CALL TO ORDER & ROLL CALL Meeting called to order at 6:00 p.m. Members C. Moore and Roberts arrived at 6:04 p.m. Member Cruz arrived at 6:06 p.m. Member L. APPROVAL OF MINUTES September 25, 2019 Regular Meeting Minutes. A motion was made by Vice Chair Harper, seconded by Board Member Rooks, to approve the September 25, 2019 meeting minutes. The motion carried by the following vote: Yes: 8 - Vice Chair Harper, Board Member Chaparro, Board Member Cruz, Board Member Holmes, Board Member C. Moore, Board Member Querubin, Board Member Roberts, and Board Member Rooks Absent: 2 - Board Member Divine, and Board Member L. CAB ANNOUNCEMENTS City of Santa Rosa Regular Meeting Minutes Page 2 of 5 Community Advisory Board Regular Meeting Minutes - Final October 23, 2019 Member Rooks announced that this was her last meeting as a CAB member. Member Fleming is actively looking for a replacement. Member Querubin reminded the CAB about the November 2, 2019 workshop for neighborhood groups. The workshop will be held at the Utilities Field Office, 35 Stony Point Road, from 9:30 a.m. to 1:00 p.m. There will be childcare and food. Vice Chair Harper announced that the Roseland Community Building Initiative will hold a community cleaup day on Saturday, October 26 from 9:00 a.m. to 1:00 p.m. Member Chaparro announced a Dine and Donate event that will take place on November 5 and 6 at Carmen's Bistro for Social Advocates for Youth's One Cold Night event. Member Holmes announced that Iain De Jung will be in Santa Rosa the week of November 18 and will be a speaker at the summit on November 20, 2019 at the Glaser Center. The workshop is free and will be held from 8:30 a.m. to 5:00 p.m. 5. STAFF UPDATES 1. PG&E's Public Safety Power Shutoffs (PSPS) - The decision to shut down the power and at speed at which it is restored comes solely from PG&E. - City of Santa Rosa activated its Emergency Operations Center (EOC) in response to the October 10, 2019 PSPS and the current PSPS (October 21). The EOC operates 24 hours per day leading up to and during the power shutoff to respond to community needs. The County and other impacted local jurisdictions also have EOCs. - The City's EOC sends out staff in teams to notify the most vulnerable populations in-person, as well as via phone calls. - Updates on the PSPS and impacts on residents can be found on the City's Emergency website (www.srcity.org/emergency), social media sites, and via email blasts. The email blasts go out to the City Connections subscribers. - There are staff in all facilities that have power to continue City business (services, programs, etc.). 2. Community Improvement Grant Application Now Available - Grant application period is open until January 6, 2020, 4:00 p.m. - Informational cards are now available to hand out to neighborhoods and community groups and to have available in public places. - Staff is placing information on social media and City's website, as well as through email blasts to CAB's email list. - Website: www.srcity.org/cabgrants 3. Violence Prevention Partnership Grant Review Team Recommendations for CHOICE Cycle X City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Community Advisory Board Regular Meeting Minutes - Final October 23, 2019 The Santa Rosa Violence Prevention Partnership administers the CHOICE, Community Helping Our Indispensable Children Excel, Grant Program, with the upcoming Cycle X Grant commencing January 1, 2020 through December 31, 2021. The Grant Review Team, consisting of representatives from: - Community Advisory Board/Santa Rosa Together - Santa Rosa City Council - Santa Rosa City Schools - Santa Rosa Junior College - Santa Rosa Police Department - Santa Rosa Recreation - Sonoma County Probation has recommended $1,680,000 in grants for two years to 11 local non-profit organizations to directly serve our youth and families in Santa Rosa. Staff has initiated contract negotiations and contingent on approval from the City Attorney’s Office, staff will present funding recommendations to City Council for approval on December 17, 2019. 4. Park Use Permits Update Staff has been working with the City’s Homeless Action Team to address concerns expressed from local soccer clubs that people experiencing homelessness are impacting their ability to safely host soccer games and tournaments at two of their locations, Jennings Park and Martin Luther King Jr. Park. Although the recent primary focus has been addressing the situation at the Joe Rodota Trail in collaboration with our County partners, the City wishes to prioritize identifying solutions so our local soccer clubs continue to safely utilize City parks. Housing and Community Services Update Items presented to the CAB in August 2019 have been pushed back on the City Council agenda until a later date due to the PG&E public power safety shutoffs. 6. City Staff & Non-Profit Partners in Response to Ridgway High School Event In collaboration with the Santa Rosa City Schools Superintendent and Mental Health Clinical Supervisor, City staff from the Violence Prevention Partnership are working with CHOICE-funded agencies, in particular Social Advocates for Youth and LifeWorks of Sonoma County, to provide support and community resources for students, parents, and school staff impacted by the event this morning at Ridgway High School. In addition, City staff and the LifeWorks School-Based Counseling Program Director are currently assessing how best to provide supportive services for the victim and the victim’s family. 6. SCHEDULED ITEMS City of Santa Rosa Regular Meeting Minutes Page 4 of 5 Community Advisory Board Regular Meeting Minutes - Final October 23, 2019 6.1 HOMELESS POINT IN TIME COUNTY PRESENTATION Kelli Kuykendall, Housing and Community Services Manager - Homeless Services, and Jennielynn Holmes, Chief Proram Officer with Catholic Charities, presented the results of the 2019 Sonoma County Homeless Point in Time Count to the CAB. The following is some information from the presentation. For the full report, please visit: https://srcity.org/3026/Data. - 2,951 people experiencing homelessness in Sonoma County; 1,803 in Santa Rosa - 34% are sheltered and 66% are unsheltered - 29% living in a vehicle, including RVs - Primary event that led to homelessness: loss of job (19%) - 71% are receiving government assistance - Chronically homeless: 22% sheltered, 80% unsheltered (675 individuals) - 87% lived in Sonoma County before they became homeless; 70% lived here 10 years or more. - 42% report at least one disability condition: #1 being alcohol and/or drug abuse, #2 being psychiatric/emotional conditions. - Temporarily housed = 21,725 individuals - on the brink of becoming homeless. Public Comment: Gregory Fearon made public comment regarding planning for housing and the General Plan Update. How do we engage neighborhoods to build the type of community we want? CAB has a part in the General Plan Update. We are not going to fund our way out of this. We need to build our way out of it. 6.2 NEIGHBORFEST PILOT PROGRAM OUTCOMES Tabled for a future date. 6.3 SUBCOMMITTEE REPORT OUTS AND CHECK-INS The Opearations Subcommittee officially merged with the Expertise Subcommittee.
