CALL TO ORDER & ROLL CALL City of Santa Rosa Meeting Minutes Page 2 of 7 Community Advisory Board Meeting Minutes August 26, 2020 Present:10 - Chair Cherie Barnett, Board Member Vincent Harper, Board Member Daniel Chaparro, Board Member Veronica Cruz, Board Member Danielle Divine, Board Member Kevin Foster, Vice Chair Leslie Graves, Vice Chair Carley Moore, Board Member Jacquelynne Ocana, and Board Member Keith Roberts Absent: 2 - Board Member Michelle Escobar-McGarry, and Board Member Cecile Querubin 2. PUBLIC COMMENTS None. 3. APPROVAL OF MINUTES July 22, 2020 Regular Meeting Minutes. A motion was made by Board Member Foster, seconded by Vice Chair Harper, to approve the July 22, 2020 meeting minutes. The motion carried by the following vote: Yes: 10 - Chair Barnett, Board Member Harper, Board Member Chaparro, Board Member Cruz, Board Member Divine, Board Member Foster, Vice Chair Graves, Vice Chair Moore, Board Member Ocana, and Board Member Roberts Absent: 2 - Board Member Escobar-McGarry, and Board Member Querubin 4. CAB ANNOUNCEMENTS Chair Barnett announced that instead of holding a Bike to Work event, the Sonoma County Bicycle Coalition will be holding a month-long event called Bike to Wherever Days. The event will take place during the month of September. Member Harper announced that the new deadline for taking the Census in September 30, 2020. CAP Sonoma will be holding a Census Parade as part of the South Park Day/Night Festival on Saturday, September 26. Member Cruz announced that there will be an IOLERO (Independent Office of Law Enforcement Review and Outreach) meeting on Monday, August 31 with Restorative Resources. Member Graves announced that today is Women's Equality Day and the 100th anniversary of Women's Right to Vote. She also mentioned that while the 19th amendment allowed white women the right to vote, it did not allow women of color the right to vote and was thus, an incomplete victory. 5. STAFF UPDATES City of Santa Rosa Meeting Minutes Page 3 of 7 Community Advisory Board Meeting Minutes August 26, 2020 1. City Council Goals and Priorities - the Council has set goals for the next year: a. Economic Resiliency, including childcare b. Public Safety Priorities and Reform (includes work of the Community Empowerment Plan) c. Homelessness d. Government and Council Reform (Open Government/Sunshine Ordinance) e. Housing and Affordable Housing f. Climate Change 2. Disaster Preparedness Update Public Information Officers put out several items over the last week for disaster prep: a. City Connections Emergency Preparedness Special Edition (released on 8/20) b. Look up designated evacuation zone tool: srcity.org/EvacZones c. Know Your Emergency Alerts: srcity.org/KnowYourAlerts d. If you hear the Hi/Lo, it’s time to go video e. Creating a go-bag f. COVID-19 info during evacuations - Temporary Evacuation Points (TEP). TEPs are opened during an emergency as safe parking lot staging areas for displaced households to drive to and park while they regroup and maintain social distancing in the safety of their vehicle. TEPs provide a safe space for displaced individuals to go to determine next steps and arrange for a place to go. 3. Empowerment Plan Update a. Listening Sessions - Held 4 since last CAB meeting - Additional 3 happening soon - UBV on 8/27, 100 Black Men follow-up on 8/28, and one w/South Park CBI (TBD) - Also working on setting up a listening session that includes Senator McGuire and members from various black community groups - Next steps: analyze data and write report; present report findings to the City Council b. SR BIPOC Visibility, Contributions and Impacts Project: City staff will be working with local historians and community groups to put together 5 monthly facts that highlight the contributions and impacts of BIPOC that have shaped Santa Rosa and Sonoma County. c. Commission on Human Rights Report Presentation - Update: The CAB had arranged to have several members of the Commission on Human Rights present during today’s meeting. However, City Council asked that the CAB wait to hear the presentation until City Council was provided a presentation and an opportunity to discuss the report. Downtown Specific Plan Update - Community Input Opportunity a. Draft Downtown Station Area Specific Plan is now available for public review and feedback b. Go to plandowntownsr.com/draft-plan to review the plan c. Provide feedback - instructions are on the website d. The Plan will go to the Planning Commission in Sept and then to City Council for a public hearing in Oct. 6. SCHEDULED ITEMS 6.1 ROLE OF CITY OF SANTA ROSA PUBLIC ART PROGRAM IN SOCIAL JUSTICE-THEMED PUBLIC ARTS PROJECTS Tara Thompson, Public Arts Coordinator, and Raissa de la Rosa, Economic Development Director, provided the CAB with information about the City's Public Arts Program, including funding of public arts projects and how current social justice art projects fit into overall program. One example of a social justice arts project includes a street mural in downtown Santa Rosa being done by Sonoma County Artists Promoting Equity (SCAPE). The art project is being aligned with the City's Open and Out Program. Ms. Thompson is also meeting regularly with other groups to determine project locations and working with various community groups to enable these projects outside of the normal Public Arts Process and budget. In addition to responding to community requests, the Public Arts Program is currently undergoing crisis response planning, which includes development of a strategic plan. If the CAB or other community members have questions about art projects in their neighborhoods or other parts of the community, they can reach out directly to Ms. Thompson (tthompson@srcity.org). Ms. Thompson also spoke briefly about the "hand" sculpture at the Santa Rosa Plaza. The "hand" pre-dates Santa Rosa's Public Arts Program and Art on Private Property Ordinance. Redevelopment funds were used at that time to purchase the sculpture and it is currently owned by Simon Corporation, which includes maintenance and care. The sculpture resides on private property and is not under the jurisdiction of the City of Santa Rosa. The sculpture was intended to honor all people who had their hands in Sonoma County soil - the agriculture community and those who work in those types of jobs. Public Comment: None. 6.2 MEASURE O PREVENTION PROGRAM: SANTA ROSA VIOLENCE PREVENTION