CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting to order at 11:02 a.m. All Council Members were present with the exception of Council Members Olivares and Tibbetts. ANNOUNCEMENT OF CLOSED SESSION ITEMS PUBLIC COMMENT Duane DeWitt spoke regarding Items 2.1 through 2.3 urging City Council to look at how to cut costs when considering litigation items in light of our budget condition. City of Santa Rosa, et al. Court Case No. Sonoma County Superior Court, Case No. SCV 262164 Mayor Schwedhelm adjourned the closed session at 12:30 p.m. and reconvened the meeting at 1:02 p.m. 3. STUDY SESSION 3.1 FINANCIAL STABILITY AND REVIEW OF FISCAL YEAR 2019-20 OPERATIONS AND MAINTENANCE BUDGET AND CAPITAL IMPROVEMENT PROGRAM BUDGET In this budget Study Session, scheduled for May 21 and 22, and May 28 if necessary, the City Council will be presented with an overview of the funding requests for FY 2019-20. The Study Session is held in advance of the Budget Hearings in June to allow the City Council ask questions, provide direction, and gain a full understanding of the funding requests that will be before them for formal adoption in June. Mayor Schwedhelm announced that all public comments on Item 3.1 will be heard after completion of staff presentations concluding on May 22, 2019. Mayor Schwedhelm adjourned the study session at 3:20 p.m. until May 22, 2019, at 9:00 a.m. Mayor Schwedhelm recessed the meeting at 3:20 p.m. and reconvened at 4:04 p.m. 4. REPORT, IF ANY, ON STUDY AND CLOSED SESSIONS City Attorney Gallagher announced that Council provided direction to staff for Items 2.1 through 2.3. City Manager McGlynn announced that the Budget Study Session will be continued to May 22, 2019, at 9:00 a.m. 6. PROCLAMATIONS/PRESENTATIONS 6.1 PROCLAMATION - NATIONAL PUBLIC WORKS WEEK Attachments: Proclamation Council Member Combs read the proclamation and presented it to: Thomas Beckman, Transportation and Public Works; Christin Lopez, Recreation and Parks; and John Mendibles, Santa Rosa Water. 6.2 PROCLAMATION - AFFORDABLE HOUSING WEEK Attachments: Proclamation Council Member Tibbetts read and presented the proclamation and presented it to Michellet Chavez, Burbank Housing's Carrillo Place City of Santa Rosa Regular Meeting Minutes Page 4 of 9 City Council Regular Meeting Minutes - Final May 21, 2019 Apartments. PUBLIC COMMENT Duane DeWitt spoke with gratitude of the Public Works employees; and regarding Affordable Housing Week. Colleen Fernald spoke regarding adaptable affordable housing. 7. STAFF BRIEFINGS 7.1 FIRE RECOVERY AND REBUILD UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. City Manager McGlynn reported that 316 homes are completed and homeowners have moved into their rebuilt homes; and urged others preparing to return to their rebuilt homes to not do so until acquiring a certificate of occupancy. 8. CITY MANAGER’S/CITY ATTORNEY’S REPORTS There was nothing to report. 9. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS Council Member Sawyer announced that he will be abstaining from Item 11.2.
