This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. CONSENT ITEMS 12.1 RESOLUTION - APPROVE SUBMITTAL OF GRANT APPLICATION TO THE STATE OF CALIFORNIA NATURAL RESOURCES AGENCY DEPARTMENT OF PARKS AND RECREATION DIVISION OF BOATING AND WATERWAYS, FOR BOATING EDUCATION AND SAFETY PROGRAMS AT LAKE RALPHINE IN HOWARTH PARK RECOMMENDATION: It is recommended by the Recreation and Parks Department that the Council, by resolution, (1) approve the submittal of a grant application to the State of California Natural Resources Agency Department of Parks and Recreation Division of Boating and Waterways in the amount of $1,400 to enhance boating safety and education at Lake Ralphine in Howarth Park; and (2) authorize the Director of Recreation and Parks to submit application, execute agreement and any amendments, subject to approval as to form by the City Attorney; and administer the grant; and (3) authorize the Chief Financial Officer to increase appropriations in revenue and expenditures by the approved grant award. REPORT ITEMS 14.1 REPORT - REIMAGINING CITYBUS FINAL PLAN BACKGROUND: The Reimagining CityBus Final Plan is the culmination of over one year of data analysis, public and stakeholder consultation, and transit service planning activity, including three rounds of extensive public outreach. The Reimagining CityBus Final Plan includes: · An Executive Summary and Introduction (Chapter 1) providing the highlights of the plan and an overview of the planning process · A summary of market analysis findings and existing services (Chapter 2) · A discussion of the transit service planning approach and Service Design Guidelines (Chapter 3) · Short-term (Phase I) service recommendations to be implemented in 2016 (Chapter 4) City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 City Council JUNE 7, 2016 · Longer-range (Phase II) service recommendations to be implemented as funding becomes available (Chapter 5) · A discussion of the financial implications of the Phase I and Phase II recommendations (Chapter 6) RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by resolution, adopt the Reimagining CityBus Final Plan, with the exception of the final configuration of Route 11 termini and service in the Memorial Hospital area, and direct staff to bring back recommendations for those elements for later Council action to incorporate them into the Final Plan. Attachments Staff Report Attachment 1 Attachment 2 Resolution Exhibit A Exhibit B Exhibit C Presentation 14.2 REPORT - SANTA ROSA HOUSING - REPORT 5: HOUSING ACTION PLAN BACKGROUND: Following two housing-focused study sessions in fall 2015, the Council embarked on a six-part housing series to address how Santa Rosa can increase production, achieving a goal of “housing for all.” Reports 1 and 2, focused on funding resources and development process improvements, were held on February 23, 2016. Reports 3 and 4, on April 19, 2016, provided developer perspectives about housing development in Santa Rosa and an outline of housing programs and what changes might make them more effective. Report 5 includes a Housing Action Plan which refines housing program actions. RECOMMENDATION: It is recommended by the Housing and Community Services and Planning and Economic Development Departments that the Council, by motion, accept the Housing Action Plan and authorize staff to develop the work plan for prioritizing the housing City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 9 City Council JUNE 7, 2016 initiatives outlined in the report. Attachments Staff Report Attachment 1 - Housing Action Plan Presentation 14.3 REPORT - PROPOSED NEIGHBORHOOD STREETS INITIATIVE BACKGROUND: Staff will present a proposal requesting that Council fund and initiate the development of a new program titled Neighborhood Streets Initiative. This initiative would dedicate General Fund resources to maintaining and improving neighborhood area streets. Staff presented this initiative to the Community Advisory Board on May 25, 2016, discussed various options for implementing the program should Council agree to fund it, and will be presenting the Community Advisory Board’s recommendation for consideration. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, direct the Finance Department to include funding the Neighborhood Street Initiative in the amount of $3,000,000 within the FY 2016-17 budget and direct staff to implement the program recommendations from the Community Advisory Board. Attachments Staff Report Attachment 1 Attachment 2 Attachment 3 Attachment 4 Attachment 5 Attachment 6 14.4 REPORT - SANTA ROSA TOURISM BUSINESS IMPROVEMENT AREA ANNUAL REPORT BACKGROUND: The Santa Rosa Tourism Business Improvement Area (SRTBIA) was established on September 3, 2010, by Ordinance No. 3946. The ordinance requires an annual report to the Council. The Annual Report is due to the Director of Planning and Economic Development Services by June 1 of each year. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 9 City Council JUNE 7, 2016 RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Council, by motion, approve the 2015 Annual Report and adopt the 2016/2017 Budget for the Santa Rosa Tourism Business Improvement Area.
