Ultraviolet Light (UV) is the primary disinfection process for the Laguna

replacing the existing UV system. The City released a Request for
Proposals for preselection of the UV Equipment, and selected Calgon
Carbon of Corapolis, PA. The City subsequently entered into a
Memorandum of Understanding (MOU) with Calgon Carbon to establish
the technical terms, an equipment price of $4,656,500, and to
guarantee this equipment price for 18 months. The City also executed
a $70,000 Professional Services Agreement (PSA) for Calgon Carbon
to provide shop drawings and design support services for the project.
The initial term for purchase to avoid price escalation of the original
MOU expired May 2018. This Amended and Restated MOU and PSA
