CALL TO ORDER AND ROLL CALL Mayor Rogers called the meeting to order at 3:01 p.m. Present: 6 - Mayor Chris Rogers, Vice Mayor Natalie Rogers, Council Member Eddie Alvarez, Council Member Victoria Fleming, Council Member John Sawyer, and Council Member Tom Schwedhelm Absent: 1 - Council Member Jack Tibbetts 2. ANNOUNCEMENT OF CLOSED SESSION ITEMS - NONE. 3. STUDY SESSION 3.1 SANTA ROSA POLICE DEPARTMENT STAFFING Staff will provide a department-wide analysis of the historical staffing trends, including staffing within the investigative units and special assignments. The study will include fifteen years of historical data of overall staffing and calls for service. Staff will also provide an update on current recruitment efforts and succession planning. PUBLIC COMMENT Michael Titone spoke on the quality of life experienced by the Police Department being impacted, consider an investigation on the intentional use of weather as a weapon against the homeless, prioritize the Human Rights Report, and defunding the police. Libby spoke on being aggravated and frustrated by the police chief's comments during the presentation and feeling policing is based out of white supremacy. Allegra spoke questioning the need for more policing, officers being frequently unmasked, and for Council to deny the request for more officers. Kelsey Vero spoke on the difference of what police do, what the community wants them to do, and structural changes needed. Katrin spoke on the issue of a lack of support from the local community, the actions of local law enforcement having an impact on the community, and holding law enforcement accountable. Gregory Fearon spoke on the fear in the community, formulas used for data that don't work when trying to change the nature of the work police do, and facilitating conversations that makes everyone accountable. Elizabeth Escalante, Commissioner on the Commission of Human Rights, spoke echoing the comments of previous speakers asking for the report be brought to the Council, asked that vulnerable communities not be asked to participate in another listening session, and the need to build trust with the police. Rex spoke on alternatives to becoming a police officer. Lee spoke as a member of the disability community and her concern on the lack of education on disabilities by law enforcement. Craig spoke thanking Chief Navarro and School Resource Officers for the work they do. Baylee spoke echoing previous speakers comments on not staffing more police, the need to adopt something like the CAHOOTS model, and human rights violations. Assistant City Manager Jason Nutt reported the Shelter In Place order was lifted, the state will be moving to an age-based vaccination schedule and that members of the community can go to myturn.ca.gov for vaccination information. This item was received and filed. 7.2 COMMUNITY EMPOWERMENT PLAN UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. Magali Telles, Community Engagement Division Director, provided a brief update on the Community Empowerment Plan timeline. This item was received and filed. 7.3 GLASS FIRE RECOVERY UPDATE Staff will provide an update on the Glass Fire Recovery. No action will be taken except for possible direction to staff. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Attorney Sue Gallagher reported that with the final transition to District-based elections, the sequencing of appointments made by Vice Mayor Rogers and Council Member Alvarez to boards, commissions, and committees, need to be aligned with the appointments made by former Council Member Dowd and Council Member Olivares. The City Clerk conducted a random selection designating Vice Mayor Rogers appointments will align with former City of Santa Rosa Regular Meeting Minutes Page 10 of 16 City Council Regular Meeting Minutes - Final January 26, 2021 Council Member Dowd's appointments and Council Member Alvarez's appointments will align with former Council Member Olivares' appointments. Mayor Rogers sought guidance from the City Attorney regarding the recent City Council recommendations for the Association of Bay Area Government's Executive Board from the January 12, 2021 City Council meeting. Clarification was provided from the Mayors and Councilmembers Association that there was only one seat and one alternate, rather than two seats, to appoint and the Council will need to appoint an alternate. City Attorney Gallagher directed this action should be placed on the next regular meeting agenda for February 2. Assistant City Manager Nutt provided an update on the evening's anticipated winter storm event, the possibility for flash flooding in the fire burn scar areas and SoCo Alerts have gone out to the community.
