Public Comment:
Patricia Kuta, who is representing Santa Rosa Together, would like
for OGTF to establish a work plan based on the recommendations
of the original OGTF Report and critically review the March 17th
Staff Report and Update, specifically the revisions of the City
Mission Statement, recommendations regarding emergency
preparedness and utilizations of volunteers, and community
engagement focused Charter amendments specifically regarding
the Community Advisory Board.
4. SCHEDULED ITEMS/PUNTOS PROGRAMADOS
4.1 CITY LOBBYIST ORDINANCE DISCUSSION / DISCUSIÓN DE LA

City Lobbyist relates to Chapter 10-35.
The subcommittee discussed the City's Lobbyist Ordinance and
decided to have the City Attorney's Office look into the reason for
exemptions, to extend the Lobbyist Ordinance to City staff, to
disclose when lobbyists have met with staff, and lobbyist
donating to campaign candidates as the next steps.
Public comment:
Gregory Fearon states that it makes no sense to exclude lawyers,
engineers, architects and so forth as being exempt from
registering as lobbyists. Everyone who is being paid to give an
opinion on a project should register.
4.2 CAMPAIGN FINANCE REGULATION DISCUSSION / DISCUSIÓN DE
REGULACIÓN DE FINANZAS DE CAMPAÑA
Campaign Finance relates to Chapter 10-32.
The subcommittee discussed Campaign Finances and decided
to consider recommendations and updates to independent
expenditures, and contribution limits as the next steps.

Gregory Fearson is interested in getting statements of
qualifications into the voters pamphlets regardless of money.

It was decided to add to future agenda items on how City Council
can assist the Community Engagement Department.

The Subcommittee will review the requirements for disclosures of
independent expenditures as it is relevant to the City Code Chapter 10-32.
