STUDY SESSION 3.1 REVIEW OF FISCAL YEAR 2018-19 GENERAL FUND BUDGET CONDITION AND DISASTER RECOVERY EFFORT It is recommended by the Finance Department that the City Council hold a Study Session to provide an opportunity for the City Council to receive information and ask questions relative to the condition of the Fiscal Year (FY) 2018-19 General Fund budget, the City’s disaster recovery effort and its impact on the budget. Vice Mayor Rogers requested a future agenda item to discuss the prohibition on rental housing price gouging following the Tubbs and Nuns fires of October 2017 within the City of Santa Rosa. The City shall provide to Regional Parks an annual payment in the amount of $12,000 per fiscal year, for five successive fiscal years, beginning in 2017/2018. Funds are to be used for the continued development and operation of the Environmental Discovery Center of Sonoma County. PUBLIC HEARINGS 15.1 PUBLIC HEARING - DISTRICT BASED CITY COUNCIL ELECTIONS: ADOPTION OF ORDINANCE AND FINAL MAP FOR COMPOSITION OF DISTRICTS (CALIFORNIA VOTING RIGHTS ACT) - FINAL OF SIX PUBLIC HEARINGS BACKGROUND: On August 29, 2017, the City Council adopted a resolution declaring its intent to initiate proceedings to transition the City from at-large to district-based Council member elections pursuant to Elections Code Section 10010 and Government Code Section 34886 (RES-2017-13). Pursuant to Elections Code Section 10010, the City Council is required to hold at least five public hearings in connection with the establishment of electoral districts, before the Council moves to consider an ordinance to transition the City to district-based elections. In accordance with law, City of Santa Rosa Regular Meeting Minutes Page 10 of 13 City Council Regular Meeting Minutes - Final April 17, 2018 the first two public hearings were held prior to the drafting of any proposed district maps. These two initial public hearings, held on February 6, 2018 and February 13, 2018, provided the public an opportunity to provide input regarding the criteria for and composition of voting districts, as well as the sequence of elections. On March 6, 2018, proposed maps were posted for public review on the City’s website. A public hearing was held on March 13, 2018 for the public to comment on the proposed maps. On April 3, 2018, an additional public hearing was held to offer residents an additional opportunity to comment. On April 10, 2018, an additional public hearing was held, after which Council introduced an ordinance establishing district-based elections, selecting a final map and determining the sequence of district elections. This will be the sixth and final public hearing on the matter. It is anticipated that after the public hearing, the Council will adopt an ordinance amending the City Code to establish district-based election of Council members, including adoption of a map to describe the boundaries of each district, and determination of the sequence of district elections. RECOMMENDATION: It is recommended by the City Attorney that the City Council 1) hold a public hearing regarding the composition of new voting districts and the sequencing of elections to be established for the district-based election of Council members beginning in 2018, and 2) adopt an ordinance to establish district-based election of Council members, adopting a final district map and establishing the sequence of district elections, in accordance with Elections Code Section 10010.
