CALL TO ORDER AND ROLL CALL The virtual meeting was called to order at 4:05 p.m. by Staff Liaison Nancy Adams. Present 4 - Board Member Kim Badenfort, Board Member Christine Dektor, Board Member Doug McKenzie, and Board Member Elizabeth Ridlington Absent 3 - Chair Shaun Ralston, Board Member Christine Logan, and Board Member Charlotte Vrobel 2. APPROVAL OF MINUTES 2.1 January 16, 2020, Regular Meeting Minutes This item was continued to the September meeting. 3. COMMENT ON AGENDA ITEMS BY BOARD MEMBERS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS Board Member Dektor and Board Member Ridlington inquired about criteria that might result in possible abstention from Item 6.2. Supervising Planner Lyle checked with the City Attorney and advised that both should abstain from the item. This resulted in the lack of a quorum for Item 6.2, so it was pulled and will be placed on next month's agenda. 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eris Weaver, Executive Director of the Sonoma County Bicycle Coalition, stated that their annual Bike to Work event in May was cancelled due to the Shelter-in-Place orders. They have rescheduled the event for September and have re-branded the event to a month-long Bike to Where-ever Days. She also reports that she is serving on a committee to renew Measure M, and has recently sent a survey of bike related issues to all candidates in all jurisdictions in Sonoma County. 6. REPORT ITEMS 6.1 REPORT - Stony Point Road Corridor Study for Active Transportation Modes Update BACKGROUND: The Board will review initial alternatives presented by the Consultant to be considered as part of the Stony Point Road Corridor Study for Active Transportation Modes. RECOMMENDATION: The Board may provide comments on the alternatives described as well as provide recommendations of other potential alternatives for further analysis. The Board recommended Option B and emphasized focusing on collision zones moving forward. PUBLIC COMMENTS Eris Weaver commented about the options presented. This item was received and filed. 6.2 REPORT - Downtown Station Area Specific Plan Update: Bicycle and Pedestrian Master Plan Amendments BACKGROUND: The Board will review the Downtown Station Area Specific Plan Update and may provide a recommendation on amendments to the Bicycle and Pedestrian Master Plan. RECOMMENDATION: The Board may provide a recommendation on amendments necessary to implement the Downtown Station Area Specific Plan. This item was pulled due to lack of a quorum and will be placed on the September meeting agenda. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - An update that the Pump Track appears to be popular; many City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - August 20, 2020 Board Final-revised positive comments have been received, and a grant for a piece of maintenance equipment has been secured. - Inquiry was made about the two openings on the Board. 8. STAFF ANNOUNCEMENTS - Staff discussed the two openings on the Board. One opening is the Senior Community Representative and is appointed by the Council; and one opening is At-Large and appointed by Councilmember Sawyer. Staff stated that a few applications have been received by the City Clerk and the Board will be kept updated. - Council included the position of Active Transportation Planner in their approved budget, and Staff has received word the recruitment process may begin for this new full time position that will be part of the Traffic Engineering Division. - Staff is waiting on the environmental for the Bike/Ped Overcrossing project and are working on a grant application for the construction and right-of-way. - Buffered bike lanes have been installed on Third Street and, after a month, mostly positive comments have been received. Bike lanes have been installed on Piner Road from Marlow Road to Range Avenue. The road configuration has changed on Hopper Avenue, and now there is a road diet with buffered bike lanes. All of this work was completed during the Covid SIP. - Cal Walks and UC Berkeley SafeTREC approached the City to provide assistance and participated in a virtual walk-through on Fourth Street and College Avenue. - The City received a grant for a Local Road Safety Plan for Fourth Street/College Avenue Corridor. - A Vision Zero Advisory Committee meeting was held, and Chair Ralston attended. An update will be provided at next month's BPAB meeting. - The annual workplan will be discussed next month. - Staff asks if any Board Member has a conflict on an agenda item to please let Staff know as soon as possible ahead of the meeting, so that the agenda may be planned efficiently, and any quorum issues and/or postponement might be avoided. City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - August 20, 2020 Board Final-revised 9.
