Except for public hearing items, comments from the public will be allowed on

Comments from the public on non-agenda items will be heard under Agenda
Items 13 and 17. This is the time when any person may address the Council
on matters not listed on this agenda, but which are within the subject matter
jurisdiction of the Council. The first public comment period on non-agenda
items (Agenda Item 13) will begin no earlier than 5:00 p.m. and will be limited
to ten speakers selected randomly by the Mayor. Each speaker will be
allowed three minutes. Speakers who do not have an opportunity to speak
during this time will be allowed to make public comment under Agenda Item
17.
To address the Council you are requested to complete a yellow Speaker
Card and give it to the City Clerk. If you are unable to or do not wish to wait

12.2 RESOLUTION - RATIFICATION OF PURCHASE ORDERS AND
APPROVAL OF PAYMENTS TO PUBLIC RESTROOM COMPANY,
AND WAIVER OF DEFECTS IN THE ASSOCIATED PURCHASING
PROCESS
RECOMMENDATION: It is recommended by the Finance Department
and City Manager that the Council, by resolution, ratify the Purchase
Order and approve the associated payments made to Public Restroom
Company for the purchase and installation of a turn-key public restroom
and storage room, and waive any defects in that purchasing process.

14.1 REPORT - ADOPTION OF MITIGATED NEGATIVE DECLARATION
AND MITIGATION AND MONITORING PROGRAM; APPROVAL OF
THE FULTON ROAD WIDENING IMPROVEMENT PROJECT
BETWEEN GUERNEVILLE ROAD AND PINER ROAD

BACKGROUND: A proposed Mitigated Negative Declaration (MND)
was issued for public notice and review for 30 days, beginning on June
23, 2017 and ending in July 24, 2017. Comments from the public notice
and review have been addressed, but no substantial revisions to the
IS/MND have been identified.
The City must adopt the MND for the Fulton Road Widening
Improvement Project between Guerneville Road and Piner Road,
approve the Project, and adopt a Mitigation Monitoring Program (MMP)
for the Project in order to proceed with the next steps in implementing
the Project.
Upon adoption of the MND and approval of the Project by the City
Council, a Notice of Determination (NOD) will be filed with the Sonoma
County Clerk’s Office and the State Clearinghouse, completing the
environmental review process.
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that Council, by resolution, 1) adopt the
Mitigated Negative Declaration (MND) for the Fulton Road Widening
Improvement Project between Guerneville Road and Piner Road; 2)
approve the Project; and 3) adopt a Mitigation Monitoring Program
(MMP) for the Project.

15.1 PUBLIC HEARING - DISTRICT BASED CITY COUNCIL ELECTIONS:
COMPOSITION OF DISTRICTS (CALIFORNIA VOTING RIGHTS ACT)
- SECOND PUBLIC HEARING
BACKGROUND: On August 29, 2017, the City Council adopted a
resolution declaring its intent to initiate proceedings to transition the

City from at-large to district-based Council member elections pursuant
to Elections Code Section 10010 and Government Code Section 34886
(RES-2017-13).
Pursuant to Elections Code Section 10010, the City Council is required
to hold at least five public hearings in connection with the establishment
of electoral districts, before the Council moves to consider an ordinance
to transition the City to district-based elections. Two of the public
hearings must be held before any map or maps of the boundaries of the
proposed voting districts are drawn. These two initial public hearings
provide the public an opportunity to provide input regarding the criteria
for, and the composition of the proposed districts. This is the second of
those two initial public hearings. Two additional public hearings will be
held after the proposed maps are drawn, to allow for public comment on
the draft maps. A final public hearing will be held in connection with the
Council’s adoption of an ordinance establishing district-based elections.
RECOMMENDATION: It is recommended by the City Attorney that the
City Council hold a second public hearing to receive additional input
from the community regarding the composition of new voting districts to
be established for the district-based election of Council members
beginning in 2018, in accordance with Elections Code Section 10010.
