Mayor Rogers stated he has called for the resignation of Mayor Foppoli, Santa Rosa stands with the survivors of sexual assault, he has discussed with City Manager McGlynn to bring forward to Council an item to vet and discuss what procedures will be taken on how the City will respond to and create a safe space when an allegation is made against or by a staff member, a community member, or an elected official in Santa Rosa. City Manager McGlynn informed Council the study session will be to review a policy, looking at best practices to make it relevant and current, and with public input on the process. Council Member Fleming joined the meeting at 5:03 p.m. 5. REPORT, IF ANY, ON STUDY AND CLOSED SESSIONS City Attorney Sue Gallagher reported Council met on Item 2.1 and no action was taken, and on Item 2.2 Council discussed the steps to be taken for the recruitment of a new City Manager. 6. Peter Martin, Deputy Director Water Resources, provided an update on water supplies, actions taken, outreach messaging, Earth Day event information, next steps and preparation for water conservation. Emma Walton, Deputy Director Regional Water Reuse Operations, provided an update on recycled water supplies, yearly recycled water production tied to rainfall, and outreach efforts to customers. The Council may discuss this item and give direction to staff. Attachments: Presentation (Uploaded 4-08-2021) Jason Nutt, Assistant City Manager, provided an update on the Bennett Valley Golf Course Ad Hoc Committee meetings, feedback received from the community, and next steps to be taken. CITY MANAGER’S/CITY ATTORNEY’S REPORTS No reports were provided. 9. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS Council Member Tibbetts announced he will abstain on approving the January 26, 2021, minutes due to not being present at the meeting. 10. MAYOR'S/COUNCIL MEMBERS’ REPORTS Council Member Sawyer thanked Mayor Rogers for his statements regarding the situation in Windsor and supports a policy coming to Council. Council Member Schwedhelm stated his unconditional support for the survivors of sexual assault, recommended Verity, YWCA and Family Justice as a community resource, and asked Windsor Mayor Dominic Foppoli to voluntarily step down for the benefit of the community. Council Member Tibbetts echoed Council Member Schwedhelm's comment calling for Windsor Mayor Foppoli's resignation, expressed support for the survivors, the importance of teaching affirmative consent to children and thanked the Mayor for starting the City of Santa Rosa Regular Meeting Minutes Page 5 of 12 City Council Regular Meeting Minutes - Final April 13, 2021 conversation with the City Manager on how the City will handle situations when allegations are made. Council Member Alvarez echoed previous statements made by Council Members asking for Windsor Mayor Foppoli to resign from office and he is looking forward to having conversations with the Council and the community. Council Member Fleming thanked Mayor Rogers for his leadership, stated how the indoctrination of privilege and entitlement starts in early childhood, and expressed the hope that men use their position of power and privilege to condemn the behavior to change the culture, and to set policy to make changes. Vice Mayor Rogers thanked all the Mayor's for coming together to condemn Windsor Mayor Foppoli, expressed her disappointment the information about Windsor Mayor Foppoli didn't come forward sooner, and stated she stands in solidarity for the victims of sexual assault. Mayor Rogers informed Council the Mayors from the other jurisdictions in Sonoma County have asked Windsor Mayor Foppoli to not attend the Mayors and Councilmember Association meetings, stated they will not work with him, and the harm to a community when someone sits in office when they are not fit to serve. CONSENT ITEMS City Attorney Sue Gallagher informed Council that Consent Item 12.6 was added after receiving a request from California Housing City of Santa Rosa Regular Meeting Minutes Page 7 of 12 City Council Regular Meeting Minutes - Final April 13, 2021 and Community Development (HCD) that a resolution adopted on March 23, 2021, be revised to expressly include the dollar amount of allocations with revisions made by April 23, 2021. City Attorney Gallagher stated the request was received from HCD after the publication of the preliminary agenda and that in order for Council to take action on Item 12.6, Council needed to make a finding of Good Cause in accordance with the Council's Early Agenda Policy. City Attorney Gallagher also stated a revised final resolution for Item 12.6 was provided to the Council and posted online for the public to access. A motion was made by Council Member Schwedhelm, seconded by Council Member Sawyer, making findings of Good Cause to add Item 12.6 to the Consent calendar and to adopt the final-revised resolution submitted with the item. PUBLIC COMMENT ON NON-AGENDA MATTERS Gregory Fearon spoke on the closure of encampments, the need for Consortium of Care to combine County and City resources, and asked what funds the City will provide to fill the gaps in care. Alex Krohn spoke on small cell tower applications being submitted by AT&T and his concern policy development discussions are taking place with small tower providers without the public being notified of these applications. 14.
