1. CALL TO ORDER AND ROLL CALL
Mayor Schwedhelm called the meeting to order at 11:02 a.m. All
Council Members were present with the exception of Council
Members Olivares and Tibbetts. Council Members Olivares and
Tibbetts joined the closed session at 12:00 p.m.

Duane DeWitt spoke regarding Items 2.1 through 2.3 urging City
Council to look at how to cut costs when considering litigation items
in light of our budget condition.
Mayor Schwedhelm recessed the meeting to closed session at

3. STUDY SESSION
3.1 FINANCIAL STABILITY AND REVIEW OF FISCAL YEAR 2019-20
OPERATIONS AND MAINTENANCE BUDGET AND CAPITAL
IMPROVEMENT PROGRAM BUDGET
In this budget Study Session, scheduled for May 21 and 22, and May
28 if necessary, the City Council will be presented with an overview of
the funding requests for FY 2019-20. The Study Session is held in
advance of the Budget Hearings in June to allow the City Council ask
questions, provide direction, and gain a full understanding of the
funding requests that will be before them for formal adoption in June.

Mayor Schwedhelm adjourned the study session at 3:20 p.m. until May 22,
2019, at 9:00 a.m.

and regarding Affordable Housing Week.
Colleen Fernald spoke regarding adaptable affordable housing.
7. STAFF BRIEFINGS
7.1 FIRE RECOVERY AND REBUILD UPDATE
This will be a standing item on the agenda. No action will be taken
except for possible direction to staff.
City Manager McGlynn reported that 316 homes are completed and
homeowners have moved into their rebuilt homes; and urged others
preparing to return to their rebuilt homes to not do so until acquiring
a certificate of occupancy.

Professional Services Agreement Number F001494 with Metropolitan
Group, Inc. for Planning agency staff contract services, extending the
term of the Agreement to March 31, 2020 and increasing compensation
by $100,000 for a total contracted amount not to exceed $700,000.

RECOMMENDATION: This ordinance, introduced at the May 7, 2019
Regular Meeting by a (7-0-0) vote, rezoned a property located at 1250
Mendocino Avenue (Assessor’s Parcel No. 180-590-004) from the CG
(General Commercial) and R-3-15 (Single-Family Residential) zoning
districts to the CG (General Commercial) zoning district.
