1. CALL TO ORDER AND ROLL CALL
Mayor Coursey called the meeting to order at 1:02 p.m.

3. STUDY SESSION
3.1 JENNINGS AVENUE RAILROAD CROSSING
For years, residents have used Jennings Avenue to cross the railway.
When the SMART train was initially being considered and the original
EIR document was circulated, a North Area Station was planned at
Jennings Avenue along with a crossing at this location. Over the years,
the City has recognized the need for a crossing at Jennings Avenue and
it has been documented in several City Council approved planning
documents, including the Bike and Pedestrian Master Plan, the North
Station Area Plan and the City’s General Plan.
Following an extensive EIR process, the City certified the Final EIR and
submitted an application to the California Public Utilities Commission
(CPUC) to allow the City to construct an at-grade crossing at Jennings
Avenue. To the exuberance of the City and community, CPUC
approved the City’s request on September 15, 2016. Council
authorized staff to negotiate a construction agreement with SMART
later that year, which was finalized and delivered to SMART for
execution in June 2017. SMART has not yet acted on this agreement
and on August 20, 2018, SMART issued a letter explaining that they no
longer support the construction of an at-grade crossing at Jennings
Avenue.

3.2 CLIMATE ACTION PLANNING UPDATE
In 2005, the City Council adopted a resolution establishing Citywide
greenhouse gas (GHG) emission reduction targets in response to state
goal setting. Since then, the City has adopted a Communitywide

Climate Action Plan (CCAP) and a Municipal Climate Action Plan
(MCAP). This study session will review City activities taken in support of

12.3 RESOLUTION - AGREEMENT WITH AVAIL TECHNOLOGIES, INC.
FOR CONTINUED MAINTENANCE AND SUPPORT FOR CITYBUS
PASSENGER INFORMATION SYSTEMS
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that the Council, by Resolution, approve a
five-year Maintenance and Support Agreement with Avail Technologies,
Inc., of State College, Pennsylvania, in order to maximize CityBus’ initial
capital investment in automated vehicle location systems, that will
consist of five annual payments not to exceed a total of $497,117.

Services Agreement between the City of Santa Rosa, and American
Tree Medics, Inc., Modesto, CA in an amount not to exceed $102,036 to
provide an Arborist Report for street trees damaged by the October
2017 wildfires; and, 2) adjust the fiscal year (FY) 2018-19 budget by
increasing appropriations by $102,036, and increasing revenue
estimates totaling $95,659.

12.5 RESOLUTION - 2018-2020 CALIFORNIA VIOLENCE INTERVENTION
AND PREVENTION GRANT FUNDING AGREEMENTS
AUTHORIZATION
RECOMMENDATION: It is recommended by the Office of Community
Engagement that the Council, by Resolution: 1) award California
Violence Intervention and Prevention (CalVIP) Program grants to
Individuals Now (doing business as Social Advocates for Youth) in the
amount of $170,000, and Lifeworks of Sonoma County in the amount of
$130,000; and 2) authorize the City Manager to approve and execute
grant funding agreements with these grantees, subject to approval as to
form by the City Attorney.

12.6 RESOLUTION - FIRST AMENDMENT TO PROFESSIONAL
SERVICES AGREEMENT WITH LPC CONSULTING ASSOCIATES,
INC.
RECOMMENDATION: It is recommended by the Office of Community
Engagement that the Council, by resolution, approve the First
Amendment to Professional Services Agreement F001773 with LPC
Consulting Associates, Inc. for CalVIP grantee evaluation services,
increasing compensation by $50,000 for a total amount not to exceed
$150,000.

Economic Development Department and the Water Department that the
Council, by resolution, approve a summary vacation of a 15-foot wide
Sanitary Sewer Easement and a 25-foot wide Public Utility Easement,
located on the properties of 562 and 648 Russell Avenue, respectively.
