CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting to order at 4:03 PM Present: 2 - Tom Schwedhelm and Richard Dowd Absent: 1 - Chris Rogers 2. ANNOUNCEMENTS None 3. PUBLIC COMMENTS ON NON-AGENDA ITEMS Woody Hastings, co-coordinator CONGAS, requested the subcommittee to agendize the issue of the City considering an ordinance prohibiting new gas stations in Santa Rosa. Mike Turgeon, speaking on behalf of the Climate Center, thanked Council Member Dowd for his service on this subcommittee and requested the subcommittee to agendize the Climate Center’s Climate Safe California Campaign for an endorsement by the City. Kevin Conway agreed with the previous two comments and expressed support for the feasibility study on microgrid and requested additional follow up on this item. Anita McLeory, Waste Zero Team at Recology, implementation & education of recycling and composting program and support of the Climate Action Subcommittee. Bellaluna and Ximena’s email was read regarding the effects that wildfires have on the undocumented community. NEW BUSINESS 4.1 September 22, 2020 - Draft Minutes Attachments: Draft Minutes approved as amended 4.2 CONSIDERATION OF A FOODWARE AND LITTER REDUCTION ORDINANCE RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the City Council Climate Action Subcommittee consider a Food Ware and Litter Reduction Ordinance. Attachments: Staff Report Presentation Joey Hejnowicz, Administrative Analyst, Public Works made a presentation and answered Subcommittee member’s questions. PUBLIC COMMENT Mary Folley spoke regarding PFAS that have been identified as a key chemical causing breast cancer and a decrease in the effectiveness of vaccines, and her concern with using products with this chemical during the pandemic in take out containers. Mark Mortensen shared support of the ordinance on behalf of FOCAP and the Working Group for Emergency Climate Action Now and supported Mary Folley’s comment. Logan Harvey, Waste Zero Specialist of Recology, thanked Climate action Subcommittee and Joey’s work and supported the community outreach in as many languages as possible. Judith Iam’s email was read regarding replacing single use plastics. Catherine Dodd’s email was on behalf of Alliance of Nurses for Health Environments was read regarding the exemptions the model ordinance allows. (Public Comment Received via e-mail and read into record by Recording Secretary Mahre.) 4.3 SONOMA CLIMATE MOBILIZATION STRATEGY UPDATE In Climate Action 2020 and Beyond, Sonoma County committed to reducing greenhouse gases 25% below 1990 levels by 2020, 40% below 1990 levels by 2030, and 80% below 1990 levels by 2050. Since the plan was adopted, Sonoma County has achieved a 13% reduction below 1990 levels as recently reported in the Regional Climate Protection Authority’s (RCPA) 2018 Greenhouse Gas Inventory Update. Recognizing the urgency of taking action on the climate crisis, the RCPA Board and nine of its ten member jurisdictions adopted climate emergency resolutions in the past year, including the City of Santa Rosa. The RCPA is developing the Sonoma Climate Mobilization Strategy to support these resolutions. The Sonoma Climate Mobilization Strategy proposes a new target of carbon neutrality by 2030 and a ten-year emergency policy package focused on high impact measures to reduce greenhouse gas emissions and increase carbon sequestration. These measures will focus on actions that need to be taken countywide to address the scale of the climate crisis. The RCPA will work with its members, partners, and the community to develop this strategy and will assist with policy development and implementation for those areas that provide the greatest impact to reducing emissions. PUBLIC COMMENTS Catherine Dodd shared support for this item through a local program called Safe Ag/ Safe Schools, which is working to reduce pesticides by using goats and sheep which eliminate the weeds and is a carbon neutral solution in regards to vegetation and forest management. 5. MATTERS HELD IN COMMITTEE None 6. DEPARTMENT REPORTS Amy Nicholson provided an update for planned eco adapt workshop that is tentatively planned for January 18th. 7.
