11.1 RESOLUTION - CONTRACT EXTENSION - FIFTH AMENDMENT TO
PROFESSIONAL SERVICES AGREEMENT 008687 WITH PFM
ASSET MANAGEMENT, LLC FOR INVESTMENT ADVISORY
SERVICES
RECOMMENDATION: It is recommended by the Chief Financial Officer
that the Council, by resolution, authorize a waiver of competitive bidding
and approve a fifth amendment to Contract Number 008687 -
Investment Advisory Services, with PFM Asset Management LLC, San
Francisco, California, extending the term of the contract for one
additional year from October 9, 2017 to October 8, 2018, with fees,
based on assets managed, not to exceed $215,000 for the one-year
extension.

11.2 RESOLUTION - RESOLUTION APPROVING PROFESSIONAL
SERVICES AGREEMENT WITH R3 CONSULTING GROUP, INC. TO
DEVELOP A ZERO WASTE PLAN FOR THE CITY OF SANTA ROSA
RECOMMENDATION: It is recommended by the City Manager’s Office
that the Council, by resolution: 1) approve a professional services
agreement with R3 Consulting Group, Inc. to develop a Zero Waste
Plan for the City of Santa Rosa in an amount not to exceed $200,000
from the General Fund assigned fund balance using the funds identified
from the settlement agreement with the Ratto Group; and 2) declare its
support for zero waste principles and programs.

14.1 PUBLIC HEARING - DISTRICT BASED CITY COUNCIL ELECTIONS:
COMPOSITION OF DISTRICTS (CALIFORNIA VOTING RIGHTS ACT)
BACKGROUND: On August 29, 2017, the City Council adopted a
resolution declaring its intent to initiate proceedings to transition the City
from at-large to district-based Council member elections pursuant to
Elections Code Section 10010 and Government Code Section 34886
(RES-2017-13).
Pursuant to Elections Code Section 10010, the City Council is required
to hold at least five public hearings in connection with the establishment
of electoral districts, before the Council moves to consider an ordinance
to transition the City to district-based elections. Two of the public
hearings must be held before any map or maps of the boundaries of the

proposed voting districts are drawn. These two initial public hearings
provide the public an opportunity to provide input regarding the criteria
for, and the composition of the proposed districts. This is the first of
those two initial public hearings. Two additional public hearings will be
held after the proposed maps are drawn, to allow for public comment on
the draft maps. A final public hearing will be held in connection with the
Council’s adoption of an ordinance establishing district-based elections.
RECOMMENDATION: It is recommended by the City Attorney that the
City Council hold a public hearing to receive input from the community
regarding the composition of new voting districts to be established for
the district-based election of Council members beginning in 2018, in
accordance with Elections Code Section 10010.

Bonnie Hogue spoke in support of district elections be split into five

Brian Ling, with Sonoma County Alliance, spoke in support of
multiple districts focusing on protecting downtown Santa Rosa,
economic development, and the corridor.
Tracy Weitzenberg spoke in support of multiple districts focusing on
protecting downtown Santa Rosa, economic development, and the
corridor.
Isabel Lopez spoke in support of multiple districts being shared with
demographics of education, income levels, and shared resources.
Terry Price spoke in support of charter review committee to discuss
election options.
Caroline Banuelos spoke in support of district elections.
John McHugh requested information on whether the city intends to
conduct primary and general elections.
Seeing no one else wishing to speak, Mayor Coursey closed the
public hearing at 6:35 p.m.
