Paul Lowenthal, Assistant Fire Marshall, reported abatement deadline letters went out to the parcels still in the cleanup process, the first home is under construction with another home in the permit process, and eight private debris removals have been completed. Mr. Lowenthal reported City staff met with the California Public Utilities Commission Safety and Enforcement Team, in partnership with Napa and Sonoma County, and toured some of the areas to address concerns, staff is continuing to communicate with PG&E and as more information becomes available the Council will be updated. PUBLIC COMMENT Duane De Witt submitted comment on community engagement needing to actively educate residents in the Roseland area with written information on COVID-19 guidelines. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager Sean McGlynn reported City infrastructure projects received top honors in the 2021 Outstanding Local Streets and City of Santa Rosa Regular Meeting Minutes Page 3 of 16 City Council Regular Meeting Minutes - Final March 16, 2021 Road Projects for the Fulton Road Reconstruction Project and that the Flashing Yellow Left-turn Arrow Retrofit was selected as the winner for the Safety Intelligent Transportation Systems Project, noting the awards are from the League of California Cities, County Engineers Association of California and the California State Association of Counties. APPROVAL OF MINUTES PUBLIC COMMENT Katherine Dodd, Alliance of Nurses for Healthy Environment, submitted comment on the July 21, 2020, minutes expressing the dangers of wireless exposure, asked the Council to pass an City of Santa Rosa Regular Meeting Minutes Page 5 of 16 City Council Regular Meeting Minutes - Final March 16, 2021 urgency ordinance to protect residents, to not sign master agreements longer than three years, and to invest in municipal wired internet and federal rescue funding. Teresa, Graton resident, submitted comment on the July 21, 2020, minutes expressing opposition of small cell antennae being installed in Sonoma County, the research conducted on electromagnetic frequency, and urged Council to read the research done by Dr. Beverly Rubik. Jennifer LaPorta, Safe Tech for Santa Rosa, submitted comment on the July 21, 2020, minutes regarding the number of people against the unchecked permitting of wireless transmission facilities, the need to preserve local control of the placement of cell towers on utility poles, and questioned why the master agreement was signed without an ordinance in place to protect schools, residential areas, daycare, and walking path areas. Tom LaPorta, Safe Tech for Santa Rosa, submitted comment on the July 21, 2020, minutes regarding the number of people against the unchecked permitting of wireless transmission facilities, wired technology being faster and safer, using municipal internet to bridge the digital divide, and asked for the completion of the telecommunications ordinance for a Council to vote. Julia Ross submitted comment on the July 21, 2020, minutes to please give the small cell policy attention. Sidnee Cox submitted comment on the July 21, 2020, minutes, asking for the correction of the spelling of Theodora's Scarato's last name, asked that Ms. Scarato's comment be corrected to reflect "Theodora Scarato, Executive Director of Environmental Healthy Trust, submitted comments on the extensive research that documents the adverse ecological effects of 4G and previous generations of cell tower emissions, especially on birds, bees and trees, with additional warnings about potential adverse effects of 5G." and asked that Dr. Cindy Russell's comment be corrected to City of Santa Rosa Regular Meeting Minutes Page 6 of 16 City Council Regular Meeting Minutes - Final March 16, 2021 reflect “Dr. Cindy Russell, Executive Director of Physicians for Safe Technology submitted comments on the research that wireless technology is a proven environmental and human toxin and registered her opposition to the densification of wireless tower and small cell placement in our communities, urging the council to pass a strong ordinance to protect the health, safety and privacy of the public.” Isashia submitted comment on the July 21, 2020, minutes asking on the status of the small cell policy, the date of a Council vote and the public need to see the policy. RES-2021-047 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING THE FIRST AMENDMENT TO AGREEMENT FOR THE USE OF MODULAR TEMPORARY FIRE STATION TRAILER AND APPARATUS TENT BETWEEN THE MENLO PARK FIRE PROTECTION DISTRICT AND THE CITY OF SANTA ROSA, AUTHORIZING THE CITY MANAGER TO APPROVE UP TO AN ADDITIONAL TWO-YEAR EXTENSION IF NECESSARY AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS Mayor Rogers recessed the meeting at 4:48 p.m. and reconvened the meeting at 5:00 p.m. Present: 7 - Mayor Chris Rogers, Vice Mayor Natalie Rogers, Council Member Eddie Alvarez, Council Member Victoria Fleming, Council Member John Sawyer, Council Member Tom Schwedhelm, and Council Member Jack Tibbetts 13. PUBLIC COMMENT ON NON-AGENDA MATTERS Alex Krohn spoke on waiting to hear from Council for an update on the status of a wireless ordinance, his frustration over the process so far, and AT&T and Verizon beening allowed to see a draft of the policy but the public has not. Amanda Hopkins submitted comment on the 9th Street Homeless encampment, surprise that Catholic Charities has shelter beds available, that many of the homeless are not wanting to use the shelter, the legal RV parking space being provided and the need to ask people to move to these to be able to receive services. Duane De Witt submitted comment thanking Recreation & Parks maintenance staff on the work they do at Bayer Farm and to make things better for tax payers. Mayor Rogers responded to Mr. Krohn's comment noting the telecommunications ordinance will be going before Council in the City of Santa Rosa Regular Meeting Minutes Page 15 of 16 City Council Regular Meeting Minutes - Final March 16, 2021 next few months. 14. REPORT ITEMS 14.1 REPORT - INTRODUCE AN ORDINANCE ADDING CHAPTER 9-28 TO THE SANTA ROSA CITY CODE PERTAINING TO FUELS MITIGATION PILE BURNING BACKGROUND: Reducing the vegetative fuel load is a critical part of the City’s efforts to mitigate wildfire danger. By focusing on thinning and or removing low-lying vegetation, including those that can carry fire to taller tree canopies - called ladder fuels - from lands and in some areas, close to private residences, can create a more fire-resistant habitat by modifying fire behavior in an effort to reduce environmental damage and aid in suppressing wildfires. Benefits from fuels mitigation pile burning include: prevent loss of lives, reduce fire suppression costs, reduce private property losses and protect natural resources from devastating wildfire. This chapter allows private landowners with parcels of five (5) acres or more in size and located in the City’s Wildland-Urban Interface Fire Area to obtain a permit from the Fire Department to perform pile burning to reduce wildfire fuel hazards to accomplish a combination of fire protection and resource management goals. Similarly, private landowners on smaller parcels both in and outside of the Wildland-Urban Interface Fire Area may apply for a permit, however these will only be permitted on a case by case basis as determined by the Fire Chief. RECOMMENDATION: It is recommended by the Fire Department that Council introduce an Ordinance adding Chapter 9-28 to the Santa Rosa City Code pertaining to Fuels Mitigation Pile Burning to allow private landowners to obtain a permit from the Fire Department to perform pile burning to reduce wildfire hazards to accomplish a combination of fire protection and resource management goals.
