CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting at 10:05 a.m. Present: 4 - Mayor Tom Schwedhelm, Vice Mayor Chris Rogers, Council Member Victoria Fleming, and Council Member Ernesto Olivares Absent: 3 - Council Member Julie Combs, Council Member John Sawyer, and Council Member Jack Tibbetts Planning Commissioners also present: Chair Patti Cisco, Vice Chair Karen Weeks, Commissioner Charles Carter, Commissioner Julian Peterson, Commissioner Jeff Okrepkie. 2. PUBLIC COMMENT (Public Comment will be limited to the items listed on the Special Meeting Agenda) Eris Weaver, Sonoma County Bike Coalition, spoke regarding parking in the downtown area. Judy Kennedy spoke regarding: putting the square in Railroad Square; in support of a locally owned grocery store and hardware store in the Santa Rosa Plaza; a road diet on Santa Rosa Avenue; and neighborhood villages on Santa Rosa Avenue. Peter Rumble, Santa Rosa Metro Chamber, spoke in support of the item and the various options before Council. Peter Stanley, ArchiLOGIX, spoke regarding unintended consequences of the Downtown Specific Area Plan and requested leaving flexibility in the document. Thomas Ells spoke regarding what our downtown offers our community and what the City can do to distinguish Santa Rosa from other communities. STUDY SESSION 3.1 DOWNTOWN STATION AREA SPECIFIC PLAN UPDATE - PHASE I SUMMARY AND ALTERNATIVES ANALYSIS The City has initiated an update to the Downtown Station Area Specific Plan, which was originally adopted in 2007. This study session will provide the Council and the Planning Commission with a recap of the now concluded “outreach and opportunities” phase and provide a forum for feedback and guidance on potential plan alternatives. Council Member Tibbetts joined the meeting at 11:00 a.m. PUBLIC COMMENT Michelle Gervais, Gervais and Associates for Santa Rosa Canners, spoke in support of the item; connectivity through the SMART site from 3rd to 6th Streets; connectivity along the creek; and infrastructure improvements throughout downtown. Kristin Kiefer, ArchiLOGIX, spoke in support of the item; building heights; opportunity areas for places for people to interact; and infrastructure considerations within the plan. Steve Birdlebough, Transportation and Landuse Coalition spoke in support of the item; cycling in the downtown; and putting the square back in Railroad Square. Zach Berkowitz spoke regarding projections in residential units in City of Santa Rosa Special Meeting Minutes Page 3 of 3 City Council Special Meeting Minutes - Final July 16, 2019 downtown Santa Rosa. The Planning Commissioners provided direction to staff regarding the Downtown Station Area Specific Plan alternatives presented.
