CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting to order at 4:00 PM. Present: (3) Mayor Tom Schwedhelm, Richard Dowd, and Chris Rogers 2. ANNOUNCEMENTS 3. APPROVAL OF MINUTES 3.1 January 29, 2020 - Draft Minutes Attachments: Draft Minutes Approve as Amended 4. PUBLIC COMMENTS Kevin Conway spoke on Item #5.4 for the City to make a substantive commitment both energetically and financially to support the Sonoma County 2030 Climate Emergency Strategy. Jenny Blaker spoke on behalf of CONGAS, Coalition of New Gas Stations, opposing new gas stations within the City of Santa Rosa. Mark Mortensen thanked the Subcommittee members for hosting this meeting. Mike Turgeon, Friends of the Climate Action Plan, spoke City of Santa Rosa Regular Meeting Minutes Page 2 of 5 Climate Action Subcommittee Regular Meeting Minutes - Final July 28, 2020 requesting an update about the $1 million in enterprise funds that could go to opting into Sonoma Clean Power’s Evergreen program water heating accounts. Michael Lipelt spoke about needing to reduce VMT and needing additional bike pedestrian safe pathways or safe streets. Diane Wheeler speaking about Climate Emergency Resolution and the RCPA and what the City’s Climate Emergency Resolution pathway will be moving forward. 5. DISCUSSION ITEMS 5.1 REPORT - VEHICLE MILES TRAVELED BACKGROUND: Staff will present an informational update on Vehicle Miles Traveled (VMT) which is a new California Environmental Quality Act (CEQA) requirement effective July 1, 2020. Staff developed a Final Draft VMT Guidelines which is posted at the following link: <https://srcity.org/VMT> Attachments: Presentation Nancy Adams, Transportation Planner, Chris Barney, SCTA, Amy Lyle, Supervising Planner, and Rob Sprinkle, Deputy Director of Public Works-Traffic, made a presentation and answered Subcommittee member’s questions. PUBLIC COMMENT NONE 5.2 REPORT - CONSIDERATION OF A REUSABLE AND COMPOSTABLE FOOD WARE ORDINANCE BACKGROUND: Zero Waste Sonoma has developed a model food service ware ordinance for member jurisdictions to consider for adoption. The Ordinance is designed to reduce the use and disposal of City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Climate Action Subcommittee Regular Meeting Minutes - Final July 28, 2020 single-use food ware that contribute to street litter, marine pollution, harm to wildlife, greenhouse gas emissions and waste sent to landfills. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that Climate Action Subcommittee consider a Reusable and Compostable Food Ware Ordinance. PUBLIC COMMENT Jenny Blaker spoke regarding public confusion of compostable products marketed or sold within Sonoma County. Sloane Pagal, Zero Waste Program Manager with Zero Waste Sonoma, spoke about items that are or are not compostable. Celiac Furber, Recology Sonoma Marin, spoke in support of both ordinances. PUBLIC COMMENT NONE 5.4 DISCUSSION OF FUTURE CLIMATE ACTION SUBCOMMITTEE AGENDA ITEMS Presented by David Guhin, Assistant City Manager, Amy Lyle, Supervising Planner, and Jason Nutt, Assistant City Manager, provided general updates, asked for direction from the Subcommittee members, and answered questions. PUBLIC COMMENT Jenny Blaker spoke on behalf of CONGAS, Coalition of New Gas Stations, requesting an ordinance restricting new gas stations within the City. Mike Turgeon answered a question about City Council goal setting sessions next week. Mark Mortensen, Friends of the Climate Action Plan, spoke in support of a gas ordinance; reprioritizing public information and education about the climate crisis and enlisting community support and engagement; briefly discussed a proposal on regenerative soil and a land management & carbon sequestration program, and working with RCPA’s Policy Seven. 6.
