CALL TO ORDER Mayor Schwedhelm called the meeting to order at 4:01 p.m. 2. ROLL CALL Present: 3 - Tom Schwedhelm, Chris Rogers and Richard Dowd 3. APPROVAL OF MINUTES 3.1 September 3, 2019 - Draft Minutes Attachments: September 3, 2019 - Draft Minutes Approved as submitted. 4. PUBLIC COMMENTS Duane Dewitt spoke regarding carbon emissions. Fred Kruger spoke regarding urban heat islands. Mike Turgeon from Friends of Climate Action Plan (FOCAP) spoke regarding a climate plan implementation team. Christine Burn spoke regarding climate change and the City's future. 5. SUBCOMMITTEE REPORT Council Member Dowd addressed Public Comments. 6. DISCUSSION ITEMS 6.1 CLIMATE ACTION PLAN UPDATE The City of Santa Rosa adopted a Climate Action Plan (Plan) in 2012. The purpose of this item is to brief the Subcommittee on the current status of the Plan, and to provide a number of options regarding a potential update to the Plan. Aleka Seville from Regional Climate Protection Authority (RCPA) presented. Staff responded to Subcommittee member questions. Amy Nicholson, Senior Planner, presented. Clare Hartman, Deputy Director of Planning, presented. Public Comment: Christine Burn spoke regarding more timely information on vehicle miles. Tom Omotto spoke regarding sustainable updates to the Climate Action Plan. Mark Mortinson spoke regarding emission reductions in the City. Mike Turgeon had questions about tourism. A member of the public spoke regarding potential climate crisis in the future. Pete Gang spoke regarding the City's Climate Emergency Resolution. Fred Kruger spoke regarding community outreach related to climate action. Gig Hitao spoke regarding updates to the Climate Action Plan. Aleka Seville, RCPA, addressed Public Comments. City of Santa Rosa Regular Meeting Minutes Page 4 of 5 Climate Action Subcommittee Regular Meeting Minutes - Final January 29, 2020 6.2 VEHICLE MILES TRAVELED BACKGROUND: Staff will present an informational item on Vehicle Miles Traveled Miles (VMT) which will become a California Environmental Quality Act (CEQA) requirement on July 1, 2020. As of December 2018, Office of Planning (OPR) completed an update to the CEQA Guidelines to implement the requirements of SB 743. The Guidelines state that VMT must be the metric used to determine significant transportation impacts. Attachments: Presentation David Guhin, Assistant City Manager, introduced the item. Nancy Adams, Transportation Planner, presented and responded to subcommittee questions. Mayor Schwedhelm discussed competing City interests. David Guhin, Assistant City Manager, spoke regarding Climate Action Subcommittee meeting frequency. Public Comment: Chris Thompson spoke regarding more electric public transportation. Kevin spoke regarding transportation greenhouse gas emissions. 7.
