Meeting called to order at 6:05 p.m. DUE TO THE PROVISIONS OF THE GOVERNOR'S EXECUTIVE ORDERS N-25-20 AND N-29-20 WHICH SUSPEND CERTAIN REQUIREMENTS OF THE BROWN ACT, AND THE ORDER OF THE HEALTH OFFICER OF THE COUNTY OF SONOMA TO TAKE ACTION TO MINIMIZE THE SPREAD OF COVID-19, THE COMMUNITY ADVISORY BOARD MEMBERS WILL BE PARTICIPATING VIA ZOOM WEBINAR. CALL TO ORDER & ROLL CALL Member Richardson joined at 6:08 p.m. and Member Square joined at 6:15 p.m. City of Santa Rosa Meeting Minutes Page 2 of 6 Community Advisory Board Meeting Minutes August 25, 2021 Present:10 - Chair Leslie Graves, Vice Chair Jorge Inocencio, Board Member Cherie Barnett, Board Member Manny Baldenegro, Board Member Steve Rahmn, Board Member Candice Richardson, Board Member Keith Roberts , Board Member Damion Square, Board Member Beth Steffy, and Board Member Chantavy Tornado Absent: 1 - Board Member Vincent Harper 2. PUBLIC COMMENTS None. 3. APPROVAL OF MINUTES July 28, 2021 Regular Meeting Minutes. A motion was made by Board Member Baldenegro, seconded by Board Member Roberts, to approve the July 28, 2021 meeting minutes. The motion carried by the following vote: Yes: 10 - Chair Graves, Vice Chair Inocencio, Board Member Barnett, Board Member Baldenegro, Board Member Rahmn, Board Member Richardson, Board Member Roberts, Board Member Square, Board Member Steffy, and Board Member Tornado Absent: 1 - Board Member Harper 4. CAB ANNOUNCEMENTS Member Rahmn announced that there will be a celebration on September 18 in the Coffey Park neighborhood to celebrate the completion of the park. The event will take place from 12-4 p.m. He also mentioned that the City's permit process for events needs updating. Public Comment: None. 5. STAFF UPDATES Community Empowerment Plan: The installation of the hydraulics has been completed on The Marylou Lowrider Patrol Car and the car is now getting body work and a new paint job by members of the Sonoma County Lowrider Council. Staff estimate the car will be complete around the beginning to mid-November. Community members may have seen the car being driven in town, which will happen in order to Community Engagement staff is teaming up with the Museum of Sonoma County on their Dia de los Muertos event. They are planning on setting up a Multicultural Roots Project exhibit as part of the event series. They are also working with them on featuring the lowrider of a community member who passed away this year City of Santa Rosa Meeting Minutes Page 3 of 6 Community Advisory Board Meeting Minutes August 25, 2021 Community Engagement staff is also still working on the resolution to declare racism as a public health and human rights crisis in Santa Rosa. It is going through the City’s review process. Open Government: At the meeting on August 23, the Subcommittee reviewed the Lobbyist Ordinance and the Campaign Financing Ordinance and agreed to make updates to both ordinances. The Council’s Open Government Task Force Implementation Subcommittee meetings have been moved permanently to the 4th Monday of every other month at 6 p.m. CAB's role and duties outlined in the City Charter will be a point of discussion at the next Subcommittee meeting. Director Telles mentioned that the City is in the process of updating the City Charter and that a Charter Review Committee is being created. Each City Council Member will get three appointees to the committee and CAB can help by spreading the word and encouraging people to apply. The next Subcommittee meeting will be held on October 25, 2021. Community Improvement Grants: For the 2020 Grant program cycle, two community groups have completed their projects. One project was two campus murals at Proctor Terrace Elementary School and the other was a series of community murals in the South Park neighborhood (MLK Park). For the 2021 Grant program cycle, all grantees have been notified of their awards and their agreements are in the review process with the City Attorney’s Office. The next application deadline is September 30 and the October 27 CAB meeting will be when funding decisions are made. Staff is still working on setting up a survey for the project liaison assignments. Staff is also still working on creating the engagement page for the grant program. They need to determine what tools can used to make it interactive and not just an informational page. Public Comments: None. 6. SCHEDULED ITEMS 6.1 PRESENTATION - SANTA ROSA FIRE DEPARTMENT Fire Chief Scott Westrope provided the CAB with an