ANNOUNCEMENT OF CLOSED SESSION ITEMS PUBLIC COMMENT Duane DeWitt spoke regarding the bargaining unit meeting; in support of a wage freeze moratorium; and in support of social equity for veterans. CITY MANAGER’S/CITY ATTORNEY’S REPORTS Deputy City Manager Hurtado announced that the Office of Community Engagement's Violence Prevention Partnership is offering a seminar titled, Tipping the Scale: Building Authentic Relationships for Resilient Communities. 9. STATEMENTS OF ABSTENTION BY COUNCILMEMBERS There were no abstentions made. 10. MAYOR'S/COUNCILMEMBERS’ REPORTS The Mayor and Council Members made announcements and reports of interest to the Council. Council Member Combs requested a future agenda item to discuss a nondiscrimination housing ordinance. PUBLIC COMMENT ON NON-AGENDA MATTERS Duane DeWitt spoke regarding misappropriation of property at 1370 Burbank Avenue; provided information of the vandalizing taking place at 1370 Burbank Avenue; and invited the Council to participate in preserving Roseland Creek. Bob Hansen requested for personal assistance to help gain custody of granddaughter. 14. REPORT ITEMS 14.1 REPORT - COUNCIL DIRECTION TO VOTING DELEGATE FOR LEAGUE OF CALIFORNIA CITIES 2018 ANNUAL CONFERENCE REGARDING COUNCIL POSITION ON THE RESOLUTIONS COMING BEFORE THE LEAGUE GENERAL ASSEMBLY BACKGROUND: Policy development is a vital and ongoing process within the League of California Cities for determining legislative and program strategies for important issues facing cities throughout California. Policies are submitted for consideration by the General Assembly at the Annual Conference to be voted on by delegates from the cities. Each member city has one Voting Delegate at the General Assembly, which will be held in Long Beach on September 12-14, 2018. There are two separate issues that have been submitted by resolution to the General Resolutions Committee for recommendation and voting at the General Assembly. These are (1) Preparation of a ballot measure and/or constitutional amendment that would further strengthen local democracy and authority and (2) Supporting the repeal of preemption in California food and agriculture code 11501.1 that prevents local governments from regulating pesticides. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by motion, consider taking a position on each City of Santa Rosa Regular Meeting Minutes Page 7 of 10 City Council Regular Meeting Minutes - Final August 21, 2018 individual resolution to provide direction to its Voting Delegate for the meeting of the League General Assembly. VAC18-001 BACKGROUND: Application for a summary vacation of public right-of-way as part of the approved 120-unit Kawana Springs Homes Apartments project. VAC18-001 The motion carried by the following vote: Yes: 6 - Vice Mayor Rogers, Council Member Combs, Council Member Olivares, Council Member Sawyer, Council Member Schwedhelm, and Council Member Tibbetts Absent: 1 - Mayor Coursey 14.3 REPORT - CONTRACT EXTENSION - TENTH AMENDMENT TO F000799 GOLDEN GATE LANDSCAPE MANAGEMENT SYSTEMS INC, SANTA ROSA, CALIFORNIA BACKGROUND: Landscape services, initially provided by Recreation & Parks, were outsourced as part of the 2009-10 budget savings strategies. Landscape services are required throughout various City of Santa Rosa locations, and the current Agreement is due to expire August 30, 2018. Approval of the tenth amendment will provide ongoing services while allowing City staff the additional time needed to measure City of Santa Rosa Regular Meeting Minutes Page 9 of 10 City Council Regular Meeting Minutes - Final August 21, 2018 deliverables being provided to address non-glyphosate, organic weed control methods within a new solicitation, ensure the Russian River-Friendly Landscape Guidelines compliance where applicable, provide for cost impact analysis, and solicit industry through a well-developed Request for Proposals(RFP) process. The Contractor will continue to only use Organic Material Review Institute (OMRI) approved products for weed control. No Glyphosate will be utilized. RECOMMENDATION: It is recommended by the Finance and Recreation & Parks Departments that the Council, by resolution, approve the Tenth Amendment to General Services Agreement (GSA) F000799 for a one-year contract extension for landscape services with Golden Gate Landscape Management, Inc., Santa Rosa, California, with no increase to service rates, in the total amount not to exceed $549,789.84 bringing the total Agreement amount not to exceed $2,579,337.18.
