (RCPA) undertook development of a climate action plan for Sonoma County. The Draft Climate Action 2020 Plan: A Regional Program for Sonoma County Communities (CA 2020) was released on March 4, 2016. CA 2020 is a collaborative effort among the nine cities and Sonoma County to reduce greenhouse gas emissions county-wide and to respond to the impacts of climate change. The purpose of this report is to outline the Draft CA 2020 Plan and its relationship to Santa Rosa’s climate planning efforts and adopted Climate Action Plan (2012). RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Council, by motion, accept a report regarding the Draft County Climate Action 2020 Plan. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 14.1 PUBLIC HEARING - PARKING ORDINANCE AMENDMENT BACKGROUND: The current City code, Section 11-24.150 does not permit the use of parking fees to pay for the construction of on-street parking spaces. This amendment broadens the permitted use of parking fees to include construction of both on-street and off-street parking within parking meter zones. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 8 City Council APRIL 5, 2016 RECOMMENDATION: It is recommended by the Finance Department that the Council introduce an ordinance amending Section 11-24.150 Parking Meter Revenue of the Santa Rosa City Code to expand and clarify permitted uses of parking user fees.
