No action will be taken. 3.1 GROUNDWATER SUSTAINABILITY AGENCY FORMATION UPDATE The Santa Rosa Plain groundwater sub-basin covers an area of approximately 80,000 acres and the majority of the City of Santa Rosa overlies the sub-basin. The 2014 Sustainable Groundwater Management Act (SGMA) provides a framework for sustainable management of groundwater supplies by local agencies and requires local agencies with land use, water supply or water management authorities to form Groundwater Sustainability Agencies (GSA) by mid-2017. In Sonoma County three groundwater basins, the Santa Rosa Plain, Petaluma, and Sonoma Valley basins, are required to comply with SGMA. In the Santa Rosa Plain, staff of Santa Rosa Water along with staff from other GSA-eligible entities have begun meeting to discuss options for forming the GSA for the Santa Rosa Plain Sub-basin. The GSA eligible entities include local municipalities, the Sonoma County Water Agency and Sonoma County. Staff will provide an update on the GSA formation. RECOMMENDATION: It is recommended by the Water Department that the Council hold a study session discussing the progress in developing a local Groundwater Sustainability Agency for the Santa Rosa Plain Groundwater Sub-basin in conformance with the 2014 Sustainable City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 8 City Council OCTOBER 25, 2016 Groundwater Management Act. CONSENT ITEMS 12.1 MOTION - PURCHASE ORDER AWARD - LED STREET LIGHT EQUIPMENT RECOMMENDATION: It is recommended by the Finance and Transportation & Public Works (TPW) Departments that the Council, by motion, approve a purchase order for American Medical Association (AMA) compliant light emitting diode (LED) street light equipment to City Electric Supply, Santa Rosa, California, in the total amount not to exceed $431,423.13. Funds for this procurement have been included in the approved Fiscal Year 2016-17 Transportation & Public Works Capital Improvement Project. REPORT ITEMS 14.1 REPORT - EXTENSION OF PROCLAMATION OF LOCAL HOMELESS EMERGENCY BACKGROUND: On August 9, 2016, pursuant to the authority set forth in California Government Code Sections 8630 thru 8634, Council, by Resolution No. 28839, formally proclaimed a local homeless emergency within Santa Rosa. Section 8630 requires that the Council review the need for continuing the local emergency at least every 30 days until such local emergency is terminated. On August 30, 2016, and again on September 27, Council, by Resolution Nos. 28851 and 28863, approved an extension of the declaration of local homeless emergency. In light of the continuing conditions of homelessness within the city, staff is recommending that the Council maintain the proclamation in full force and effect at this time. Staff is also recommending the submission of letters to our congressional representatives seeking support to change the Continuum of Care Funding Formula.
