STUDY SESSION 3.1 GENERAL FUND LONG RANGE FINANCIAL FORECAST Finance Department staff will provide an update on the General Fund Long Range Financial Forecast (LRFF), and provide an opportunity for the Council to ask questions and provide general guidance for the FY 2021-22 budget development. PUBLIC COMMENT Duane De Witt submitted comment on using a public participatory budgeting process to help each of the seven district Council Members to work with their constituents. 3.2 TENANT PROTECTIONS: RENTAL ASSISTANCE AND SONOMA COUNTY’S EVICTION DEFENSE ORDINANCE The Housing & Community Services Department and City Attorney will provide an update on existing Rental Assistance Programs and a review of Sonoma County’s COVID-19 Eviction Defense Ordinance as recently amended. Megan Basinger, Interim Director - Housing & Community Services, presented rental assistance information and answered questions from Council. PUBLIC COMMENT Ananda Sweet, Santa Rosa Metro Chamber of Commerce, spoke on the protections existing at the state level, urged Council to look for additional support for tenants and rental housing providers. Rhovy Lyn Antonio, California Apartment Association, spoke emphasizing state law allow contracts to be upheld to ensure peace, health and safety of a building, her concern the enhanced ordinance would nullify lease agreements that would become unenforceable. Suzie Dershowitz, Housing Policy Attorney for Legal Aid, spoke on strengthening protections for tenants. Ross Liscum submitted comment on owners who cannot collect City of Santa Rosa Regular Meeting Minutes Page 3 of 12 City Council Regular Meeting Minutes - Final April 6, 2021 past rent, damage caused to a home making it unable to sell, and asked Council to align their decision with state law. Carol submitted comment on landlords being under pressure and suffering losses, additional regulations possibly driving small rental suppliers out of business, rental contracts providing equity and she asked Council to follow state provisions. Council provided direction to City Attorney Gallagher to bring back to a future meeting for Council action to opt out of County's ordinance and follow the state's existing law. Mayor Rogers recessed the meeting at 4:06 p.m. and reconvened the meeting at 4:10 p.m. 4. ANNOUNCEMENT OF ROLL CALL Present: 7 - Mayor Chris Rogers, Vice Mayor Natalie Rogers, Council Member Eddie Alvarez, Council Member Victoria Fleming, Council Member John Sawyer, Council Member Tom Schwedhelm, and Council Member Jack Tibbetts 5. REPORT, IF ANY, ON STUDY AND CLOSED SESSIONS Mayor Rogers reported Council met in closed session to discuss the process for moving forward to hire an interim City Manager, the recruitment for a permanent City Manager, and provided direction to the Human Resources Director to explore firms who can facilitate a candidate search to create a list of retired annuitants who might serve as Interim City Manager. Mayor Rogers reported an Ad Hoc Committee comprised of himself, Vice Mayor Rogers and Council Member Schwedhelm was formed to vet candidates and make a final selection for an Interim City Manager, noting the Committee will work with Human Resources to create a Request for Proposals for an executive search team to begin the recruitment process for a permanent City Manager. 6. No action will be taken except for possible direction to staff. City Manager Sean McGlynn reported it is anticipated Sonoma County will be moving into orange tier on April 7, 2021. This item was received and filed. 7.2 COMMUNITY EMPOWERMENT PLAN UPDATE This will be a standing item on the agenda. No action will be taken except for possible direction to staff. Magali Telles, Deputy Director Community Engagement, provided an update on the low rider patrol car project, the multi-cultural roots project, and an upcoming social justice program. PUBLIC COMMENT Duane De Witt submitted comment on 7.2 regarding concern the Southwest population not getting information in a timely manner, using the Tubbs fire funds to help local businesses. This item was received and filed. 7.3 GLASS FIRE RECOVERY UPDATE Staff will provide an update on the Glass Fire Recovery. No action will be taken except for possible direction to staff. Paul Lowenthal, Assistant Fire Marshall, provided an update on recovery and repairs to the city infrastructure, and reported rebuild is underway. This item was received and filed. 8.
