Comments on public hearing items may be made when the hearing is opened. Comments from the public on non-agenda items will be heard under Agenda Items 13 and 17. This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 13) will begin no earlier than 5:00 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 17. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. CONSENT ITEMS 12.1 RESOLUTION - AMENDMENT TO COUNCIL POLICY 000-048 - POLICY TO DESIGNATE GENERAL FUND FUNDING FOR HOMELESS AND AFFORDABLE HOUSING PRODUCTION INCREASING THE REAL PROPERTY TRANSFER TAX FUNDING FOR HOMELESS AND AFFORDABLE HOUSING PRODUCTION TO 25% RECOMMENDATION: It is recommended by the Finance Department that the Council, by Resolution, approve an amendment to Council Policy 000-048 designating General Fund Real Property Transfer Tax funding to homeless and affordable housing production to increase funding from 20% to 25% as directed by Council in June. Attachments Staff Report Attachment 1 Resolution Exhibit A Presentation 12.2 RESOLUTION - DELEGATION OF AUTHORITY TO EXECUTE INTRAGOVERNMENTAL AGREEMENTS WITH THE COUNTY OF SONOMA FOR REMOTE ACCESS TO RECORDER’S OFFICE PUBLIC INFORMATION RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by resolution, authorize the City Manager to approve and execute agreements with the County of Sonoma to continue remote access to public information maintained by the Sonoma County Recorder’s Office, as the City has used for the past three years, subject to approval as to form by the City Attorney. Attachments Staff Report Resolution Presentation 12.3 RESOLUTION - REVISION OF POLICY CONCERNING RENT STABILIZATION - CAPITAL IMPROVEMENT PLANS (RS-CIP) TO INCLUDE DEMOLITION OF RENTAL UNITS AND IMMEDIATE City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 7 City Council SEPTEMBER 20, 2016 RECONSTRUCTION OF RENTAL UNITS ON THE SAME PROPERTY AND TO CLARIFY WORDING IN THE POLICY CONCERNING THE PROGRAM ADMINISTRATOR’S CALCULATION OF AN ASSUMED INTEREST RATE FOR RENT STABILIZATION-CAPITAL IMPROVEMENTS RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council, by resolution, approve and adopt the revision of the Policy Concerning Rent Stabilization - Capital Improvement Plans (RS-CIP) to include demolition of rental units and immediate reconstruction of rental units on the same property and to clarify wording in the Policy concerning the Program Administrator’s calculation of an assumed interest rate for Rent Stabilization-Capital Improvements. REPORT ITEM 14.1 REPORT - SONOMA CLEAN POWER UPDATE ON PERFORMANCE AND POSSIBLE SERVICE TO MENDOCINO COUNTY BACKGROUND: Mendocino County first requested service in 2013. SCPA staff urged delays in considering expansion until all Sonoma County operations were tested and proven. SCPA Board began discussing Mendocino in summer of 2015 and adopted a policy City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 7 City Council SEPTEMBER 20, 2016 governing the process for expansion in December 2015. Presentations of proposed expansion continued throughout Mendocino County into the first half of 2016. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by motion, provide direction to its Sonoma Clean Power Authority (SCPA) Board of Directors appointee as to whether or not to (1) amend the SCPA Joint Powers Agreement (JPA) as proposed, and (2) approve participation by Mendocino County and the cities of Fort Bragg, Willits, and Point Arena.
