Meeting called to order at 6:04pm. Member Lange arrived at 6:26pm.

2. PUBLIC COMMENTS

3. APPROVAL OF MINUTES
January 26, 2022 Regular Meeting Minutes.
Public Comments: None.
A motion was made by Board Member Richardson, seconded by Board
Member Steffy to approve the January 26, 2022 regular meeting minutes.
The motion carried by the following vote:
Yes: 8 - Chair Graves, Vice Chair Inocencio, Board Member Barnett, Board
Member Bartholow, Board Member Richardson, Board Member
Rodriguez, Board Member Steffy, and Board Member Weeks

4. CAB ANNOUNCEMENTS
Member Wiseman introduced herself to the CAB. Member Weeks announced that
the Board of Supervisors will introduce plans for downtown on Tuesday, March 1.
Chair Graves announced that over the past weekend, she volunteered at the "A
Park a Month" event at Franklin Park. The next "A Park a Month" event is
scheduled for Saturday, April 9 at Coffey Park. She also announced that on
Saturday, March 12 from 9:00am to 12:00pm there would be an Arbor Day tree
planting event at Rincon Valley Community Park. Finally, Chair Graves reminded
everyone that the CAB grant applications for Q1 are due on Monday, April 4 by
4:00pm.

5. STAFF UPDATES
Community Empowerment Plan Update
Marylou Lowrider
The car is almost complete. The SRPD logo will be added next week and the
following week, the car’s light bar will be put back on. The last step is finishing the
upholstery, then the car will be complete. As a reminder, the unveiling event will be
held on Saturday, March 26 from 4-8pm. CAB will be provided a table and Danielle

will reach out with sign-up information.
Multicultural Roots Project
March is Women’s History Month! The Project Team will highlight several women
this month including Charlie Toledo, Bernice Espinoza, Laurie Fong and Grace
Cheung-Schulman. In April, to coincide with the reveal of the Marylou Lowrider
Patrol Car, the Project will dedicate a month to lowrider history and lowriding in
Sonoma County. Articles will include general history, the Sonoma County Lowrider
Council, women in lowriding and several individual stories - more information to
come soon. The Project Team has also been invited to participate on the Museum
of Sonoma County’s PEACE Committee (PEACE = Programming, Education and
Community Engagement).
Open Government Update
The February 28 Council Subcommittee meeting has been cancelled and the next
meeting is scheduled for April 25 at 6pm. The City Council will be meeting holding
their goal setting meeting tomorrow, Feb. 24 starting at 8:30am at the City’s
Utilities Field Office (UFO), 35 Stony Point Rd. Public participation is welcome. The
City Manager is planning a public town hall meeting - date still to be determined.
Violence Prevention Partnership (The Partnership) Update
CHOICE Grant Program
The Partnership received 17 eligible proposals from community-based
organizations for the CHOICE Grant Program. The Partnership Team is preparing
the Grant Review Team for their review process and will hold an orientation for
those members tomorrow, Feb. 24. The Grant Review Team will make their
recommendations on April 5.
School Outreach Program
The Partnership Team is currently developing a School Outreach Program which
will be piloted at Santa Rosa Middle School and Santa Rosa High School. The
program will provide youth who are participating in restorative circles at each
school with life skills classes and links to our community partners for services.
As planning is in the early stages, staff will have more information to come on plans
and progress.
Crisis Response Team
The Partnership is also busy developing a proposal for a crisis response
mechanism for the Violence Prevention Partnership. This is in response to the
shooting that happened last summer at Bayer Neighborhood Park. Staff realized
through speaking with community members, along with the victim’s family, that there
needs to be a better response to incidences of violence immediately following the

incident. This includes establishment of a communication mechanism between the
SRPD and The Partnership; activation of our community partners to respond to the
immediate needs of the victim and their family (e.g. mental health resources,
advocate services, etc.); and ensuring the City is using a trauma-informed
approach and culturally appropriate services.

6. SCHEDULED ITEMS
6.1 CAB VICE CHAIR ELECTION
The following members indicated that they did not want to be considered for
Vice Chair: Members Bartholow, Lange, Richardson, Rodriguez, Steffy,
Wiseman and current Vice Chair Inocencio.
Public Comment: None.
A motion was made by Board Member Barnett, seconded by Board
Member Lange, to approve the nomination of Member Weeks as the new
Vice Chair. The motion carried by the following vote:

Board Member Bartholow, Board Member Lange, Board Member
Richardson, Board Member Rodriguez, Board Member Steffy,

6.2 CAB STRATEGIC PLAN REFRESH
Chair Graves provided the CAB with an overview of the current strategic plan,
and information and accomplishments over the last two years. The CAB
brainstormed objectives and prioroties to focus on for the next 12 months.
These include:
Reactivate/reconvene neighborhood groups
Facilitate neighborhood groups - how to start a neighborhood group
Reconnect with community using parks, fields and creeks and gather data on
how people want to connect with the City
Boost CAB's overall engagement with and empower the community in City
decision making
Revisit Neighborfest
Fund block parties with Community Improvement Grant Program (general block
party, outside of NF)
Wildfire Ready in May
Document tangible benefits the CAB to share with the community

Develop hybrid tools and make available to educate the public on what city
government does and how to access services (Civic 101 videos)
Fund neighborhood newsletters
Making a presence in all 7 districts

Use data from Portrait of Sonoma County to recognize issues of inequity and
serve community members where they are
Team building exercises/trainings
Explore the diversity of the community within the areas of interest stated above
Chair Graves closed the discussion with recommending that once the CAB
selects priorities for the next 12 months to follow-up with Council Members to
share what CAB brainstormed but does not have the capacity to take on
currently. This will allow Council an opportunity to know what the needs are but
also that the CAB has limitations (i.e. volunteer group, limited time, meets once
a month) and cannot get to every single item.

CAB Strategic Plan Refresh.
6.3 REQUEST FOR GRANT EXTENSION
On July 28, 2021 the CAB voted to fund the Chinatown Memorial Crosswalk
Mural Project. The grantee has since been informed that Public Works will be
conducting a slurry seal project at that site in the summer of
2023 and will not allow the art installation to move forward until that is complete.
The grantee is asking the CAB for permission to extend the due date of the art
installation until late 2023.
Public Comment: None.
A motion was made by Board Member Steffy, seconded by Board
Member Bartholow, to approve the extension of the Chinatown Memorial

6.4 NEIGHBORHOOD AND COMMUNITY GROUPS LIST DISCUSSION
Chair Graves reviewed the neighborhood and community groups list with the
CAB and highlighted each district by the number of neighborhood groups they
have:

District 1 - 9 groups
District 2 - 5 groups
District 3 - 2 groups
District 4 - 10 groups

The CAB agreed that there are areas that need to be filled in on the list and
perhaps Council Members could help fill in those gaps.

6.5 ISSUES OF CONCERN TO CITY RESIDENTS
No concerns were reported by the CAB.

7. FUTURE AGENDA ITEMS
The March 2022 meeting is cancelled due to staff scheduling conflicts. The next
meeting will be held on April 27, 2022. On this agenda, Santa Rosa Together is
scheduled to present. Member Weeks will miss April's meeting.

6.1 CAB VICE CHAIR ELECTION
Each year, the CAB holds a vote to elect a new vice chair. CAB Members
will be asked if they would like to be considered for Vice Chair and then to
nominate interested members for a vote.

Juan Lopez from Amistad Associates will lead the CAB in a conversation
about updating the CAB Strategic Plan, priorities for 2022, and go over
steps necessary to the process.
