City Attorney Gallagher reported that the City Council met in closed
session to hear Item 2.1 and gave direction to counsel.

6.1 PROCLAMATION - BLACK HISTORY MONTH

Vice Mayor Rogers presented the proclamation and called upon Nzinga
Woods and Regina Brennan, members of the Sonoma County Black Forum
Board, to receive the proclamation and provide comment.

7. STAFF BRIEFINGS
PUBLIC COMMENT
Duane De Witt submitted comment requesting help for the
community during COVID-19 and put up English and Spanish
announcements up at Southwest Community Park related to the
pandemic.
7.1 COVID-19 RESPONSE UPDATE
This will be a standing item on the agenda. No action will be taken
except for possible direction to staff.

7.2 GLASS FIRE RECOVERY UPDATE
Staff will provide an update on the Glass Fire Recovery. No action will

Paul Lowenthal, Assistant Fire Marshal, provided an update on: the
Cal-OES tree removal program; that city staff will be meeting with
CPUC in March related to PG&E practices; the state and private

debris removal processes; the Skyhawk Open Space re-opening;
that the first rebuild permit was issued from the Glass Fire; and the

7.3 TUBBS FIRE RECOVERY UPDATE
Staff will provide an update on the Tubbs Fire Recovery. No action will
be taken except for possible direction to staff.

8.1 UPDATE - Sonoma County COVID-19 Eviction Defense Urgency
Ordinance Amendments (Just Cause Limitations)

City Attorney Gallagher asked for a motion to hear this item due to
the recent adoption of the Open Government Ordinance which adds
the Open Government Chapter to City Code. Chapter 1-10.030(G)
of the City Code requires a motion for good cause to hear an item
not appearing on the City Council Preliminary agenda.
A motion was made by Council Member Tibbetts, seconded by Council
Member Sawyer, for a finding of good cause to hear Item 8.1 due to the
urgent nature of the item without it appearing on the City Council
Preliminary agenda. The motion carried by the following vote:

City Attorney Gallagher proceeded with her report on the Sonoma

County COVID-19 Eviction Defense Urgency Ordinance
Amendments and responded to City Council questions.
City Council directed City Attorney Gallagher to gather data from
landlord and tenant communities, obtaining statistics related to
community members needing to use the eviction defense
provisions, and come back to Council in a study session to present
findings.
9. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS
No statements of abstentions were made.
10. MAYOR'S/COUNCIL MEMBERS’ REPORTS
Council Member Tibbetts announced the following board
appointments: John McHugh to the Design Review Board; Stephen
Gale to the Cultural Heritage Board; Akash Kalia to the Planning
Commission; and Chris Grabill to the Board of Public Utilities.
Council Member Alvarez announced the following board
appointments: Vicki Duggan to the Planning Commission; and
Chantavy Toledo to the Community Advisory Board as his At-Large
appointment.
Mayor Rogers announced that he, along with Council Member
Sawyer and City Manager McGlynn, met with County representatives
to begin the discussion around a downtown or County complex and
will report back as this discussion continues.

12.5. The motion carried by the following vote:

and authorize a total contract amount of $1,330,848.75.

DEFERRED MAINTENANCE ANALYSIS, AND PROJECT
PRIORITIZATION FOR THE CITY’S PARK SYSTEM
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that the Council, by resolution, approve the
Professional Services Agreement between the City of Santa Rosa and
Callander Associates Landscape Architecture, Inc., Gold River, CA to
provide a systemwide parks condition assessment, deferred
maintenance analysis, and project prioritization for the City’s Park
System in an amount not to exceed $247,408.

firefighter’s protective gear, including pants, coats, boots and gloves, for
an additional two-year term and increase compensation in the amount
of $150,000 for a total not-to-exceed $245,000.

overpass and raised concerns about the health, safety, and
emotional well-being of the residents in this area.
Duane De Witt submitted comment commending the City for setting
aside PG&E settlement money for a Roseland library and requested
any future allocations for a Roseland library be codified and
documented so that money stays dedicated to a Roseland library.

Group, Inc. of Cotati, California, approve a 5% contract contingency,
and authorize a total contract amount of $1,330,848.75.

CALLANDER ASSOCIATES LANDSCAPE ARCHITECTURE, INC., TO
PROVIDE A SYSTEMWIDE PARKS CONDITION ASSESSMENT,
DEFERRED MAINTENANCE ANALYSIS, AND PROJECT
PRIORITIZATION FOR THE CITY’S PARK SYSTEM
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that the Council, by resolution, approve the
Professional Services Agreement between the City of Santa Rosa and
Callander Associates Landscape Architecture, Inc., Gold River, CA to
provide a systemwide parks condition assessment, deferred
maintenance analysis, and project prioritization for the City’s Park
System in an amount not to exceed $247,408.

TURN POWER WASHING
RECOMMENDATION: It is recommended by the Finance Department
that the Council, by resolution, approve General Services Agreement
Number F002232 with Neil Robert Lundy Jr. dba Zero Turn Power
Washing, San Carlos, California, for a period of two years, with three
one-year renewal options, for Parking Garage power washing and
steam cleaning services in an amount of $219,637.80, plus $10,000
contingency, for a total not to exceed an amount of $229,637.80.

12.5 RESOLUTION - SECOND AMENDMENT TO GENERAL SERVICES
AGREEMENT NUMBER F001630 WITH SCOTT’S PPE RECON, INC.
RECOMMENDATION: It is recommended by the Fire and Finance
Departments that the Council, by resolution, approve the Second
Amendment to General Services Agreement Number F001630 with
Scott’s PPE Recon, Inc., Lodi, California for repair and maintenance of
firefighter’s protective gear, including pants, coats, boots and gloves,
for an additional two-year term and increase compensation in the
amount of $150,000 for a total not-to-exceed $245,000.