PARTNERSHIP PRESENTATION - MEASURE O PREVENTION PROGRAMS: SANTA ROSA City of Santa Rosa Meeting Minutes Page 5 of 7 Community Advisory Board Meeting Minutes August 26, 2020 VIOLENCE PREVENTION PARTNERSHIP Jason Carter, Violence Prevention Program Manager, provided a presentation to the CAB on the Santa Rosa Violence Prevention Partnership (VPP), including the Measure O funding source and historical and current VPP projects. In 2004, Santa Rosa voters, through a 2/3 vote, passed a quarter-cent special sales tax called Measure O, that generates revenue for police, fire, and gang-prevention and intervention programs. Recreation and VPP are provided with Measure O funds to enhance and improve gang-prevention and intervention programs; add programs in neighborhoods impacted by high-levels of gang activity; provide afterschool and summer programming which stress academic and recreational activities; and also provide grants to organizations for youth and parenting programs that focus on gang and anti-violence education, prevention, and intervention. Of the 20% of Measure O funds provided to Community Engagement (VPP) and Recreation, 35% of these funds must go towards community grants. The VPP uses a public health model to decrease violence and gang involvement among youth. The VPP's mission is strengthening youth and families and building a healthy and resilient community by leady, mobilizing, and aligning our community resources.The VPP has four strategic focus areas: School Readiness; Street Outreach and Mediation; Student Engagement and Truancy Prevention; and Workforce Development.The VPP provides funding to community-based organizations through the CHOICE Grant Program to implement programs and services within the four strategic areas. The VPP also holds yearly events such as Gang Prevention Awareness Month and Parent Engagement Month. Current and upcoming initiatives include: collaborating with the Santa Rosa Health Action Chapter to provide equity training to the VPP Operational Team and Health Action members; providing community partners and staff with motivational interview training; planning and implementing a violence prevention awareness series; and creating a youth advisory group. Public Comment: Eric Fraser made public comment on Zoom technology and being able to stay on call. It is a distraction. On this presentation - are there Measure O funds available for a category of restorative justice, reparations? This comes from hearing public comment at the Public Safety Subcommittee meeting and hearing commenter stories about officers in the school environment. The stories Mr. Fraser was hearing from people of color and lower socioeconomic groups were horrific. Mr. Fraser also mentioned that having officers available at school sent students into the gang pipeline. There are a lot of people in the city who need help being re-installed into the good graces of our community; they have been denied justice and restored to good standing. City of Santa Rosa Meeting Minutes Page 6 of 7 Community Advisory Board Meeting Minutes August 26, 2020 6.3 CAB STRATEGIC PLAN 2020 UPDATE PRESENTATION - CAB STRATEGIC PLAN 2020 UPDATE Danielle Garduno, Community Engagement Coordinator, presented on the CAB's 5-Year Strategic Roadmap and 2020 Update. This presentation provided a background on the strategic planning process which began in 2018 and included: - Research and Analysis Phase: focus groups with Santa Rosa Together and Roseland Community Building Initiative; focus group with City of Santa Rosa Executive Staff; and individual interviews with CAB Members, City Council Members, the City Manager, and previous applicants and recipients of the CAB's Community Improvement Grant Program. The strategic planning consultant, CivicMakers, provided the CAB with a summary report of the findings of this phase. - Survey and Workshop #1: The CAB held a 2-day initial workshop to develop their mission, vision, values and strategic categories: Mission: Connects city government and residents so the public can have a voice in decisions that impact their lives and build a stronger community. Strategic Categories: Community Empowerment, Community Engagement Expertise, and Operations. - Workshop #2: The CAB held another 2-day workshop, this time developing one-year work plans for each Strategic Category and metrics to measure success. Work plans included: Empowerment: Implement Neighborfest; plan a community engagement academy; and proactively attend neighborhood meetings. Expertise: Assess CAB strengths and weaknesses, conduct trainings; create a list of board assets and present one CAB member per meeting; and invite government departments and Council to come to CAB meetings. Operations: Solidify Community Improvement Grant process and voting metrics; run more collaborative meetings; and add accomplishments to the agenda. 2020 Update The CAB has completed the work of the Operations work plans and the Subcommittee was merged with Expertise. The Expertise Subcommittee completed the assessment of CAB member strengths and weaknesses, but did not move forward with trainings. This Subcommittee implemented the Meet Your City of Santa Rosa Meeting Minutes Page 7 of 7 Community Advisory Board Meeting Minutes August 26, 2020 CAB Member agenda item at each CAB meeting and continues to invite City departments to present on various projects each month. In addition, the Subcommittee completed, per Council's request, talking points and FAQs for CAB member recruitment (used by Council Members) and a recruitment flyer. The Empowerment Subcommittee assisted City staff in implementing 8 Neighborfest events in 2019 and awarded 6 neighborhoods CAB grants to implement Neighborfest in 2020 (events were suspended until 2021 due to COVID-19). This Subcommittee also began planning for the community engagement academy, with full support of the City Council. They developed a community survey for the planning phase, but have not implemented due to COVID-19. Finally, the Subcommittee created a comprehensive list of neighborhood and community groups, which is used by both CAB and City staff. The presentation, including public comment was cut short due to a fire alarm and evacuation of City staff. This item will resume with public comment at the September 2020 meeting. 6.4 MEET YOUR CAB MEMBER AND CITY STAFF Hold until next meeting. 7. FUTURE AGENDA ITEMS Hold until next meeting. 8.
