DUE TO THE PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDERS N-25-20 AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF THE BROWN ACT, AND THE ORDER OF THE HEALTH OFFICER OF THE COUNTY OF SONOMA TO SHELTER IN PLACE TO MINIMIZE THE SPREAD OF COVID-19, THE COMMUNITY ADVIOSRY BOARD MEMBERS WILL BE PARTICIPATING VIA ZOOM WEBINAR. CALL TO ORDER AND ROLL CALL The meeting was called to order at 6:00 p.m. Member Ocana left the meeting around 7:30 p.m. City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes November 18, 2020 Present: 9 - Chair Cherie Barnett, Board Member Veronica Cruz, Board Member Kevin Foster, Board Member Jacquelynne Ocana, Board Member Cecile Querubin, Board Member Keith Roberts , Board Member Vincent Harper, Vice Chair Carley Moore, and Vice Chair Leslie Graves Absent: 2 - Board Member Daniel Chaparro, and Board Member Danielle Divine 2. PUBLIC COMMENTS None. 3. APPROVAL OF MINUTES October 28, 2020 Regular Meeting Minutes. Public comments: none. A motion was made by Board Member Querubin, seconded by Board Member Ocana, to approve the October 28, 2020 meeting minutes. The motion carried by the following vote: Yes: 7 - Chair Barnett, Board Member Cruz, Board Member Ocana, Board Member Querubin, Board Member Harper, Vice Chair Moore, and Vice Chair Graves Absent: 2 - Board Member Chaparro, and Board Member Divine Abstain: 2 - Board Member Foster, and Board Member Roberts 4. CAB ANNOUNCEMENTS Member Harper announced that the South Park Community Building Initiative would hold a listening session and cleanup on Saturday, November 14 at Martin Luther King, Jr. Park. Member Roberts announced that COVID-19 testing was being pushed hard, even for individuals who are asymptomatic. For pop-up testing sites, visit socoemergency.org. Co-Vice Chair Graves announced information about a food donation and gratitude event scheduled for Saturday, November 28 from 11am - 2pm, organized by Santa Rosa Recreation and Parks. The drive-through event is called Thank a Hero, Be a Hero. In addition to donating food items, participants can also drop-off items of gratitude, such as a homemade card, for first responders. Co-Vice Chair Graves also mentioned that the West End Neighborhood Association would be holding a neighborhood meeting via Zoom at 7pm. Chair Barnett attended the Boards, Commissions, and Committees Luncheon with the Mayor (via Zoom). Items discussed included the PG&E settlement survey City of Santa Rosa Meeting Minutes Page 3 of 6 Community Advisory Board Meeting Minutes November 18, 2020 (3,000 surveys submitted; still time to submit the survey); it will cost $14.5 million to rebuild the Fountaingrove Fire Station; the Planning Commission will be discussing the Journey's End Project on December 8; and the Mayor also mentioned that soccer and basketball games at City parks are drawing large crowds to gather - will be meeting with Dr. Mase to figure out strategies to mitigate the issue. Co-Vice Chair Moore mentioned that she would be interested in seeing the response from Dr. Mase regarding large gathering at parks and suggestions for addressing this issue. Public Comments: none. 5. STAFF UPDATES Community Empowerment Plan Update Staff drafting report - will be going out to community for review next month Tentatively scheduled to go to Council the first meeting in February 2021 Completed listening session with South Park CBI Having challenges scheduling listening sessions with community groups from Indigenous and Asian/Pacific Islander communities Lowrider Patrol Car - Sonoma County Lowrider Council should have car by early next year to start work Ethnic Studies with a Cop - last session takes place 12/1 with a celebration on 12/8. Staff will evaluate program upon completion SRPD Trainings - officers are now required to receive implicit bias training and resiliency training. Additional trainings are being proposed and considered. Open Government Ordinance Update Ordinance will be introduced to Council on 12/1 Neighborfest Update Possible that there will be no Neighborfest in 2021 Spoke with Daniel Homsey from SF - working on building Block Champion Program and Neighborhood Hubs. Also, to address COVID-19, neighborhoods are getting involved and helping w/City and County efforts. Staff will be meeting with their community lead on this effort - SF has community sites for testing, food distribution, etc. More info to come. Dr. Robin DiAngelo "Seeing the Racial Water" Workshop Report Out Community Engagement staff participated in a