This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 14) will begin no earlier than 5:00 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 18. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. CONSENT ITEMS 13.1 ORDINANCE ADOPTION - ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING SECTION 11-24.150 OF CHAPTER 11-24, PARKING - METERED AND UNMETERED LOCATIONS, OF THE SANTA ROSA CITY CODE RECOMMENDATION: This ordinance, introduced at the April 5, 2016, Regular Meeting by a 6-0-1 vote (Council Member Wysocky absent), City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 8 City Council APRIL 12, 2016 amends Sections 11-24.150 of Chapter 11-24, Parking - Metered and Unmetered Locations, of the Santa Rosa City Code. REPORT ITEMS 15.1 REPORT - AMEND PUBLIC ART POLICY 000-42 (This item was continued from the March 8, 2016, Regular Meeting) BACKGROUND: The City Council adopted the Santa Rosa Public Art Master Plan on February 24, 2015. The Master Plan includes recommendations for revisions to the Public Art Policy that support the purpose, mission and projects described in the Master Plan. Amending the Policy is an essential step in the implementation the Master Plan. The amended Public Art Policy provides clarity for the operation of the Public Art Program, and increases the effectiveness of the Art in Public Places Committee (APPC). The proposed amendment rewrites the Policy in total. RECOMMENDATION: It is recommended by the Art in Public Places Committee and the Recreation & Parks Department that the Council, by resolution, adopt the Amended Council Policy 000-42 “Public Art”, or in the alternative, adopt the Amended Council Policy 000-42 “Public Art” as revised to include Council’s preferred method of appointment of members to the Art in Public Places Committee. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 8 City Council APRIL 12, 2016 Attachments Staff Report Attachment 1 - Alternate Version 1.composition Attachment 2 - Alternate Version 2.composition Attachment 3 - Alternate Version 3.composition Attachment 4 - Alternate Version 4.composition Resolution Exhibit A - Public Art Policy 000-42 (Revised) Presentation 15.2 REPORT - APPROVAL OF THE PRELIMINARY 2016/17 SUBREGIONAL SYSTEM OPERATING AND MAINTENANCE, CAPITAL IMPROVEMENT AND DEBT SERVICE BUDGET AND ALLOCATION OF COSTS BACKGROUND: The Subregional System, managed by the City of Santa Rosa per the Subregional Agreement, is a state-of-the-art wastewater treatment facility serving five member agencies (Santa Rosa, Rohnert Park, Sebastopol, Cotati, and the Sonoma County South Park Sanitation District, each hereinafter referred to as “User Agency” or collectively as “User Agencies”). The Laguna Treatment Plant is a tertiary-level treatment facility permitted for 21.34 million gallons per day (MGD) average dry weather flow. The Subregional Agreement requires that the City annually prepare a Preliminary Budget and Allocation of Costs for the Subregional Wastewater System and notify the User Agencies of these costs by May 1st of each year. The Agreement further requires that the proposed budget and allocation of costs be reviewed by the Subregional Technical Advisory Committee (TAC), the Board of Public Utilities (BPU) and the Council of the City of Santa Rosa prior to noticing the partners of operating and debt service costs due. The Subregional O&M Fund budget request is up $1,227,451, or 4%, the Subregional cash-funded capital improvement program continues to increase at $1 million per year, as per agreement of the User Agencies, making this year’s budget request $3.2 million, and the Subregional debt service is seeing a one-time reduction of approximately $4.5 million in 2016/17. Overall, all User Agency required contributions will reduce for the 2016/17 budget year. The agencies may agree to make a one-time City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 8 City Council APRIL 12, 2016 contribution to Capital Projects to maintain a consistent annual allocation. RECOMMENDATION: It is recommended by the Water Department, the Subregional Technical Advisory Committee and the Board of Public Utilities that the Council, by resolution, approve the Preliminary 2016/17 Subregional System Operating and Maintenance, Capital Improvement and Debt Service Budget and Allocation of Costs for the purpose of notifying the participating Subregional User Agencies of their allocation of such costs.
