1. CALL TO ORDER & ROLL CALL
Member Harper arrived at 5:38pm. Member Moore arrived at 5:39pm. Member
Gudino left at 6:33pm. Member Holmes left at 6:45pm.

2. PUBLIC COMMENTS
Duane DeWitt commented on Roseland lack of space for parks and resident
resistance of giving up natural space that Roseland has. Mr. DeWitt referenced a
book called "The Last Child in the Woods." States that Roseland residents want to
keep what nature they have left in Roseland and would like the City to keep the
trees and restore the Roseland Creek cooridor, not add more concrete. Offered to
help find funding for this.
3. APPROVAL OF MINUTES
A motion was made by Board Member Holmes, seconded by Board

4. CAB ANNOUNCEMENS
Member Holmes announced information about the Long-Term Recovery
Committee. Was wondering if the CAB would like to get involved in the committee.

Member Weeks announced information about a public hearing on utilities and fire
recovery.
Member Harper announced a pozole night event coming up on February 9th and
that volunteers are welcome. Tickets are on sale at the door and there will be
entertainment.
Members Holmes and Gudino both announced that they would have to leave the
meeting early.
5. STAFF UPDATES
Staff provided the CAB with an update on the following:
- Welcome Roseland Community Celebration: held on 1/20 at the Roseland
Neighborhood Village. Great turnout. The performances and food were excellent
and people seemed to have enjoyed the event overall.
- District Elections Update: City Council approved a public hearing schedule for
district elections. The public hearings will be on the following dates: 2/6 and 2/13
(public input prior to draft maps); 3/13 and 4/3 (discussion of proposed maps); and
4/10 (final hearing and approval of final map).
- Strategic Planning Update: Director of Community Engagement, Caluha Barnes,
and Community Engagement Coordinator, Danielle Ronshausen, met with the
strategic planning contractor, CivicMakers, to review project timeline and to talk
about data collection and stakeholder interviews. Stakeholder interviews have been
set with each Council Member, the City Manager, and the Roseland Community
Building Initiative Group. Santa Rosa Together will provide staff with a date of
availability, and there will also be a survey for others to get additional feedback.
The CAB put together an Ad Hoc to act as the liaison between the contractor, staff
and the CAB during the data collection process and beyond.
- Community Improvement Grant Appeals: Staff announced that the Board received
17 Community Improvement Grant application appeals from the Greater Cherry
Street Neighborhood Association. A hearing has been scheduled with City Council
on February 27th, after 5:00pm. CAB Members encouraged to come to the
meeting to hear the outcome.
6. SCHEDULED ITEMS
6.1 WHERE'S MY TAX DOLLARS GOING AND CITY BUDGET DEVELOPMENT
PROCESS
Alan Alton, Interim Chief Financial Officer, from the Finance Department,
provided the CAB with an overview of the City's budget development process
and the "Where's My Dollar Going?" infographic. Staff also reminded the CAB
of the Open Data Portal, which can be found at https://data.srcity.org.

6.2 FISCAL YEAR 2018-19 PUBLIC SERVICES CONTRACT SOLICITATION AND
AWARD PROCESS AND ACTION PLAN
Nancy Manchester, Program Specialist II, Housing and Community Services
Department, reviewed the Public Services Contract memo that City Council will
receive. Ms. Manchester provided the CAB with information about the
Consolidated Plan and amendments to the Consolidated Plan. The CAB learned
about how the public can participate in upcoming meetings. A community meeting
will be held on Wednesday, February 7, 2018 at 5:30 to gather public feedback on
the priorities for the Fiscal Year 2018-19 Community Development Block Grant,
HOME Investment Partnerships, and Housing Opportunities for Persons with AIDS
programs.
6.3 FY 2016-17 COMMUNITY IMPROVEMENT GRANT - PROJECTS UPDATE
Danielle Ronshausen, Community Engagement Coordinator, provided the CAB
with a review of all completed FY 2016-17 Community Improvement Grant
projects. To date, five of the fourteen awarded projects have been completed,
totaling $5,433.52 spent out of $13,151.55 awarded. Two grantees declined
funds and won't complete their projects. The other seven projects have yet to be
completed, with one extended until spring due to extenuating circumstances.
7. ACTION ITEMS

Public Comment
Duane DeWitt made a comment about allowing members of the public to converse
