Anne Seeley spoke in support of the Housing Recovery Bond with amendments to include the details of the study and how the money was spent. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager McGlynn provided a brief report on the California Association of Public Information Officers conference where both Paul Lowenthal and Adriane Mertens both participated on a keynote session panel; that the California Association for Coordinated Transportation (CalACT) Above and Beyond Award was presented to Santa Rosa CityBus; that Santa Rosa CityBus has also been nominated along with Sonoma County Transit for a California Transportation Foundation award for their emergency response efforts during the October fires; and that CityBus received a $1.2 million grant to purchase electric buses from the Federal Transit Administration's competitive Buses and Bus Facilities Infrastructure Investment Program. 8. The motion carried by the following vote: Yes: 7 - Mayor Coursey, Vice Mayor Rogers, Council Member Combs, Council Member Olivares, Council Member Sawyer, Council Member Schwedhelm and Council Member Tibbetts 11.1 RESOLUTION - SANTA ROSA TOURISM BUSINESS IMPROVEMENT AREA ADVISORY BOARD APPOINTMENTS RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Council, by resolution, appoint the Santa Rosa Chamber of Commerce’s (aka Santa Rosa Metro Chamber) Chief Executive Officer, and the City of Santa Rosa’s Economic Development Manager as the representatives to the Santa Rosa Tourism Business Improvement Area (SRTBIA) Advisory Board. It is additionally recommended that the Council appoints the Visit Santa Rosa Executive Director, and the Program Specialist of the City of Santa Rosa’s Economic Development Division as alternate representatives for their respective agencies to the SRTBIA Board. PUBLIC HEARINGS 14.1 PUBLIC HEARING - DISTRICT BASED CITY COUNCIL ELECTIONS: CONTINUED CONSIDERATION OF DRAFT MAPS, AND INTRODUCTION OF ORDINANCE ADOPTING FINAL DISTRICT MAP AND ESTABLISHING SEQUENCE OF DISTRICT ELECTIONS (CALIFORNIA VOTING RIGHTS ACT) - FIFTH OF SIX PUBLIC HEARINGS BACKGROUND: On August 29, 2017, the City Council adopted a resolution declaring its intent to initiate proceedings to transition the City from at-large to district-based Council member elections pursuant to Elections Code Section 10010 and Government Code Section 34886 (RES-2017-13). The City Council is holding a series of six public hearings in connection with the establishment of electoral districts and sequence of elections. In accordance with law, the first two public hearings were held prior to the drafting of any proposed district maps. These two initial public hearings, held on February 6, 2018 and February 13, 2018, provided the public an opportunity to provide input regarding the criteria for and composition of voting districts, as well as the sequence of elections. On March 6, 2018, proposed maps were posted for public review on the City’s website. A public hearing was held on March 13, 2018 for the public to comment on the proposed maps. After that public hearing, the City of Santa Rosa Regular Meeting Minutes Page 8 of 10 City Council Regular Meeting Minutes - Final April 10, 2018 Council selected six preferred maps for further consideration. On March 30, 2018, additional maps were posted for public review. On April 3, Council held a public hearing to provide the public an additional opportunity to comment on the proposed district maps and to weigh in on an appropriate sequencing of elections. After the public hearing and Council discussion, Council narrowed the selection of maps to a single preferred map for further Council consideration. The current public hearing provides the public further opportunity to comment on the proposed district maps and the sequencing of elections. At this public hearing, it is anticipated that Council will select the final district map, designate the sequence of elections, and introduce an ordinance to transition the City to district based elections. A final public hearing is scheduled for April 17, 2018. At the conclusion of that final public hearing, it is anticipated that the City Council will adopt an ordinance establishing district-based elections. RECOMMENDATION: It is recommended by the City Attorney that the City Council 1) hold a public hearing and continue Council’s discussion regarding composition of new voting districts, draft maps, and the sequencing of elections to be established for the district-based election of Council members beginning in 2018, and 2) introduce an ordinance adopting a final district map and establishing a sequence of elections to establish district-based Council member elections commencing in November 2018.
