CALL TO ORDER AND ROLL CALL Mayor Rogers called the meeting to order at 4:00 p.m. Present: 6 - Mayor Chris Rogers, Vice Mayor Eddie Alvarez, Council Member Victoria Fleming, Council Member Natalie Rogers, Council Member John Sawyer, and Council Member Tom Schwedhelm 2. STATEMENTS OF ABSTENTION BY COUNCIL MEMBERS No statements of abstention were made. 3. CONSENT ITEMS PUBLIC COMMENT West Below spoke on COVID statistics. Approval of the Consent Agenda A motion was made by Vice Mayor Alvarez, seconded by Council Member Sawyer, to waive reading of the text and adopt Consent Items 3.1 through 3.3. The motion carried by the following vote: Yes: 6 - Mayor Rogers, Vice Mayor Alvarez, Council Member Fleming, Council Member Rogers, Council Member Sawyer, and Council Member Schwedhelm 3.1 RESOLUTION - EXTENSION OF PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY RELATING TO THE THREAT TO COMMUNITY HEALTH POSED BY COVID-19 (CONTINUED FROM THE FEBRUARY 1, 2022 AGENDA) RECOMMENDATION: It is recommended by the City Attorney’s Office that the Council, by resolution, declare that the proclamation of a state of local emergency within the City of Santa Rosa has been and remains in full force and effect without interruption. RESOLUTION NO. RES-2022-020 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA EXTENDING THE PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY DUE TO THE THREAT TO COMMUNITY HEALTH POSED BY COVID-19 3.2 RESOLUTION - EXTENSION OF PROCLAMATION OF LOCAL HOMELESS EMERGENCY (CONTINUED FROM THE FEBRUARY 1, 2022 AGENDA) RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by resolution, approve an extension of Resolution No. 28839 which formally proclaimed a local homeless emergency within Santa Rosa. RES-2022-021 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA EXTENDING A PROCLAMATION OF LOCAL HOMELESS EMERGENCY (Government Code Sections 8630 et seq.) 3.3 RESOLUTION - MAKING REQUIRED MONTHLY FINDINGS AND AUTHORIZING THE CONTINUED USE OF TELECONFERENCING FOR PUBLIC MEETINGS OF THE CITY COUNCIL AND ALL THE CITY’S BOARDS, COMMISSIONS, AND COMMITTEES, PURSUANT TO ASSEMBLY BILL 361 (CONTINUED FROM THE FEBRUARY 1, 2022 AGENDA) RECOMMENDATION: It is recommended by the City Attorney that the Council, by resolution, make required monthly findings and authorize the continued use of teleconferencing for public meetings of the City Council and all of the City’s boards, commissions and committees pursuant to Assembly Bill 361. RES-2022-022 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA MAKING REQUIRED FINDINGS AND AUTHORIZING THE CONTINUED USE OF TELECONFERENCING FOR PUBLIC MEETINGS OF THE CITY COUNCIL AND ALL THE CITY'S BOARDS, COMMISSIONS AND COMMITTEES PURSUANT TO ASSEMBLY BILL 361 4. APPROVAL OF INTERVIEW AND APPOINTMENT PROCEDURES 4.1 INTERVIEW AND APPOINTMENT PROCEDURES FOR CITY COUNCIL VACANCY RECOMMENDATION: It is recommended by the City Attorney and the City Clerk that the Council, by motion, approve procedures for interview and selection of applicants for appointment to the City Council to temporarily fill the District 3 vacancy on the City Council. Attachments: Staff Report Attachment 1 - Council Policy 000-23 Attachment 2 - Applications Resolution City Clerk Stephanie Williams outlined the interview process, and reviewed the voting procedure outlined in Council Policy 000-23. No public comments were made. A motion was made by Council Member Fleming, seconded by Council Member Sawyer, approving the interview and appointment procedures. The motion carried by the following vote: Yes: 6 - Mayor Rogers, Vice Mayor Alvarez, Council Member Fleming, Council Member Rogers, Council Member Sawyer, and Council Member Schwedhelm 5. INTERVIEWS AND APPOINTMENT TO THE CITY COUNCIL TO FILL THE DISTRICT 3 COUNCIL VACANCY 5.1 Council members will interview the following persons who have filed an application for appointment to fill the recently created District 3 vacancy on the Council for a term to expire December 2022. Attachments: Interview Schedule Correspondence Late Correspondence (Uploaded 2-8-2022) Late Correspondence (Uploaded 2-10-2022) Council interviewed the following applicants for appointment to the Council District 3 vacancy: David Alex Shantz Dianna MacDonald James DeVore Melanie Nacouzi Christopher Miller Michael Stanford PUBLIC COMMENT Stephanie Nacouzi spoke in support of Council appointing her daughter Melanie Nacouzi. The following people spoke in support of appointing Michael Stanford: Jana Blunt Clark Mary Sandberg Julia Rapkin Amos Easton Jack Buckhorn Mateo spoke expressing his belief it is time to get things back to City of Santa Rosa Special Meeting Minutes Page 5 of 5 City Council Special Meeting Minutes - Final February 8, 2022 normal. A motion was made by Council Member Fleming, seconded by Vice Mayor Alvarez, to approve an additional round of voting to choose one of the two remaining candidates for consideration. The motion carried by the following vote: Yes: 6 - Mayor Rogers, Vice Mayor Alvarez, Council Member Fleming, Council Member Rogers, Council Member Sawyer, and Council Member Schwedhelm At the conclusion of a final round of voting, City Clerk Williams read the votes into the record and announced Dianna MacDonald was selected to fill the Council District 3 seat. 6.
