No action will be taken. 3.1 GROUNDWATER SUSTAINABILITY AGENCY FORMATION UPDATE (Continued from the October 25, 2016, Regular Meeting.) The Santa Rosa Plain groundwater sub-basin covers an area of approximately 80,000 acres and the majority of the City of Santa Rosa overlies the sub-basin. The 2014 Sustainable Groundwater Management Act (SGMA) provides a framework for sustainable management of groundwater supplies by local agencies and requires local agencies with land use, water supply or water management authorities to form Groundwater Sustainability Agencies (GSA) by mid-2017. In Sonoma County three groundwater basins, the Santa Rosa Plain, Petaluma, and Sonoma Valley basins, are required to comply with SGMA. In the Santa Rosa Plain, staff of Santa Rosa Water along with staff from other GSA-eligible entities have begun meeting to discuss options for forming the GSA for the Santa Rosa Plain Sub-basin. The GSA eligible entities include local municipalities, the Sonoma County Water Agency and Sonoma County. Staff will provide an update on the GSA formation. RECOMMENDATION: It is recommended by the Water Department that the Council hold a study session discussing the progress in developing a City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 12 City Council NOVEMBER 15, 2016 local Groundwater Sustainability Agency for the Santa Rosa Plain Groundwater Sub-basin in conformance with the 2014 Sustainable Groundwater Management Act. This item is for information only and no action will be taken. Attachments Staff Report Attachment 1 Presentation 3.2 SUBREGIONAL BIOSOLIDS PROCESS OVERVIEW The Laguna Treatment Plant (LTP) currently produces approximately 36,000 wet tons of residual biosolids annually, which is a process component of virtually all municipal wastewater treatment plants worldwide. With respect to LTP, approximately 2/3 of this material is land applied annually as an agricultural soil amendment at various locations within Sonoma County. The majority of the remainder is processed through the Subregional Compost Facility located adjacent to LTP, with a relatively small fraction sent to local landfills for alternative daily cover. Of these final dispositions, land application is optimal due to the relatively low unit disposal cost, and the benefit land application of biosolids presents to local, conventional farming practices. Due to significant reductions in available acreage for land application attributable to California Tiger Salamander habitat constraints, additional land application sites are being investigated for potential lease and/or purchase. CONSENT ITEMS 12.1 MOTION - CONTRACT AWARD - DOWNTOWN SANTA ROSA STREETSCAPE RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, award Contract No. C01627, Downtown Santa Rosa Streetscape, in the amount of $641,880.00 to the lowest responsible bidder, Argonaut Constructors, Inc. of Santa Rosa, CA, approve a 10% contract contingency, and authorize a total contract amount of $706,068.00. This project will encourage higher pedestrian and bicyclist activities on Third Street which serves as a main passage between Railroad Square, the SMART station, and Downtown. REPORT ITEMS 14.1 REPORT - PROFESSIONAL SERVICES AGREEMENT WITH GSM LANDSCAPE ARCHITECTS, INC., FOR KAWANA SPRINGS City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 12 City Council NOVEMBER 15, 2016 COMMUNITY PARK MASTER PLAN AND 30% DESIGN BACKGROUND: The Recreation and Parks Department is seeking to complete the master planning process for Kawana Springs Community Park in Southeast Santa Rosa. Preliminary concepts were developed with public input May - August 2015. The next step towards a master plan is to provide 30% preliminary design and engineering plans and a master plan graphic. The top four Design and Engineering firms from the eight proposals received were asked to provide a presentation and GSM Landscape Architects Inc., was recommended based on their presentation and interview results. The scope of services includes public workshops and meetings. Design and engineering costs of $134,882 are funded from Zone 2 parkland dedication funds. RECOMMENDATION: It is recommended by the Recreation and Parks Department that Council, by resolution, approve the Professional Services Agreement with GSM Landscape Architects, Inc., of Napa, CA to provide a master plan and 30% design and engineering plans for Kawana Springs Community Park in an amount not to exceed $134,882. Attachments Staff Report Attachment - 1 Kawana Springs Location Map Resolution Exhibit A Presentation 14.2 REPORT - EXTENSION OF PROCLAMATION OF LOCAL HOMELESS EMERGENCY AND HOMELESS POLICY SUBCOMMITTEE REPORT: COMPREHENSIVE HOMELESS SERVICES STRATEGY, EMERGENCY DECLARATIONS WORK PLAN, AND REQUESTED COST ESTIMATES BACKGROUND: On August 9, 2016, pursuant to the authority set forth in California Government Code Sections 8630 thru 8634, Council, by Resolution No. 28839, formally proclaimed a local homeless emergency within Santa Rosa. Section 8630 requires that the Council review the need for continuing the local emergency at least every 30 days until such local emergency is terminated. On August 30, 2016, September 27, and City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 12 City Council NOVEMBER 15, 2016 again on October 25, Council, by Resolution Nos. 28851, 28863, and 28876 approved an extension of the declaration of local homeless emergency. In light of the continuing conditions of homelessness within the city, staff is recommending that the Council maintain the proclamation in full force and effect at this time. Staff is also asking Council to accept the Comprehensive Homeless Services Strategy and Emergency Declarations Work Plan, and provide direction regarding the requested cost estimates. RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council, 1) by resolution, approve an extension of Resolution No. 28839 which formally proclaimed a local homeless emergency within Santa Rosa and 2) by motion, accept the Comprehensive Homeless Services Strategy and Emergency Declarations Work Plan; and 3) provide direction regarding the requested cost estimates. MJP15-001 BACKGROUND: On September 22, 2016, the Planning Commission recommended (5-0) the Council approve an ordinance to rezone four parcels located at 2894 Stony Point Road from the RR-40 (Rural Residential) District to the R-1-6 (Single-Family Residential) District. The requested Rezoning is consistent with the General Plan land use City of Santa Rosa Regular Meeting Agenda and Summary Report Page 10 of 12 City Council NOVEMBER 15, 2016 designation for the site which is Residential Low Density. The Commission also adopted a Mitigated Negative Declaration and approved a Conditional Use Permit and Tentative Map in support of the Grove Village development proposed for the site, a 136-unit small lot residential subdivision. RECOMMENDATION: It is recommended by the Planning Commission and the Planning and Economic Development Department that Council introduce an ordinance to Rezone Assessor’s Parcel Nos. 134-042-017, 134-042-042, 134-042-043 and 134-042-048 to the R-1-6 (Single Family Residential) District consistent with the General Plan.
