RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, award Contract No. C02252, Pavement Preventive Maintenance 2020, in the amount of $736,007.00 to the lowest responsible bidder, Sierra Nevada Construction, Inc. of Sparks, Nevada, approve a 15% contract contingency, and authorize a total contract amount of $846,408.05. 12.2 RESOLUTION - BID AWARD - PURCHASE ORDER FOR 2020 FORD F-150 EXTENDED CAB PICKUPS RECOMMENDATION: It is recommended by the Transportation and Public Works and Finance Departments, that the Council, by resolution, approve bid award and issuance of a purchase order for eight (8) 2020 Ford F-150 extended cab pickups to Hansel Ford Inc, Santa Rosa, CA, in the total amount not to exceed $211,922.40. 12.3 RESOLUTION - DISCOUNTED EVENING EMPLOYEE GARAGE PERMIT RECOMMENDATION: It is recommended by the Finance Department that the Council, by resolution, 1) approve a discounted evening employee garage permit; and 2) approve a revised Schedule of Parking User Fees. 12.4 RESOLUTION - RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING THE FISCAL YEAR 2019-20 ADOPTED BUDGET TO APPROPRIATE $200,000 FROM FUND BALANCE IN THE SPECIAL REVENUE FUND KNOWN AS SRTBIA FOR City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 City Council - FINAL-REVISED MARCH 31, 2020 ECONOMIC DEVELOPMENT PURPOSES RECOMMENDATION: It is recommended by the Finance and Planning and Economic Development Departments that the Council, by resolution, amend the Fiscal Year 2019-20 adopted budget to appropriate $200,000 from fund balance in the Santa Rosa Tourism Business Improvement Area (SRTBIA) Special Revenue fund specifically for Economic Development purposes. 12.5 RESOLUTION - THIRD AMENDMENT TO THE WOOLPERT AGREEMENT TO PROVIDE ENTERPRISE ASSET MANAGEMENT SYSTEM SOFTWARE RECOMMENDATION: It is recommended by the Water, Finance, Recreation and Parks, and the Transportation and Public Works Departments that the Council, by resolution, approve the Third Amendment to the Professional Services Agreement with Woolpert, Inc., to provide Cityworks software and professional services for an additional two hundred sixty four thousand eight hundred and forty six dollars ($264,846.00), with eighteen thousand four hundred and twenty two dollars ($18,422.00) coming from the General Fund and the remainder from enterprise funds, for a total contract amount not to exceed one million, nine hundred fifty-six thousand, two hundred sixty-seven dollars ($1,956,267.00) and authorize the Mayor to sign the agreement. 12.6 RESOLUTION - PROFESSIONAL SERVICES AGREEMENT WITH CARLILE MACY, INC. TO PROVIDE LANDSCAPE ARCHITECTURAL DESIGN SERVICES TO PREPARE CONSTRUCTION DOCUMENTS FOR SIX FIRE DAMAGED PARK/LANDSCAPE SITES - (This item was moved from the March 17, 2020 cancelled regular meeting.) RECOMMENDATION: It is recommended by the Transportation and Public Works Department, Parks Division, that Council, by resolution, approve the Professional Services Agreement between the City of Santa Rosa and Carlile Macy, Inc. of Santa Rosa, California in an amount not to exceed $314,060 to provide landscape architectural design services to prepare construction documents for six park/landscape sites which were damaged by the October 2017 City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 9 City Council - FINAL-REVISED MARCH 31, 2020 wildfires. 12.7 RESOLUTION - RATIFICATION OF PURCHASE ORDER FOR FIFTEEN 12-LEAD EKG MONITOR/ DEFIBRILLATOR UNITS AND ACCESSORIES - (This item was moved from the March 17, 2020, cancelled regular meeting.) RECOMMENDATION: It is recommended by the Fire and Finance Department and City Manager that the Council, by resolution, ratify the Purchase Order, approved by the City Manager under emergency authority, with Stryker Sales Corporation of Portage, Michigan, for fifteen 12-Lead EKG Monitors/Defibrillator Units and Accessories, in an amount not to exceed $529,750.46. 12.8 ORDINANCE ADOPTION SECOND READING- ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING TITLE 20 OF THE SANTA ROSA CITY CODE BY RECLASSIFYING THE PROPERTIES FOR THE CARITAS VILLAGE PROJECT, LOCATED AT 431, 437, 439, 465 A STREET, AND 506, 512, 516, 520, 600, 608, AND 612 MORGAN STREET TO THE TV-M-H-SA (TRANSIT VILLAGE-MIXED USE) ZONING DISTRICT, FILE NO. PRJ18-052 - (This item was moved from the March 17, 2020, cancelled regular meeting.) RECOMMENDATION: This ordinance, introduced at the March 3, 2020, Regular Meeting by a (5-0-0-2) vote (Council Members Olivares and Sawyer abstained/recused), amends Title 20 of the Santa Rosa City Code by reclassifying the properties for the Caritas Village Project, located at 431, 437, 439, 465 A Street, and 506, 512, 516, 520, 600, 608, and 612 Morgan Street to the TV-M-H-SA (Transit Village-mixed use) Zoning District, File No. PRJ18-052. 13. REPORT ITEMS *14.1 REPORT - SONOMA COUNTY COVID-19 EVICTION DEFENSE ORDINANCE BACKGROUND: On March 24, 2020, the Sonoma County Board of Supervisors, acting in its capacity as both the Board of Supervisors and the Board of Commissioners of the Sonoma County Community Development Commission, unanimously adopted an ordinance providing an avenue for relief from evictions for tenants suffering from substantial loss of income or medical expenses related to the COVID-19 pandemic or any local, state, or federal government response to the COVID-19 pandemic. The ordinance establishes an affirmative defense, which may be used in court as protection against eviction, for tenants who can demonstrate, though documentation or other objectively verifiable means, that their failure to pay rent results from a substantial loss of income or substantial out-of-pocket medical expenses associated with the COVID-19 pandemic or any local, state, or federal government response to the COVID 19 pandemic. The ordinance does not relieve the tenant of the obligation to pay rent, nor does it restrict a landlord’s ability to recover rent due. The Ordinance provides a sixty-day period after the termination of the local Public Health Emergency for payment of all unpaid rent. The Urgency Ordinance became effective upon adoption and it applies throughout the County, in both incorporated and unincorporated areas. No action is required or requested of the Council at this time. RECOMMENDATION: It is recommended by the City Attorney that Council receive a report on the provisions and operation of the Urgency Ordinance of the County of Sonoma and the Sonoma County Community Development Commission Establishing an Affirmative Defense to Eviction Arising from Income Loss or Substantial Medical Expenses Related to COVID 19.
