CALL TO ORDER Chair Owen called the order at 1:30PM 2. ROLL CALL Present 5 - Vice Chair Thomas LaPenna, Commissioner Yvonne Rawhouser, Chair Jeffrey Owen, Commissioner Andrew Smith, and Commissioner Jeremy Newton Absent 2 - Commissioner Wayne Downey Ph. D, and Commissioner Scott McWhorter 3. STATEMENTS OF ABSTENTION NONE 4. STUDY SESSION NONE 5. PUBLIC COMMENTS (ON NON-AGENDA ITEMS) Duane DeWitt made comments regarding the new Housing Authority members, and programs for veterans including SAVES (Seniors and Veterans Extended Stay Housing). 6. APPROVAL OF MINUTES 6.1 Draft Minutes - February 27, 2023. Approved as submitted. 7. CHAIRMAN/ COMMISSIONER REPORTS NONE 8. EXECUTIVE DIRECTOR REPORTS/ COMMUNICATION ITEMS: 9.1 COMMUNICATION - PENDING DEVELOPMENT PIPELINE UPDATE Provided for information only. Kate Goldfine, Administrative Services Officer, provided information and answered Commissioner questions. Nicole Del Fiorentino, Housing and Community Services Manager, assisted in answering Commissioner questions. Public Comments: Duane DeWitt made comments regarding development specifically in the area of Roseland and previous developments in Santa Rosa. 10. CONSENT ITEMS NONE 11. REPORT ITEMS NONE 12. PUBLIC HEARING 12.1 PUBLIC HEARING - ADOPTION OF PUBLIC HOUSING AGENCY PLANS BACKGROUND: The Quality Housing and Work Responsibility Act of 1998 requires any Housing Authority that administers the Section 8 Housing Choice Voucher program to adopt a Public Housing Agency (PHA) Plan with two components: the Five-Year Plan and Annual PHA Plan updates. The City of Santa Rosa last submitted a Five-Year Plan for Fiscal Years 2021-2026 and is submitting an Annual Plan for Fiscal Year 2023-2024. The Plans are reviewed by a Resident Advisory Board and by the public during a public meeting. The adoption of PHA Plans is required by the United States Department of Housing and Urban Development (HUD) for local administration of the Housing Choice Voucher program. RECOMMENDATION: It is recommended by the Department of Housing City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Housing Authority Regular Meeting Minutes - Final March 27, 2023 and Community Services that the Housing Authority, by resolution, adopt the Annual Public Housing Agency Plan (PHA Plan) for Fiscal Year 2023-2024 as required by the United States Department of Housing and Urban Development (HUD) for local administration of the Housing Choice Voucher program, and appoint any and all Housing Authority Commissioners who are also Housing Choice Voucher program participants as the Resident Advisory Board to represent the interests of those served by the Housing Choice Voucher program. Julie Garen, Program Specialist, gave a presentation and answered Commissioner questions. Kate Goldfine, Administrative Services Officer, assisted in answering Commissioner questions. Annette Anthony, Program Specialist, assisted in answering Commissioner questions. Sue Gallagher, General Counsel, assisted in answering Commissioner questions. Public Comments: Duane DeWitt made comments regarding housing people who need shelter in Santa Rosa and how many vouchers are available for veterans. A motion was made by Vice Chair LaPenna, seconded by Commissioner Rawhouser, to waive reading of the text and adopt RESOLUTION 1755 ENTITLED: RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ROSA ESTABLISHING MEMBERSHIP OF THE RESIDENT ADVISORY BOARD AND APPROVING AND ADOPTING THE PUBLIC HOUSING AGENCY ANNUAL PLAN FOR FISCAL YEAR 2023-2024. The motion carried by the following vote: Yes: 5 - Vice Chair LaPenna, Commissioner Rawhouser, Chair Owen, Commissioner Smith and Commissioner Newton Absent: 2 - Commissioner Downey Ph.
