The purpose of the study session is for the Housing Authority to provide direction to staff on the process and priorities for awarding these funds and to appoint a subcommittee. Staff will issue a Notice of Funding Availability (“NOFA”) that reflects the direction provided. REPORT ITEMS 10.1 REPORT - REQUEST TO APPROVE THE RELEASE OF A PROJECT-BASED VOUCHER REQUEST FOR PROPOSALS UNDER THE HOUSING CHOICE VOUCHER PRORAM BACKGROUND: The PBV program is a component of the HCV Program in which Housing Authorities allocate tenant-based voucher funding for affordable housing projects through a competitive process. Under the PBV program, rental assistance is tied to a specific unit and a family must live in the project unit to receive assistance. The program is subject to regulations under 24 CFR Part 983 and was recently revised under the Housing Opportunity Through Modernization Act of 2016 (HOTMA) that were published on October 30, 2017 under PIH Notice 2017-21. RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Housing Authority, by resolution, approve the release of a Request for Proposals for up to 100 Project-Based Housing Choice Vouchers. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 3 of 4 Housing Authority - FINAL JULY 23, 2018 Attachments: Staff Report Resolution Presentation 10.2 REPORT - HOUSING CHOICE VOUCHER PROGRAM LANDLORD INCENTIVES FOR LIMITED PREFERENCE PILOT BACKGROUND: Twenty-four (24) vouchers were set aside for the Limited Preference Pilot Program for households referred through the Sonoma County Continuum of Care homeless services agencies. As of July 11, 2018, all 24 vouchers have been issued to eligible families. Three families have been permanently housed. Under the Housing Choice Voucher program, families select a housing unit of their choice among available rentals in the marketplace. In Santa Rosa, low vacancy rates limit the number of available units and increase competition among tenant applicants. Families referred for the Limited Preference program report more difficulty than average HCV households in finding housing, often because of circumstances which reflect negatively on a rental application such as lower credit scores or a lack of recent rental references. Public Housing Authorities are permitted to use Administrative Fee reserves to support the activities of the HCV program. Landlord incentive programs have been piloted in other jurisdictions where the local rental market conditions make it more difficult for families to use their vouchers. The type of incentive varies depending on local needs and local resources. RECOMMENDATION: It is recommended by the Department of Housing and Community Services that the Housing Authority, by resolution, approve the creation of an incentive program for landlord participation in the Limited Preference Pilot program. We are awaiting HUD approval for this expenditure.
