PUBLIC COMMENTS:
Except for public hearing items, comments from the public will be allowed on
all agenda items at the time each item is called. Comments on public hearing
items may be made when the hearing is opened.
Comments from the public on non-agenda items will be heard under Agenda
Items 13 and 17. This is the time when any person may address the Council
on matters not listed on this agenda, but which are within the subject matter
jurisdiction of the Council. The first public comment period on non-agenda
items (Agenda Item 13) will begin no earlier than 5:00 p.m. and will be limited
to ten speakers selected randomly by the Mayor. Each speaker will be
allowed three minutes. Speakers who do not have an opportunity to speak
during this time will be allowed to make public comment under Agenda Item
17.

p.m. The purpose of this meeting is to hold a Joint Study Session of the
City Council and the Planning Commission to discuss the following issue:

3.1 SOUTHEAST GREENWAY ALTERNATIVES
Since 2011, Santa Rosa City Council goals have included
acknowledgement and support of the Southeast Greenway planning

efforts. In October 2015, the Council initiated a General Plan
Amendment and Rezoning, along with preparation of an Environmental
Impact Report, for 57 acres of land owned by Caltrans originally planned
for an extension of Highway 12. The purpose of this session is to
present draft guiding principles and three land use and circulation
alternatives and solicit feedback from the Planning Commission and City
Council to help develop a preferred alternative.

RECOMMENDATION: It is recommended by the Finance and the
Transportation and Public Works (TPW) Departments that the Council,
by motion, approve the award and issuance of a purchase order for a
quantity of four (4) 2017 Crane Master Type 9-foot Utility Bodies to
Diamond Truck Body MFG., Stockton, California, in the amount
$128,954.75.

12.2 RESOLUTION - AUTHORIZING SUBMITTAL OF A CALIFORNIA
YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM
GRANT APPLICATION TO THE STATE DEPARTMENT OF PARKS
AND RECREATION FOR DESIGN AND CONSTRUCTION OF ONE
COMBINATION SOCCER AND BASEBALL FIELD AT A PLACE TO
PLAY PARK
RECOMMENDATION: It is recommended by the Recreation and Parks
Department that the Council, by resolution, (1) approve the submittal of a
California Youth Soccer and Recreation Development Program grant
application to the State Department of Parks and Recreation in the
amount of $1 million to construct one combination soccer and baseball
field at A Place to Play Park; and (2) authorize the Director of Recreation
and Parks to conduct all negotiations, sign and submit all documents,
including, but not limited to applications, agreements, amendments, and
payment requests, which may be necessary for the completion of the
grant scope, subject to approval as to form by the City Attorney; and
administer the grant; and (3) authorize the Chief Financial Officer to
increase appropriations in revenue and expenditures by the approved
grant award.

14.1 REPORT - SANTA ROSA HOUSING SERIES REPORT 6
BACKGROUND: In early 2016, the Council embarked on a six-part
housing series, parallel with the creation of a Housing Action Plan, to
address how Santa Rosa can increase production, achieving a goal of
“housing for all.” Report 6 addresses housing as economic development
and presents a prioritized housing work plan and a proposal for an
affordable Housing Incentives Pilot Program to utilize $3 million of
previously allocated funds to incentivize affordable housing in the city.
RECOMMENDATION: It is recommended by the Housing and
Community Services and Planning and Economic Development
Departments that the Council, by motion: 1) accept the Housing Action
Plan update report; and 2) authorize the prioritized implementation work
plan. It is further recommended that the Council, by resolution, adopt the
Affordable Housing Incentives Pilot Program.

14.2 REPORT - ORDINANCE INTRODUCTIONS -- ORDINANCE OF THE
COUNCIL OF THE CITY OF SANTA ROSA MODIFYING CHAPTER
18-44 IN ITS ENTIRETY AND SUBSECTION (B) OF SECTION
18-04.015 OF THE SANTA ROSA CITY CODE CONCERNING
ADOPTION OF THE 2016 CALIFORNIA FIRE CODE AS AMENDED,
ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA
MODIFYING CHAPTER 18 TO ADOPT BY REFERENCE, WITH LOCAL
AMENDMENTS, THE 2016 CALIFORNIA BUILDING STANDARDS
CODE, THE 2015 INTERNATIONAL PROPERTY MAINTENANCE
CODE, AND THE NATIONAL POLLUTANT DISCHARGE ELIMINATION
PERMIT AND WASTE DISCHARGE REQUIREMENTS, and resolution
setting a public hearing for adoption of the ordinances
BACKGROUND: Every three years the State of California updates the
California Code of Regulations, Title 24 (CCR-T24), through the State
code adoption cycle. The new California Building Standards were
published in July 2016 and will take effect on January 1, 2017. The
Health and Safety Code allows local jurisdictions to change or modify the
State-adopted model codes based on local geologic, climatic, or
topographic conditions upon making certain express findings. The Fire
Department is requesting adoption of the 2016 California Fire Code with
local amendments and administrative changes. The Planning and
Economic Development Department is requesting adoption of the 2016
California Building Standard Code as well as the updated 2015
International Property Maintenance Code, with certain local amendments
and administrative changes.
Government Code section 50022.3 identifies the procedure for the code
adoption process and requires a first reading of the ordinance title and
scheduling of a public hearing date.
RECOMMENDATION: It is recommended by the Fire Department and
the Planning and Economic Development Department that the Council 1)
introduce an Ordinance adopting by reference the 2016 edition of the
California Fire Code as adopted and amended by the State of California,
and further amended based on local conditions, for use in Chapter 18-44
of the Santa Rosa City Code, repeal existing sections not applicable to
new codes and modify the Santa Rosa City Code to reflect the new

model code, 2) introduce an Ordinance adopting by reference, with local
amendments, the 2016 California Administrative Code, 2016 California
Building Code, 2016 California Residential Code, 2016 California
Electrical Code, 2016 California Mechanical Code, 2016 California
Plumbing Code, 2016 California Energy Code, 2016 California Historical
Building Code, 2016 California Existing Building Code, 2016 California
Green Building Standards Code, 2016 California Referenced Standards
Code, 2015 International Property Maintenance Code and the National
Pollutant Discharge Elimination Permit and Waste Discharge
Requirements, and 3) adopt a resolution setting a public hearing on
November 29, 2016, for adoption of the Ordinances.
