1. CALL TO ORDER OF ADJOURNED (CONTINUED) STUDY SESSION AND ROLL
CALL.
Mayor Schwedhelm called the continued study session to order at
9:01 a.m.
Present: 7 - Mayor Tom Schwedhelm, Vice Mayor Chris Rogers, Council Member
Julie Combs, Council Member Victoria Fleming, Council Member
Ernesto Olivares, Council Member John Sawyer, and Council Member

2. STUDY SESSION
2.1 FINANCIAL STABILITY AND REVIEW OF FISCAL YEAR 2019-20
OPERATIONS AND MAINTENANCE BUDGET AND CAPITAL
IMPROVEMENT PROGRAM BUDGET
In this budget Study Session, scheduled for May 21 and 22, and May
28 if necessary, the City Council will be presented with an overview of
the funding requests for FY 2019-20. The Study Session is held in
advance of the Budget Hearings in June to allow the City Council ask
questions, provide direction, and gain a full understanding of the
funding requests that will be before them for formal adoption in June.

reconvened at 12:39 p.m. Council Member Tibbetts joined the
meeting at 1:14 p.m.
Council Member Sawyer left the meeting at 2:00 p.m.
PUBLIC COMMENT
Ray Holley spoke in support of funding the Roseland Library.
Gregory Fearon spoke regarding the Community Homeless
Assistance Program (CHAP) and requested for additional funding.
Lana Adlawan spoke in support of funding the Roseland Library.
Gail Simons spoke in support of additional funding for the
Community Homeless Assistance Program (CHAP) and safe
parking program.
Jason Nutt, Transportation and Public Works Director, provided a
presentation on the Citywide Capital Improvement Program
proposed budget.
PUBLIC COMMENT
Chandler Jordana, Senior Program Manager, The Secure Families
Collaborative, spoke in request of $50,000 from the City of Santa
Rosa toward the program which provides pro bono deportation
defense for individuals in removal proceedings for Sonoma County
residents in addition to legal services and social wraparound
services.
Duane DeWitt spoke regarding the Recreation and Parks
Department proposed budget; and has concerns of the Roseland
Creek Park funding.
Council Member Sawyer joined the meeting at 2:55 p.m.
The following items will be brought to Council for the budget adoption: $4.2

million toward CalPERS, $7 million toward recovery and resiliency (tree
removal, street light replacement, Fire Station 5, $300,000 toward Ernest &
Young, $300,000 toward emergency preparedness as an ongoing operating
cost), infrastructure (Sam Jones Hall funding and annual funding),
organizational structure, staff reductions impacts ($5 million reduction of
39.25 full time employees), and $150,000 toward the Roseland Library.
3. ADJOURN (CONTINUE), IF NEEDED, REGULAR CITY COUNCIL MEETING TO
RECONVENE TO THE BUDGET STUDY SESSION AT 10:00 A.M. ON TUESDAY,
MAY 28, 2019, IN THE COUNCIL CHAMBER.
Mayor Schwedhelm adjourned the meeting at 3:42 p.m.
