PUBLIC COMMENT Duane De Witt submitted comment asking Council to open City Hall and Council meetings to the public to be able to participate in government. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS Council Member Sawyer announced he would abstain from Item 11.1 due to not attending the January 5, 2021, meeting. 10. MAYOR'S/COUNCIL MEMBERS’ REPORTS Council Member Alvarez requested the meeting be adjourned in memory of Danny Rizzo who was a leader in the community. Mayor Rogers announced he joined with other Mayors in the County and the Chair of the Board of Supervisors in writing a letter of support for Rohnert Park Vice Mayor Elward after she received City of Santa Rosa Regular Meeting Minutes Page 3 of 11 City Council Regular Meeting Minutes - Final March 23, 2021 threatening and racist phone calls, and for the condemnation of any racist attacks against anyone in the community. The Mayor asked if Council would support a resolution in solidarity with the Asian American Pacific Islander (AAPI) Community after a spike in hate crimes and for the resolution to be placed on the next City Council agenda. CONSENT ITEMS Council Member Tibbetts announced that he will be recusing himself from Consent Item 12.3 due to the organization he works for is located in the Downtown Station Area and asked the item be pulled for a separate vote. PUBLIC COMMENT Duane De Witt submitted comment on Item 12.6 asking for funds to empower residents who were affected by Tubbs to be able to participate in the planning on how the CDBG funds will be spent. A motion was made by Vice Mayor Rogers, seconded by Council Member Schwedhelm, to waive reading of the text and adopt Consent Items 12.1, 12.2 and 12.4 through 12.7. The motion carried by the following vote: Yes: 7 - Mayor Rogers, Vice Mayor Rogers, Council Member Alvarez, Council Member Fleming, Council Member Sawyer, Council Member Schwedhelm, and Council Member Tibbetts 12.1 RESOLUTION - APPROVAL - ISSUANCE OF BLANKET PURCHASE ORDER UTILIZING THE STATE OF CALIFORNIA COOPERATIVE CONTRACT 1-19-58-69 WITH GEOTAB USA INC. - VEHICLE TELEMATIC SYSTEM RECOMMENDATION: It is recommended by the Transportation and Public Works and Finance Departments that the Council, by resolution, approve issuance of a one-year blanket purchase order with seven (7) one-year renewal options to Geotab USA Inc., Las Vegas, Nevada, for the purchase of Geotab vehicle telematic system and components for installation on City fleet vehicles utilizing the State of California Cooperative Contract Number 1-19-58-69, in the amount not to exceed $250,000. The vehicle telematic system will be installed on vehicles and equipment across all Departments providing data to support labor activities and departmental utilization analysis. RES-2021-052 ENTITLED: A RESOLUTION APPROVING AN ALLOCATION OF FUNDING AND AN APPLICATION FOR FUNDING AND THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO FROM THE CDBG-DR PROGRAM AND/OR CDBG-MIT PROGRAM 12.7 ORDINANCE ADOPTION SECOND READING - ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA ADDING CHAPTER 9-28 TO TITLE 9 HEALTH AND SAFETY OF THE SANTA ROSA CITY CODE PERTAINING TO FUELS MITIGATION PILE BURNING RECOMMENDATION: This ordinance, introduced at the March 16, 2021, Regular Meeting, by a 7-0-0 vote, allows private landowners with parcels of five (5) acres or more in size and located in the City’s Wildland-Urban Interface Fire Area to obtain a permit from the Fire Department to perform pile burning to reduce wildfire fuel hazards to accomplish a combination of fire protection and resource management goals. REPORT ITEMS 14.1 REPORT - SONOMA COUNTY WATER AGENCY (SONOMA WATER) 2021/22 WATER TRANSMISSION BUDGET AND RATE INCREASE BACKGROUND: The City of Santa Rosa purchases approximately 90% of the water supplied to our customers from Sonoma Water. Sonoma Water is proposing to raise the wholesale rate of water by 3.47% from $966.95 per acre-feet to $1,000.46 per acre-foot for FY2021/22. The Board of Public Utilities reviewed the Sonoma Water proposed budget and rate increase on March 4, 2021 and made a recommendation to City Council. The City Council may advise its representative to the Water Advisory Committee (WAC) prior to a WAC vote. The WAC is an advisory board to Sonoma Water. Ultimately, the Sonoma Water Board of Directors will have final authority to approve the proposed budget and rate increase. RECOMMENDATION: It is recommended by the Board of Public Utilities and the Water Department that the Council, by motion, consider the Sonoma County Water Agency FY2021/22 Water Transmission Budget and proposed rate increase and provide direction to its Water Advisory Committee representative for the Water Advisory Committee vote on April 5, 2021. Duane De Witt submitted comment asking City Hall and City government be opened for business to the public, for funding for the Roseland Creek Greenway trail, and redwood tree removal should require a permit.
