4. APPROVAL OF MINUTES
February 24, 2021 Regular Meeting Minutes.
Public comment: none.
A motion was made by Vice Chair Moore, seconded by Board Member
Baldenegro, approved: The motion carried by the following vote:
Yes: 7 - Chair Graves, Board Member Moore, Board Member Baldenegro,
Board Member Harper, Board Member Inocencio, Board Member
Tornado, and Board Member Steffy
Absent: 3 - Board Member Barnett, Board Member Roberts, and Board Member
Square
Abstain: 1 - Board Member Querubin
5. CAB ANNOUNCEMENTS
Member Tornado announced that she needs to leave the meeting by 7:00 for a
vigil. There is an upcoming event on March 28 called Tune of Hope and a solidarity
protest in Healdsburg. She encourages CAB members to write letters of support.
She also announced that she will be participating in CAP's Community
Conversation on Race on Monday, March 29.
Chair Graves announced that she is attending monthly meetings with the Mayor and
other board chairs. She also mentioned that the Mayor hold Mondays with the
Mayor each Monday, open to all residents to attend. She also mentioned that
during the recent Ethics Training held by the City, attendees learned important
information regarding participation in comments on social media threads and that
members should refrain from doing so, as this constitutes as a quorum of the
board.

6. STAFF UPDATES
Community Empowerment Plan
1. The Marylou Lowrider Patrol Car: car is now available for the project build and a
timeline and plan has been developed with the Sonoma County Lowrider Council
that outlines each club's specific project. Enterprise Rental Car donated a stereo to
the project and the City is also working with the Latino Peace Officer's Association
to secure additional funding. The car will be named The Marylou after fallen police
officer Marylou Armer and her family has given the City permission to dedicate the
car to her memory.
2. Multicultural Roots Project: during the month of March, stories will be focused on
women for Women's History Month. May will highlight youth community leaders and
June will highlight our LGBTQ community members.
3. Engagement HQ Platform (Let's Connect SR): online engagement platform is
here. The Office of Community is working on building the site and will be available
to do things like surveys, mapping, polls and more. Staff will do a demonstration to
the CAB once the site goes live.
Open Government Update
1. City Council held a study session on the initial implementation of the Open
Government Ordinance on March 23. The presentation is available on the City of
Santa Rosa's YouTube channel. The presentation includes challenges and success
of the ordinance implementation, including translation of all Council agendas in
Spanish and Spanish-language interpretation available at all Council meetings.
2. The Citizen Guidebook to Participation in Local Government is in the process of
being developed with the help of the Empowerment Subcommittee.
Personnel
Community Engagement Coordinator, Danielle Garduno, announced that she will
begin law school in June 2021 and would like to discuss with the CAB potentially
moving the monthly meeting date to a different day of the week so that she can still
serve as staff liaison.

7.2 GETTING TO KNOW YOUR CAB MEMBERS
All CAB Members will have an opportunity to introduce themselves to the
rest of the Board and to the community and state one item they hope to
address during their appointment term.
7.3 ISSUES OF CONCERNS TO CITY RESIDENTS
This is a standing agenda item. CAB Members will report on issues of
concern to community members within their CAB areas and the City as a
whole. Community members may use public comment during this item to
bring issues of concern to the CAB.
7.4 CAB SUBCOMMITTEE UPDATES
This is a standing agenda item. Subcommittees will provide updates to
theCAB, as needed.