workshop facilitated by Dr. Robin DiAngelo on race, racism, white supremacy and white fragility. Prior to this, staff had read Dr. DiAngelo’s book called White Fragility. Staff is also reading The City of Santa Rosa Meeting Minutes Page 4 of 6 Community Advisory Board Meeting Minutes November 18, 2020 Color of Law and either participated in Los Cien and Gen H’s webinar featuring the author. Director Telles is also looking into other training opportunities for CE staff pertaining to racial equity and social justice. A community group that staff recently engaged with suggested that the CAB also receive similar training . Public Comments: none. 6. SCHEDULED ITEMS 6.1 MULTICULTURAL ROOTS PROJECT - DECEMBER 2020 STORIES Community Engagement staff presented the stories selected to be highlighted in November and December 2020 for the Multicultural Roots Project. These include: November Historical Stories: - Gilbert Gray - Platt Williams - John Richards November Current Community Leaders: - Rafael Vasquez - Joy Ayodele December Historical Stories: - Santa Rosa's Chinatown - Dol Hareubang Statues - Jesse Love December Current Leaders: - Arthur B. Chaney - Rose Hammock The CAB also provided additional suggestions for futures stories including: Carol Ellis, Nancy Rogers, and Jayden Lim. Staff also mentioned that a community member suggested that we develop a book to include all the stories that were written, not just the ones chosen to highlight. CAB suggested honoring those community leaders that are still living to attend a CAB meeting and along with the book idea, another suggestion was made to create an audio recording of all the stories. Public Comments: none. City of Santa Rosa Meeting Minutes Page 5 of 6 Community Advisory Board Meeting Minutes November 18, 2020 DECEMBER 2020 MULTICULTURAL ROOTS PROJET - Provided for information. 6.2 CAB ORIENTATION DOCUMENT AND MENTOR PROGRAM DISCUSSION The Expertise Subcommittee presented the CAB Orientation Packet to the CAB for review and approval. The Subcommittee also asked the CAB if it would be worthwhile to have a mentoring program for new members. Ideas for mentorship include: - Not just to answer questions but to welcome the new member; make them feel like they are part of the group; - Could be better connections with CAB members; - Having members with historical knowledge is also helpful; - Easiest and first connections with each other. May help with getting members signed up for events and also to keep members. Public Comment: none. CAB ORIENTATION PACKET -For CAB action. A motion was made by Board Member Foster, seconded by Board Member Harper, to approve the CAB Orientation Packet. The motion carried by the following vote: Yes: 9 - Chair Barnett, Board Member Cruz, Board Member Foster, Board Member Ocana, Board Member Querubin, Board Member Roberts, Board Member Harper, Vice Chair Moore, and Vice Chair Graves Absent: 2 - Board Member Chaparro, and Board Member Divine 6.3 EMPOWERMENT SUBCOMMITTEE UPDATE The Empowerment Subcommittee presented the list of topics for the Civic 101 videos to the CAB and asked if there was anything missing or if the list was thorough. Members were asked to send comments to staff. It was suggested that perhaps there could be a self-guided tour of this City as part of this project. Staff will add the item to the next agenda. Public Comments: none. CIVIC 101 VIDEOS TOPIC LIST - For CAB review and action. 7. FUTURE AGENDA ITEMS The CAB asked that the mentorship program be added to the December agenda. There was a follow-up question regarding the Human Rights Commission report City of Santa Rosa Meeting Minutes Page 6 of 6 Community Advisory Board Meeting Minutes November 18, 2020 and when it would be added to the agenda. Staff reported that due to changes in the Council's schedule, the report most likely would not come to the CAB until March or April. Co-Vice Chair Moore requested a more formal statement from the City Council as to why the item was being postponed until February or March. She also stated that this delay showed a lack of transparency and willingness to discuss the report by the City, especially after four hours of public comment on the item. Member Cruz added that the CAB's response might be more fruitful if the CAB had both sides of the story or all of the information before adding the item to their agenda. Additional items to be added to the agenda: a more robust report from the Chair on the monthly Boards, Commissions and Committees Luncheon. Public Comment: none. 8.
