CALL TO ORDER AND ROLL CALL Mayor Rogers called the meeting to order at 2:30 p.m. Present: 5 - Mayor Chris Rogers, Vice Mayor Natalie Rogers, Council Member Eddie Alvarez, Council Member Tom Schwedhelm, and Council Member Jack Tibbetts Absent: 2 - Council Member Victoria Fleming, and Council Member John Sawyer 2. ANNOUNCEMENT OF CLOSED SESSION ITEMS - NONE. 3. STUDY SESSION 3.1 WATER AND WASTEWATER COST OF SERVICE STUDY, PROPOSED FY21/22 THROUGH FY24/25 RATE SCHEDULE, AND PROPOSED UPDATE TO WATER SHORTAGE CHARGES Santa Rosa Water staff and consultants will provide information regarding the 2021 Water and Wastewater Cost of Service Study, proposed FY 21/22 though FY 24/25 Rate Schedule, and proposed Water Shortage Charges. Council may ask questions, discuss and provide direction to staff. Attachments: Staff Report Attachment 1 - Rate Update Study Presentation Jennifer Burke, Director - Water Department, informed Council on the 4-year proposed rate schedule, provided an overview of the financial strategy during a water shortage, and next steps. Kimberley Zunino, Deputy Director - Water Administration, Santa Rosa Water presented impacts to water department billing and answered questions from Council. STAFF BRIEFINGS 7.1 COVID-19 RESPONSE UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. No report was provided. 7.2 GLASS FIRE RECOVERY UPDATE Staff will provide an update on the Glass Fire Recovery. No action will be taken except for possible direction to staff. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS Council Member Tibbetts announced he will be abstaining from Consent Item 12.5 due to his employer receiving benefits from the program. 10. MAYOR'S/COUNCIL MEMBERS’ REPORTS Council Member Schwedhelm provided a brief report on the Continuum of Care meeting. Vice Mayor Rogers announced she is appointing Candice Richardson to the At-large position and Damian Square to the Core position on the Community Advisory Board, and Elias Hinit to the Measure O Citizen Oversight Committee. Mayor Rogers announced the formation of a Bennett Valley Ad Hoc Committee comprised of Council Member Sawyer, Council Member Tibbetts, and Council Member Alvarez, with Council Member Sawyer serving as Chair. The motion carried by the following vote: Yes: 6 - Mayor Rogers, Vice Mayor Rogers, Council Member Alvarez, Council Member Sawyer, Council Member Schwedhelm, and Council Member Tibbetts Absent: 1 - Council Member Fleming 12.1 RESOLUTION - APPROVAL OF TWO PURCHASE ORDERS TO ALTEC INDUSTRIES, INC FOR THE PURCHASE OF THREE ALTEC HYBRID AERIAL TRUCKS UNDER A SOURCEWELL COOPERATIVE AGREEMENT RECOMMENDATION: It is recommended by the Transportation and Public Works and Finance Departments that the Council, by resolution, approve two (2) purchase orders with Altec Industries, Inc., Creedmoor, North Carolina, for the purchase of 1) Two - Altec AT41M Hybrid Non-Insulated Aerial Trucks in the amount of $429,515.35, and 2) One - AT40G Hybrid Insulated Aerial Truck in the amount of $173,522.54, for City of Santa Rosa Regular Meeting Minutes Page 5 of 8 City Council Regular Meeting Minutes - Final March 2, 2021 a total amount not to exceed $603,037.89, for use by the Transportation and Public Works Field Services Electrical crew, through a Sourcewell Cooperative Agreement, Contract #012418-ALT. This purchase will replace existing equipment used in Transportation and Public Works Electrical Division and support the City of Santa Rosa Climate Action Plan. FOR THE PURCHASE OF ALTEC HYBRID AERIAL TRUCKS THROUGH A SOURCEWELL COOPERATIVE AGREEMENT, CONTRACT #012418-ALT IN THE TOTAL AMOUNT OF $603,037.89 12.2 RESOLUTION - AUTHORIZING SUBMITTAL OF GRANT APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF PARKS AND RECREATION’S DIVISION OF BOATING AND WATERWAYS, FOR BOATING PROGRAMS SAFETY EQUIPMENT AT LAKE RALPHINE IN HOWARTH PARK RECOMMENDATION: It is recommended by Recreation and Parks that the Council, by resolution, (1) authorize the submittal of a grant application to the State of California Department of Parks and Recreation’s Division of Boating and Waterways in the amount of $6,400 to enhance the City’s boating safety and education programs at Lake Ralphine in Howarth Park through the purchase of an electric motor and receive scholarship funding for community members; (2) authorize the Interim Assistant City Manager to submit the application, execute agreements and amendments, subject to approval as to form by the City Attorney, and administer the grant; and (3) authorize the Chief Financial Officer to increase appropriations in revenue and expenditures by the approved grant award. PUBLIC COMMENT ON NON-AGENDA MATTERS Sheila B. spoke on the Save Bennett Golf Course movement asking for a Council vote to rescind the contract with CBRE, stating residents do not want the contract. Nikhith submitted comment on free body cameras available to local governments. Eris Weaver, Executive Director - Sonoma County Bicycle Coalition, submitted comment on the collaboration between the City of Santa Rosa and the County of Sonoma on a civic center project and the amount of parking, discourage single parking, provide discounted clipper cards, flexible hours.
