CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Attorney Sue Gallagher reported federal bankruptcy court judge, Dennis Montali, gave final approval for PG&E's bankruptcy plan and that settlement proceeds to public entities may be distributed as early as mid to late summer. City of Santa Rosa Regular Meeting Minutes Page 2 of 17 City Council Regular Meeting Minutes - Final June 23, 2020 9. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS None. 10. MAYOR'S/COUNCIL MEMBERS’ REPORTS Mayor Schwedhelm announced the Council goal setting meeting will be held on August 4 and then read a letter to the community that commits to making changes for inclusion, diversity and equity, to making immediate updates to the use of force policies and that, as Mayor, he signed My Brother's Keeper Alliance pledge. Council Member Sawyer highlighted the peaceful protest that took place at Doyle Park and stated there was a valuable exchange of information shared. Council Member Olivares stated he supports the letter, would like the letter to be put out into the community in multiple languages, and to be published in the local newspaper. Council Member Rogers stated the 24 hour peaceful protest and congratulated the organizers for an impactful and successful event. Vice Mayor Fleming stated she supports letter and echoed Council Member Olivares' request that the letter be published in the newspaper and go out in multiple languages. The Vice Mayor spoke on the limited diversity on the Council and encouraged members of the community to run for office. Council Member Dowd stated he supports the letter and the Council and staff will continue to find successful ways to engage the community and bring it back to full vigor and health. PUBLIC COMMENT Samra spoke on the letter the Mayor read and asked if the Council would be open to restructuring law enforcement and follow in the steps of San Francisco. City of Santa Rosa Regular Meeting Minutes Page 3 of 17 City Council Regular Meeting Minutes - Final June 23, 2020 Cecilia spoke on the letter the Mayor read, her concern that the driver who disrupted the peaceful protest is being portrayed as the victim despite many witnesses giving a different account of the incident, and asked what the Council is going to do about it. Judy Patrick spoke on the City of Sonoma Council formed a task force to discuss police budgeting. Scott Star spoke on reports on the protest this weekend, and the growing issue of housing and community services. 10.1 MAYOR'S/COUNCIL MEMBERS' SUBCOMMITTEE AND LIAISON REPORTS (AND POSSIBLE COUNCIL DIRECTION TO BOARD REPRESENTATIVE ON PENDING ISSUES, IF NEEDED) 10.1.1 Council Subcommittee Reports Council Member Rogers reported that as a representative on the SMART board, he was appointed to the SMART Listening Campaign following the defeat of Measure I. CONSENT ITEMS PUBLIC COMMENT Cori Beaty spoke on Item 12.1 annexation limits for the Roseland area, and echoed the statements with previous speakers in opposition to the police wellness program. Duane De Witt submitted comment on Item 12.1 regarding the appropriations of the Roseland area and asked if it will it increase or decrease money for Roseland. Duane De Witt submitted comment on Item 12.6 regarding the sale of the property to Catholic Charities and asked if the City will be making a profit on the sale. Mel P. submitted comment in opposition to Item 12.4. Shelley Reilly, Interim Deputy Director of Finance, answered questions from the Council for Item 12.1. Jill Scott, Real Property Manager, answered questions from Council on Item 12.6 Approval of the Consent Agenda A motion was made by Vice Mayor Fleming, seconded by Council Member Rogers, to waive reading of the text and adopt Consent Items 12.1 through 12.6. PUBLIC COMMENT ON NON-AGENDA MATTERS Roman Campos spoke on the program CAHOOTS program used in Oregon and proposed the City start this program. Kristen Malone spoke on attending the protest this weekend, learning about Measure O, and hopes the City makes changes to the budget based on community needs. Natalie Anderson spoke stating she echoed the statements of previous speakers, the importance of taking care of community members by people who value lives, and the affects the budget has on the homeless population. Seth spoke thanking the Council, agreed with the values but felt the City of Santa Rosa Regular Meeting Minutes Page 9 of 17 City Council Regular Meeting Minutes - Final June 23, 2020 means do not match the ends, and promoting peace and community safety. Paulina, SSU Student, spoke on the Police budget and asked Council to consider changes and reallocating funds to other aspects of the city. Lee Van Deveer thanked Mayor for showing up at the 24-hour rally, witnessing the driver who drove through the crowed, asked Council to look at the Black Lives Matter Defund Project and the Peoples Budget LA. Anandi spoke in support of de-funding the Police and reallocate the funds to mental health and housing. Dr. Thompson spoke in support of de-funding the Police and reallocating funds into community programs. Samra spoke on feeling there is a potential bias on the Council against de-funding and rebuilding the Police. 