Mayor Coursey announced that he would be abstaining from Items 11.1, 11.2, and 11.4. Mayor Coursey heard Items 11.1 through 11.4 - Approval of Minutes before Item 10 - Mayor's/Council Members' Reports. 10. Council Member Tibbetts concurred with the request. A motion was made by Council Member Tibbetts, seconded by Vice Mayor Rogers, to discuss at a future meeting an all-electric ready ordinance and information on the evergreen cost analysis. CONSENT ITEMS Mayor Coursey left the meeting at 4:18 p.m. PUBLIC COMMENT Duane DeWitt spoke regarding the Pittsburgh synagogue shooting and held silence to honor victims; spoke regarding concerns of Items 12.3 and 12.5. Anita Lafollette spoke regarding Item 12.7 and the need to provide shelter during the upcoming winter months. Peter Tscherneff spoke regarding Item 12.6. 12.1 RESOLUTION - GRANT APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR FUNDING OF 15 12-LEAD EKG MONITORS RECOMMENDATION: It is recommended by the Santa Rosa Fire Department (SRFD) that the Council, by resolution, 1) authorize staff to submit a grant application to the FEMA Assistance to Firefighters Grant (AFG) Program in a total amount not to exceed $610,000 for the purchase of 15 EKG monitors, associated equipment, and a multi-year service contract; 2) authorize the Fire Chief or his designee to accept the grant award and approve and execute all documents and agreements related to the grant, subject to approval as to form by the City of Santa Rosa Regular Meeting Minutes Page 5 of 11 City Council Regular Meeting Minutes - Final October 30, 2018 City Attorney; and 3) authorize the Chief Financial Officer to appropriate funds by the amount of the grant award into the project account. RES-2018-196 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA EXTENDING A PROCLAMATION OF LOCAL HOMELESS EMERGENCY (Government Code Sections 8630 et seq.) The time not being 5:00 p.m., Vice Mayor Rogers heard Report Item 14.1 before Item 13 - Public Comment on Non-Agenda Items. 13. PUBLIC COMMENT ON NON-AGENDA MATTERS Gabriel Fietz spoke on environmental concerns. Duane DeWitt spoke regarding the Make A Difference Day event. Travis Summers spoke regarding speeding in residential areas. Gregory Fearon spoke regarding Homeless Action engagement with the City of Santa Rosa. 14. REPORT ITEMS 14.1 REPORT - FISCAL YEAR 2017-18 MEASURE O ANNUAL REPORT BACKGROUND: Ordinance 3680 added Chapter 3-26 to the Santa Rosa City Code establishing a special transactions and use tax. The special tax measure, known as Measure O, increased sales tax by a quarter percent to fund specific Police, Fire, and Gang Prevention/Intervention programs, as set forth in the Ordinance. The Ordinance also established a seven-member Citizen Oversight Committee, with members appointed by the City Council, to annually review expenditures and appropriations of the tax revenues to ensure that all such revenues are spent or appropriated for the purposes and uses set forth in the Ordinance. Each year, an Annual Report is prepared by City staff, reviewed by the Citizen Oversight Committee and presented to the City Council reporting on expenditures and activities during the past fiscal year. The tax revenues generated by Measure O are split between Fire (40%), Police (40%) and Gang Prevention/Intervention Programs (20%), with these revenues spent in accordance with an Implementation Plan which was adopted by the City Council. City of Santa Rosa Regular Meeting Minutes Page 10 of 11 City Council Regular Meeting Minutes - Final October 30, 2018 RECOMMENDATION: It is recommended by the Finance, Police, Fire, Recreation and Parks Departments, the Office of Community Engagement and the Measure O Citizens’ Oversight Committee that the Council, by motion accept the Measure O Annual Report for Fiscal Year (FY) 2017-18.
