1. CALL TO ORDER AND ROLL CALL
Mayor Schwedhelm called the meeting to order at 12:04 p.m.
Present: 5 - Mayor Tom Schwedhelm, Vice Mayor Chris Rogers, Council Member
Ernesto Olivares, Council Member John Sawyer, and Council Member
Jack Tibbetts
Absent: 2 - Council Member Julie Combs, and Council Member Victoria Fleming
2. PUBLIC COMMENT - NONE.
3. REPORT ITEMS
3.1 REPORT - RESOLUTION - RATIFICATION OF PROCLAMATION OF
LOCAL EMERGENCY
BACKGROUND: On October 27, 2019, the Director of Emergency
Services issued a Proclamation of Existence of a Local Emergency
relating to existence or threatened existence of conditions of extreme
peril to the safety of persons and property within the City due to 1) the
electric utility Pacific Gas & Electric's (PG&E) suspension of the
provision of electricity to a significant portion of the City due to high
wind speeds, low humidity, and high temperature conditions that
increase the risk of wildfire to the City; and 2) the Kincade wildfire and
the severe winds that are causing the spread of that fire and possible
creation of new fires.
RECOMMENDATION: It is recommended that Council, by resolution,
ratify that Proclamation.

A motion was made by Council Member Olivares, seconded by Vice Mayor
Rogers, to waive reading of the text and adopt as amended:
RESOLUTION NO. RES-2019-157 ENTITLED: RESOLUTION OF THE
COUNCIL OF THE CITY OF SANTA ROSA RATIFYING THE PROCLAMATION
OF EXISTENCE OF A LOCAL EMERGENCY BY THE CITY MANAGER IN HIS
CAPACITY AS DIRECTOR OF EMERGENCY SERVICES
The motion carried by the following vote:
Yes: 5 - Mayor Schwedhelm, Vice Mayor Rogers, Council Member Olivares,
Council Member Sawyer, and Council Member Tibbetts
Absent: 2 - Council Member Combs, and Council Member Fleming
4. ADJOURNMENT OF MEETING
Mayor Schwedhelm adjourned the meeting at 12:22 p.m.