14. REPORT ITEMS - NONE. 15. PUBLIC HEARINGS 15.1 PUBLIC HEARING - AUTHORIZING SUBMISSION OF THE 2020 - 2024 CONSOLIDATED PLAN AND FISCAL YEAR 2020/2021 ACTION PLAN AND APPROVAL OF GRANT AGREEMENTS FOR PUBLIC SERVICES, FAIR HOUSING, AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS BACKGROUND: The proposed action will authorize submission of the 2020-2024 Consolidated Plan and the Fiscal Year 2020/2021 Action Plan (Plans) to the U.S. Department of Housing and Urban Development (HUD), as well as approve grant agreements for public services, fair housing, and Housing Opportunities for Persons with AIDS (HOPWA) programs. HUD requires submission of the Annual Action Plan and the Consolidated Plan so that the City can receive federal City of Santa Rosa Regular Meeting Minutes Page 10 of 17 City Council Regular Meeting Minutes - Final June 23, 2020 housing and community development funds in the form of Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Housing Opportunities for Persons with AIDS monies. City staff published a summary of the current year budget (FY 2019-20) on December 30, 2019; held a budget priorities public hearing on February 25, 2020; held a budget City of Santa Rosa Regular Meeting Minutes Page 12 of 17 City Council Regular Meeting Minutes - Final June 23, 2020 study session on May 19, 2020; published a budget summary and public hearing notice on June 9, 2020; and, made copies of the proposed budget available to the public on the City’s website at www.srcity.org on June 9, 2020. Council goal setting meetings were canceled this year due to the pandemic. Samra spoke on opposition to Council adopting the current Police budget and urged the Council to delay the decision until after official changes are made in the Police Department. Terrie Wolfe spoke on her concern that Council's actions are in opposition to the letter read by the Mayor and suggested ways to change the culture in the Police Department. Evan spoke on his concern on the excessive use of tear gas and rubber bullets used on constituents, the Police's excessive use of force, and in opposition to Council adopting the budget. Danny Brown spoke in opposition to the proposed budget and asked the Police budget be lowered to the Measure O baseline and invested in mental health services and affordable housing. Anandi spoke on police officers from other countries not carrying firearms, for Council to consider redistribution of officers to the Fire department, and reallocating funds to housing, education and mental health. Jorge Inocencio spoke asking Council to cut the Police budget by 10%, to redistribute the funds to support services and departments that increase equity in the community, and in opposition to the Police budget as presented. Roman Campos spoke on the frustration of the community, Police not being equipped to deal with mental health crisis, and for funds to be set aside for ideas that come up through the community listening sessions. Saba Gebre spoke on being a victim of police brutality and racial profiling, and urged defunding the Police and for the removal of Chief Navarro, reallocate funds to the people who are homeless, to educational institutions, to those who are historically repressed and systemic racism. Emma Linford spoke on having a background in the mental health community, the system being broken for the community and police officers, and in opposition to the approval of the budget. Sean spoke in support of defunding the Police and in opposition to Council approving the budget. Kevin spoke in opposition to Council approving the budget, invest funds in community programs like CAHOOTS, and to cut the increase in the Police budget. Eric Fraser spoke in opposition to the budget, his respect for public servants, and in opposition to the increase in the Police budget. Lily spoke in support of defunding the Police. Galaxy S10e/Lana Montgomery spoke in opposition to funding the Police. Nurel Arriaran spoke in support of defunding the Police. Courtney Mulroy spoke regarding investing in community structure, mental health, in support of defunding the Police or not increase their budget, and asked Council to delay in adopting the budget. Lauri Anderson spoke regarding reallocating funds to mental health, homelessness, and education, requested data from Chief Navarro be made transparent, and urged Council to defer adopting the budget. Miranda Rush, SRJC student, spoke in support of defunding Police and in opposition to the Police use of tear gas. Alejandro spoke in opposition to adopting the budget as presented, in respect for the community speaking up, and stated the current police system is based off a past slave patrol. Alysha Risch spoke stating she echoed the comments of previous speakers and hopes the Council makes changes. Davin spoke stating he echoed the sentiments of previous speakers, is in opposition to increasing the Police budget, and reallocating funds to community efforts of self-governance, mental health services, and social programs for minorities. D.C. Joy spoke in support of defunding the Police. Judy Patrick spoke in support of reallocating funds to Housing and Community Services and Fire, in opposition to increasing the Police budget and asked Council to delay voting until the community was able to provide input.
