CALL TO ORDER AND ROLL CALL Chair Badenfort called the virtual meeting to order at 4:00 p.m. New Board Member Marguerite Finn was introduced. Present 6 - Chair Kim Badenfort, Vice Chair Elizabeth Ridlington, Board Member Christine Dektor, Board Member Tony Geraldi, Board Member Marguerite Finn, and Board Member Tanya Narath 2. APPROVAL OF MINUTES 2.1 January 21, 2021 Regular Meeting Minutes A motion was made by Board Member Geraldi, seconded by Vice Chair Ridlington, approved as submitted. The motion carried by the following vote: Yes: 6 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member Finn and Board Member Narath 3. COMMENT ON AGENDA ITEMS BY BOARD MEMBERS Report items were re-ordered on the agenda. Item 6.4 will immediately follow Item 6.1. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eris Weaver, Executive Director of the Sonoma County Bicycle Coalition, reported the Bike2it campaign is going well and the City of Santa Rosa has been helpful with promoting it; the Coalition is looking to hire a bilingual outreach coordinator; their entire staff City of Santa Rosa Regular Meeting Minutes Page 2 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 18, 2021 Board attended the National Bike Summit featuring keynote speaker U.S. Secretary of Transportation Pete Buttigieg, participated in a virtual tour of the City of Delft, and attended a workshop featuring quick-build projects that utilized community volunteers, and stated the Coalition could help the City with quick-build projects. 6. REPORT ITEMS 6.1 REPORT - Vice Chair Election BACKGROUND: The Board shall elect a Vice Chair to serve a one-year term. RECOMMENDATION: The Board shall, by motion, elect a Vice Chair to serve a one-year term. A motion was made by Board Member Dektor, seconded by Board Member Geraldi, to nominate Vice Chair Ridlington for a one-year term as Vice Chair, who accepted the nomination. As no other nominations were made, the Board elected Vice Chair Ridlington to serve a one-year term as Vice Chair. The motion carried by the following vote: Yes: 6 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member Finn and Board Member Narath 6.2 REPORT - Regional Bike Share Pilot Program Update BACKGROUND: The Board will receive an update of the Bike Share Program. RECOMMENDATION: This item is for Board discussion. No action is required. The Board may consider establishing an Ad Hoc Subcommittee to monitor the pilot program. PUBLIC COMMENTS Eris Weaver stated there is county-wide interest in the Bike Share and there may be potential disconnect in the distribution areas, and asked if bikes would get moved based on actual usage. She also said the survey results are from local citizens and that visitors/tourists would likely be heavier users. She stated that the actual number of vandalism incidents on these bikes is low. City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 18, 2021 Board Barbara Moulton commented she likes the project but is worried the amount of bikes planned might not be robust enough for all the potential users. Michael Lipelt had a question about the possibility of one-way usage, such as from a transportation hub to home. This item was received and filed. The Board briefly discussed the possibility of having two board members serve on an Ad-Hoc Subcommittee to monitor the pilot program and report back to the Board. This will be placed on the agenda at a future meeting for further discussion. 6.3 REPORT - Bicycle & Pedestrian Master Plan Update 2018 - Annual Report 2020 BACKGROUND: The Board will receive an update on progress since the adoption of Bicycle & Pedestrian Master Plan Update 2018. RECOMMENDATION: For information only. No action is required. A motion was made by Board Member Dektor, seconded by Vice Chair Ridlington, to table this item to the April meeting, due to time constraints. The motion carried unanimously. 6.4 REPORT - Stony Point Road Corridor Study for Active Transportation Modes Update BACKGROUND: Consultant will present revised alternatives and public input on the Stony Point Road Corridor Study for Active Transportation Modes. RECOMMENDATION: For information. Board to provide input on design. PUBLIC COMMENT Eris Weaver inquired if there were any surveys in Spanish or if the community meetings were made available for Spanish speakers to participate. She expressed concerns about the spacing of the bollards for bicyclists and vehicles, and that the striping or markings in the project could be done quickly and make an immediate difference. City of Santa Rosa Regular Meeting Minutes Page 4 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 18, 2021 Board Barbara Moulton expressed concern about the No Right Turn on Red being an activated component and stated a preference for it being a consistent component. Vincent Hoagland liked the idea of getting rid of the island and had concerns about the bollards and street sweeping, but is in favor of the project. Michael Lipelt thanked the Board for all of their work. He stated he liked the bollards for the visual protection, and suggested separated bike paths along the sidewalks with connections to SMART and other transportation hubs, and asked about the possibility of speed humps for crosswalks. This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS None. 8. STAFF ANNOUNCEMENTS - Santa Rosa Junior College will bring forward an item for the April 13 Board of Trustees meeting: the environmental document for the temporary pilot project of the closure of Elliot Avenue. If approved, then the City will bring this item to the Council for approval. - An update on current Board openings was provided. The Council will be interviewing applicants for the Senior Representative opening, and we may know the result sometime in April. - MTC staff have recommended awarding Santa Rosa with $12 M in federal funds from 2021 Regional Active Transportation Program (ATP) Cycle 5. The MTC Programming and Allocations Committee will consider the regional ATP recommendations at the April 14, 2021 committee meeting and by the full Commission on April 28, 2021. The California Transportation Commission will consider approving MTC’s project list on June 23-24, 2021. - Staff is working on a refresh of the web pages, and are asking the Board to take a look at the City's webpage and compare to other agencies, and provide input to staff. City of Santa Rosa Regular Meeting Minutes Page 5 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 18, 2021 Board 9.
