1. CALL TO ORDER AND ROLL CALL
Mayor N. Rogers called the meeting to order at 9:06 a.m.
Present: 7 - Mayor Natalie Rogers, Vice Mayor Mark Stapp, Council Member

3. STUDY SESSION (CONTINUED FROM THE MAY 7, 2024, REGULAR MEETING)
3.1 REVIEW OF FISCAL YEAR 2024-25 OPERATIONS AND
MAINTENANCE BUDGET AND CAPITAL IMPROVEMENT PROGRAM
BUDGET
It is recommended by the City Manager and Finance Department that
the Council hold a Study Session intended to provide City Council the
opportunity to receive information and ask questions related to the
City’s overall financial stability and the proposed Fiscal Year (FY),
2024-25 Operations and Maintenance Budget and the Capital
Improvement Program budget. This item is provided for Council’s
information and no action is required.

Gabe Osburn, Director of Planning and Economic Development,
and Serena Lienau, Administrative Service Officer, presented and
answered questions from Council regarding the Planning and
Economic Development proposed FY 2024-25 budget.
Council Member MacDonald recused herself from the Recreation
and Parks proposed budget presentation due to a personal
relationship and left the dais at 10:07 a.m.
Donte Watson, Director of Recreation and Parks, presented and
answered questions from Council regarding the Recreation and
Parks proposed FY 2024-25 budget. Dan Hennessey, Director of
Transportation and Public Works, Jen Santos, Deputy Director of
Parks, Scott Wagner, Deputy Director of Finance, and Jeff Tibbetts,
Deputy Director of Recreation, answered questions from Council
regarding the proposed FY 2024-25 budget.
Mayor N. Rogers recessed the meeting at 11:37 a.m. and
reconvened at 12:12 p.m. All Council Members were present
with the exception of Council Member C. Rogers who rejoined
the meeting at 1:40 p.m.

presented and answered questions from Council regarding the
Transportation and Public Works proposed FY 2024-25 budget.
Rachel Ede, Deputy Director of Transit answered questions from
Council regarding the proposed FY 2024-25 budget.
Jennifer Burke, Director of Santa Rosa Water, and Nick Harvey,
Deputy Director of Administration, presented and answered
questions from Council regarding the Santa Rosa Water proposed
FY 2024-25 budget.
Dan Hennessey, Director of Transportation and Public Works,
presented and answered questions from Council regarding the
Capital Improvement Program proposed FY 2024-25 budget.
PUBLIC COMMENT:
Thea Hensel spoke in support of the Southeast Greenway project
and in support of parks.
Chris Bowen spoke in support of the Southeast Greenway project
and in support of parks.
Eric Fraser spoke regarding the budget presentations and financial
future of the City.
Abbey Arnold spoke in support of affordable housing.
Jen Klose, Generation Housing, spoke regarding impact fees as a
tool to solve the housing crisis.
Heather Thurber spoke in support of allocations of park staff and
funding to support development of the Southeast Greenway project.
Rebecca Sullivan, by speaker card, requested budgeting for school
resource officer programs.
Melissa Stewart, by speaker card, requested funding for school

Public comment concluded.
Veronica Conner, Budget and Financial Analyst Manager, Alan Alton,
Chief Financial Officer, Daryel Dunston, Assistant City Manager,
Megan Basinger, Director of Housing and Community Services, and
Jennifer Burke, Director of Santa Rosa Water, answered questions
from Council regarding the proposed FY 2024-25 budgets.
City Council provided feedback and direction to staff regarding
budget presentations.
PUBLIC COMMENT WILL BE TAKEN ON THIS ITEM ON WEDNESDAY, MAY 8,
AFTER ALL DEPARTMENTS HAVE MADE THEIR PRESENTATIONS.
4. ADJOURNMENT OF MEETING
Mayor N. Rogers adjourned the meeting at 2:52 p.m. The next
regularly scheduled meeting will be held on May 21, 2024, at at time
to be set by the Mayor.

The Open Government Ordinance was adopted by City Council in December 2020 (ORD-2020-018) and
amended in July 2021 (ORD-2021-007). These ordinances added and amended Chapter 1-10 to the City