overview of the Fire Department, including the structure of the department, the current and future priorities of the department and improvements made since the 2017 wildfires. Catalyst Improvements: - Early detection of fires (wildfire cameras) - Improved alerts and warnings - Cooperation and collaboration across jurisdictions - Community engagement - Operational enhancements Current and Future Priorities: - Vegetation Management Program - Wildland Resiliency and Response - Diversity and Recruitment - Changing of Business Model - Rebranding (external and internal) - Communications strategic plan - Department strategic plan Public Comment: None. 6.2 PRESENTATION - VIOLENCE PREVENTION PARTNERSHIP OPEN HOUSE Staff from the Office of Community Engagement presented to the CAB on the Santa Rosa Violence Prevention Partnership (Partnership). The presentation included a historical overview of the Partnership, information about the funding mechanisms for the Partnership, information about the CHOICE Grant Program and its evaluation measurements, and how the community is involved in the initiative. Funding for the Santa Rosa Violence Prevention Partnership: - The Partnership receives 20% of Measure O funds: - 35% of the funds go to the CHOICE Grant Program which funds 10 community organizations to work with youth and their families, providing services such as workforce development, school readiness, truancy prevention and street outreach and mediation. - 65% of the funds go Neighborhood Services to provide recreation programming and academic support. There will be other open houses and additional opportunities for community members to provide input and help in the development of the new Community Safety Scorecard, including September 8 and 23. Public Comment: None. 6.4 STANDING AGENDA ITEM: SUBCOMMITTEE UPDATES Staff proposed either moving the subcommittee meetings to Mondays instead of Wednesdays or eliminating the subcommittee altogether. It was suggested that the subcommittees be eliminated and evaluate how it is going in six months without them. A question was posed as to how the CAB can make their monthly meetings more productive and how the agendas can be condensed to get more work done. Public Comment: None. A motion was made by Board Member Baldenegro, seconded by Board Member Roberts, to eliminate the CAB subcommittees and to evaluate how it is going without subcommittees in six months. The motion carried by the following vote, approved: Yes: 10 - Chair Graves, Vice Chair Inocencio, Board Member Barnett, Board Member Baldenegro, Board Member Rahmn, Board Member Richardson, Board Member Roberts, Board Member Square, Board Member Steffy, and Board Member Tornado Absent: 1 - Board Member Harper 7. SCHEDULED ITEMS 6.1 PRESENTATION - SANTA ROSA FIRE DEPARTMENT Attachments: PRESENTATION Santa Rosa Fire Chief Scott Westrope will provide the CAB with a brief overview of the Fire Department including roles and responsibilities, services provided and community engagement programming. Chief Westrope will also touch on fire preparedness information and emergency alerts. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 4 Community Advisory Board AUGUST 25, 2021 6.2 PRESENTATION - VIOLENCE PREVENTION PARTNERSHIP OPEN HOUSE Attachments: PRESENTATION Magali Telles, Director of Community Engagement, along with staff from the Office of Community Engagement will provide the CAB and members of the public with an overview of the Santa Rosa Violence Prevention Partnership, including history, funding through Measure O, staffing and areas of focus. The presentation will also cover VPP grant programs, roots of community violence, evaluation measures and where the work of the VPP falls on the spectrum of community engagement. 6.3 STANDING AGENDA ITEM: ISSUES OF CONCERN TO CITY RESIDENTS This is a standing agenda item. CAB Members will report on issues of concern to community members within their CAB areas and the City as a whole. Community members may use public comment during this item to bring issues of concern to the CAB. 6.4 STANDING AGENDA ITEM: SUBCOMMITTEE UPDATES This is a standing agenda item. Subcommittees will provide updates to the CAB, as needed. During this meeting, staff will propose changing the meeting dates of the subcommittess or eliminating subcommittees and a plan for operating without them. 7. FUTURE AGENDA ITEMS This schedule is tentative and subject to change pending final publication and posting of the Meeting Agenda.
